About this file
This document is a Questions and Answers (Q&A) file for a Rubber Removal and Airfield Markings project at Dyess Air Force Base. The project involves two phases of runway rubber removal and repainting: Phase 1 in February 2026 covering Runway 16/34 and LZ 164/344, and Phase 2 in August 2026 focusing on Runway 16/34. The work requires removing rubber from runways with specific width requirements (50 feet for Runway 16/34, 40 feet for LZ 164/344) and repainting markings, with all work to be completed during weekend closures from Friday to 0600 Monday.
Key technical requirements include collecting and properly disposing of rubber waste, using approved water sources with backflow preventers, and following specific specification sections for rubber removal, surface preparation, and environmental compliance. Night work is permitted with coordination, and contractors must be prepared to perform re-touch work after inspection. Payment and performance bonds are required within 10 days of contract award. Previous contract awards were to Ostrom Painting & Sandblasting Inc. and Texas Velocity Enterprises, LLC, with contract amounts of $178,404.10 and $455,707.80 respectively.

Project Description
Rubber Removal and Airfield Markings
Questions and Answers
1) Question: Is it safe to assume that a frak tank would be required to be used for liquid disposal following rubber removal. Are there any additional tests that the government would require outside of the normal tests required by Waste Management?
a) Please reference Specification Section 00 01 04 Environmental for waste disposal requirements.
2) Question: Could the frak tank remain on site for the full duration of the project scope or would it have to be removed after every phase?
a) Please reference Specification Section 00 01 04 Environmental for waste disposal and storage requirements.
3) Question: We would assume that a rolloff dumpster would be required to be used for solid disposal following rubber removal. Are there any additional tests that the government would require outside of the normal tests required by Waste Management?
a) Please reference Specification Section 00 01 04 Environmental for waste disposal and storage requirements.
4) Question: Could the roll off dumpster remain on site for the full duration of the project scope or would it have to be removed after every phase?
a) Please reference Specification Section 00 01 04 Environmental for waste disposal and storage requirements.
5) Question: Is there a specific landfill that the government would require the liquid and solid waste to be disposed at?
a) No. Please see Specification Section 00 01 04 Environmental for Disposal requirements. Contractor shall follow all Federal, State, and City regulations
6) Question: Could the government confirm that there is no lead based paint in any of the markings to be cleaned/removed by the contractor?
a) To the Governments knowledge, there is no lead base paint.
7) Question: If the contractor is unable to finish the SOW within the anticipated weekend due to weather, etc., would nighttime work be an option during the week? If so, what would be the nighttime hours of access?
a) Yes. Night work is permitted. Reference Specification Section 32 01 11.52 Runway
Rubber Removal para 3 ‘Equipment” for additional requirements. If needed, runway work will coordinate with Airfield Management to ensure there is no impact to the flying mission.
8) Question: Could the government confirm if there are any thermoplastic markings included in this project or if all markings to be painted use water based paint?
a) To the Governments knowledge, there is no thermoplastic markings.
9) Question: If we were to utilize a removal truck that encompasses a vacuum system, would a sweeper truck still be necessary to follow behind the removal truck?
a) All rubber and other FOD shall be removed from the runway be either means.
10) Question: Are runway closure “ X “s and barricades required of the contractor or will these be provided by the government?
a) “X” is not required. Contractor is responsible for providing low profile barricades if full closure of Taxiway, apron, etc. is requested.
11) Question: What weekends would be available to complete this project?
a) Weekend closures are currently being coordinated. Weekends will be forwarded to contractor after contract award. Weekends closures are currently planned for
February 2026 and August 2026
12) Question: Should the contractor assume that the full length of CL and Edge Lines on
TXWY B, C, D and H would be required to be repainted?
a) Contract drawings provide the limit of repainting for the centerlines and edge lines for each Taxiway
13) Question: Just to clarify, liquid waste from rubber removal can NOT be disposed of on site and must be collected and taken off premises?
a) Please reference Specification Section 00 01 04 Environmental for waste disposal and storage requirements.
14) Question: Would the markings that are being removed be changing in position or just size?
a) Please reference Scope of Work and Contract Drawings for marking requirements.
15) Question: Would the use of a chemical solvent in conjunction with high pressure be allowed during rubber removal?
a) Chemical removal techniques are not allowed.
16) Question: In the drawings under “Notes,” for the areas that are “repaint only,” would these areas only need to be washed prior to repainting or would no pavement prep be required?
a) Please reference Specification Sections 32 01 11.51 Paint Removal and Section 32 17
23 Pavements Markings for surface preparation requirements.
17) Question: Who were the past awardees of the last two contracts?
a) Ostrom Painting & Sandblasting Inc., and Texas Velocity Enterprises, LLC
18) Question: How much was the last two awaredee amounts?
a) $178,404.10 and $455707.80.
19) Question: In the future where would I find this info?
a) https://www.fpds.gov/fpdsng_cms/index.php/en/ . All contract awards are publicly available for review on FPDS.
20) Question: Please confirm whether the stated 673,000 SF of runway rubber removal represents:
• the total combined quantity across Phase 1 and Phase 2, or
• 673,000 SF per phase (Phase 1 = 673,000 SF and Phase 2 = 673,000 SF).
https://www.fpds.gov/fpdsng_cms/index.php/en/
a) Quantity is the total of both phases.
21) Question: Please confirm the exact runway segments included in each phase (e.g., Phase
1: RW 16/34 & 164/344; Phase 2: RW 16/34 only).
a) Phase 1 Rubber Removal: Runway 16/34 & LZ 164/344 / Phase 2: Runway 16/34
Only
22) Question: Please confirm the required rubber removal width for each runway:
• 50 feet
• 80 feet
• or another specified dimension.
a) Per the contract drawings: Runway 16/34: 50’ width / LZ 164/344: 40’ width
23) Question: Does the stated SF quantity already account for the required width(s), or is the SF provided as an estimate subject to adjustment?
a) Quantities account for required widths.
24) Question: The solicitation references weekend runway closures. Please confirm whether night work (e.g., midnight to early morning) is permitted on non-weekend days when the runway is closed to flight operations.
a) Yes. Night work is permitted. Reference Specification Section 32 01 11.52 Runway

• Available dates and times for the site visit
• Required documentation or identification
• Any access, escort, or safety requirements we should prepare for
a) There will be no site visit for this requirement, per our solicitation. Square footages, drawings, and measurements have been provided to help vendors price their proposals, removing tire rubber and repainting markings is not complex enough of a requirement to warrant a site visit.
41) Question: 4. Are bonds required? Both for bid and payment and performance?
a) Payment and performance bonds are required within 10 days of contract award.
The solicitation document has been amended to reflect this in blocks 12a and 12b.
