About this file

This document is the Bid Schedule Instructions for JFSD260019, a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a possible six-month extension for flooring replacement services. The contract covers flooring materials, labor, and related flooring activities as detailed in the attached Technical Provisions.

Contractors must submit line-item bids using the provided bid schedule, with each line-item including all markups for supervision, management, vehicle mileage, transportation, subcontractor costs, bonds, and overhead and profit. For carpet and adhesive materials priced through the Carpet Program, contractors enter the first-year not-to-exceed price with 8% escalation applied annually for years two through five. Contractors must also input a material cost mark-up percentage for carpet items (BA through BG) that will remain constant across all contract years unless the contracting officer is notified and a revised schedule is issued. Non-standard work items unique to individual task orders—such as shipping, storage containers, dust control, or floor preparation beyond typical requirements—will be identified in task order Statements of Work and bid separately. Task orders will include asbestos testing, with abatement work addressed through task order modifications if required.

JFSD260019 - Replace Flooring Basic Contract (IDIQ) Bid Schedule Instructions

21 September 2026

1. GENERAL/OBJECTIVE:

This document is to identify multiple year contracting costs for select flooring materials, labor, and other flooring related activities. This pricing is to be used on individual task orders, to be executed over five years, with a possible six-month extension at the government’s prerogative. The specific requirements are included in the attached Technical Provisions. The work to be performed under this contract will typically include flooring-related activities and requirements as outlined in the attached Technical Provisions.

2. BID SCHEDULE:

2.1. (General) Contractor bids are to be submitted using the attached line-item bid schedule.

2.2. (General) The general bid schedule includes some pre-entered formulas that provide sums for material costs, annual costs, and total project costs. However, this is an active Excel file, subject to errors and data entries outside of government control. The bidder is solely responsible for the data entered, cost projections, excel formulas, and the totals within the bid schedule.

2.3. (Bidding, General) Provide a line-item bid for each item listed on the bid schedule provided. These bids are to establish the annual cost, for each item, to be used on future flooring focused task orders. Each heading in this schedule is intended to reinforce the total costs to be associated with these individual line-items.

2.4. (Mark-ups, General) Each line-item shall include contractor mark-ups. This includes all supervision, management, vehicle mileage, transportation, subcontractor costs, bonds, and overhead & profit.

Each category heading on the bid schedule reinforces the elements to be included in the line-item costs.

2.5. (Bidding, Carpet / Glue Material) Carpet and adhesive material prices set by the Carpet Program.

See the Technical Provisions for additional information on the Carpet Program. For bidding purposes, enter the first year not-to-exceed (NTE) price of the contractor’s selected carpet material from the Carpet Program. For years two through five apply 8% escalation to the previous year’s price.

2.6. (Mark-ups, Carpet Material) For Items BA to BG on the bid schedule, cells are included for Year One where the contractor will input their material cost mark-up. For these materials, the Contractor is required to bid the mark-up they will apply onto the NTE material cost from the Enterprise Contract. Enter the percentage in column titled “Material Mark-Up” on the bid schedule. The Air Force assumes this percentage will be unchanged, and the same percentage will be used each year. If this is not correct, and a bidder wishes to alter mark-up percentage annually, then notify the CO and a new bid schedule will be issued.

2.7. (Non-Bid and Non-Pre-priced Items) On occasion, work tasks may include unique project specific work items. When this occurs, this work will be identified in a task order’s Statement of Work (SOW) and bid as individual line-items to be included in the task order specific bid schedule, and the contractor may also propose additional items with justification. Examples include: shipping and handling, on-site storage containers, special dust control/barriers, and floor preparation exceeding what is typically needed for existing floors. Unless noted otherwise, task orders will include asbestos testing that will be bid for the scope of each project. A task order modification will be awarded if abatement is required.
