About this file
This is a Questions and Answers document addressing clarifications on Amendment 1 to solicitation FA4626-26-R-0010 for the Repair HICS Gates contract at Malmstrom Air Force Base. The Q&A addresses seven key inquiries from potential offerors regarding contract administration, bonding requirements, subcontracting limitations, material specifications, past performance documentation, proposal submission requirements, and bonding capability thresholds.
Key clarifications include: (1) performance and payment bonds will be required separately as each Task Order is issued based on that Task Order's value, with offerors submitting estimated bond costs in the five-year bid schedule that can be updated at the task order level; (2) the percentage of work performed by the Service-Disabled Veteran-Owned Small Business (SDVOSB) prime contractor versus subcontractors does not require submission with the proposal but must comply with FAR clause 52.219-14 Limitations on Subcontracting; (3) H-brace cross wire "twist sticks" shall be constructed from two-inch wood posts cut to required lengths for fence tensioning; (4) past performance questionnaires and client authorization letters serve distinct purposes—the former collects performance data while the latter provides legal consent for government release of subcontractor performance information; (5) offerors may submit either the entire signed solicitation or only required contract sections with properly completed items from Section L, paragraph 5(B)(ii)(1); (6) SF 24 bonds require corporate seal affixation per instructions; and (7) the $2,000,000 bonding capability requirement remains necessary to evaluate contractor operational stability and capacity despite anticipated lower contract values.

| 1 | My understanding is that this is a five-year requirements contract, with the actual work and funding being issued through individual Task Orders. With that in mind, I have two questions: |
1. Will the performance and payment bonds be required for 100% of the full five-year Total Evaluated Price at contract award, or will bonds be required separately as each Task Order is issued, based on the value of that Task Order?
2. For CLIN 0001AH in Attachment 4, how should offerors price the bonding line item for the five-year bid schedule when the actual bond cost will depend on the value of future Task Orders? Should we enter an estimated bond cost, or will the actual bond cost be established and paid with each Task Order? 1. Bonds will be required separately as each Task Order is issued, based on the value of that Task order.
| 2. Submit the bond cost for the 5 year bid schedule based on the quantities for that year. At the task order level, the bonding can be updated for the quantities in that task order. | 1 | |
| 2 | Company XX will be the prime contractor and intends to utilize a subcontractor for a portion of the field work. For purposes of the bid form, how would you like us to calculate and present the percentage of work performed by Trident versus the subcontractor? |
Should the percentages be based on:
| • | total contract value, | |
| • | direct labor/work performed, | |
| • | or another method specified by the solicitation? | The planned percentage of work performed by the SDVOSB does not need to be submitted with the proposal, however the solicitation does contain clause 52.219-14 Limitations on Subcontracting, in which the Contractor must comply. When the Contractor signs the solicitation and submits their offer they are certifying that they will comply, and if the Contractor is found to be non-compliant appropriate action will take place. |

| 3 | What materials are specified for the H-brace cross wire "twist sticks"? | |
| (Also, there is a note on the elevation drawing for the barbed wire fence that states these twist sticks are supposed to be stapled to the H-brace cross piece; that's not possible now that the H-brace cross piece is specified as drill stem pipe. The gate details properly show the twist sticks being wired to the cross piece, but I just wanted to let you know for future correction of the drawing language.) | Please use pieces of 2” wood posts cut to length required for fence tensioning. See picture below. | |

| 4 | Section L, paragraph 4) B. states, "For each identified effort for a commercial |
customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance."
| What exactly is being requested here? Isn't this information being provided by the contact information and questionnaire in Attachment 8? | The past performance questionnaire and the client authorization letter serve two different purposes. Attachment 8 (Past Performance Reference Sheet) collects past performance data. The Client Authorization Letter provides the legal consent to release the performance data to the Government for work done by Subcontractors if their past performance is submitted and used for evaluation. | 1 | ||
| 5 | Section L, paragraph 5) B. ii. 1) states, "The offeror’s proposal shall include a signed copy of the solicitation and Sections A through K." [my emphasis added] Which pages of the solicitation document need to be included? The whole thing? Or, for Section A, is it just the two pages of the SF 1442? And page 18 from Section I? And then the entirety of Section K? | |||
| To satisfy Section L, paragraph 5(B)(ii)(1), the offeror may submit the entire signed solicitation document, SF 1442 to specifically ensure that all of Sections A through K are included, or they can submit just the required Contract Sections and ensure all items specified in Section L, paragraph 5(B)(ii)(1) are correctly filled out. | 1 | |||
| 6 | For the SF 24, is our company required to stamp it with a company seal or is signature by the person authorized to obligate the company sufficient? | In accordance with the SF 24 instructions, the Corporations executing the bond shall affix their corporate CEAL so that is what is required. | 1 | |
| 7 | In the pre-proposal meeting, it was mentioned that $2,000,000.00 was significantly too high of a bid to be competitive/accepted on this project. As such, is $2,000,000.00 in bonding capability still a necessary and appropriate requirement for this contract/solicitation? (Section L, paragraph 6) d.) | Yes, the $2M bonding capability is still necessary. Despite the amount of the final contract award, the bonding amount is used to evaluate the contractor's operational stability and overall capacity to conduct the work. | 1 |
