About this file

This is a Questions and Answers document for solicitation FA4626-26-R-0008, a Horizontal Construction Multiple Award Contract (MAC) issued by the U.S. Air Force for construction services at Malmstrom Air Force Base under NAICS Code 237990.

The MAC targets the award of eight firm-fixed-price contracts, though the Government reserves the right to award more or fewer contracts if determined to be in the Government's best interest. This is a small business set-aside requiring contractors to be registered in SAM.gov with average annual receipts of less than $45 million calculated across all revenue, regardless of NAICS code. The bonding capability requirement has been reduced from $10,000,000 to $5,000,000 to facilitate small business participation. The bid bond shall be 20 percent of the bid price or $1,000,000, whichever is less. The seed project consists of repairs to the North/South Base Water System with a period of performance of 180 calendar days after Notice to Proceed for SLIN 0001AA and 90 calendar days for SLIN 0001AB. Work anticipated includes heavy civil construction, repair, alteration, demolition of transportation infrastructure, utilities and energy systems, and site development. The proposal due date was extended from July 30 to August 6. CD copies are required for all proposal volumes except the Pricing/Required Documentation volume. Electronic submission of proposals is not permitted; physical copies must be submitted. Offerors do not need to complete Sections B-J of the solicitation, only Sections A and K with applicable fill-ins.

Attachment 6, Section L, Pg. 10 of 18, Item d. Bid Bond. It states the Bid Bond is for the Seed Project.

a. Question: What is the $ estimate amount for the seed project. The bonding company will need to know the anticipated project magnitude.

The Revoluationary Federal Acquisition Regulation Overhaul (RFO) removed the requirement for disclosure of magnitude on Part 36.

Furthermore, paragraph 6(A)(4)(d) of Section L states, "the amount of the bid bond shall be 20% the bid price or $1,000,000.00, whichever is less."

Attachment 6, Section L, Pg. 3 of 18, H. Volume Organization. It states that you want CD’s with each volume.

Question: Knowing the Seed project pricing will not be easily given by subcontractors in advance, can the CD requirement for the Pricing Volume be waived?

The requirement to provide a CD copy in Volume III - Price/Required Documentation of an Offeror's proposal will not be waived.

3 How many awards are anticipated for this MAC?

As described in paragraph 1(B) of Section M, "The Government is targeting the award of eight (8) firm-fixed price (FFP) contracts.

However, the Government reserves the right to award more or less than eight (8) FFP contracts if determined to be in the best interest of the Government."

Will the Government consider reducing the $10,000,000 bonding capability prescribed in paragraph 6(A)(4)(f)(4) in Section L and paragraph 2(B)(3) of Section M to the range of anticipated task order values or some method to allow more small business participation?

Yes, the bonding capability amounts listed in these paragraphs of Section M will be reduced from $10,000,000.00 to $5,000,000.00.

(See Attachment 6 - Rev. 18 July 2026)

This is a small business set aside MAC for construction services under the 237990 NAICS Code. Does this mean just the contractor’s past revenues for work associated with the 237990 NAICS need to average less than $45M over a 5 year period or is the government also taking into account all revenues, regardless of NAICS code? Furthermore does the contractor need to be already registered with the SBA as a small business to submit a response?

Please see 13 CFR 121.104 for the definition of receipts. It is the Government's understanding that an Offeror's average annual receipts is calculated based on all revenue regardless of the NAICS code.

Offeror's must be registered in SAM.gov as a small business to submit a proposal for the subject solicitation.

6 Do you guys have a qualified list of SBA’s that we could potentially connect with to bid the project to?

We do not have a list of interested parties to connect offerors with to bid on the Horizontal Construction MAC or the seed project.

However, we recommend reaching out to APEX Accelerators who may be able to help with your request. The Great Falls/Malmstrom Area Advisor is Ms. Shannon Clancy (sclancy@growgreatfalls.org or

(406) 590-1184) or go to https://montanaapex.org/locations/ to find your local APEX advisor.

Given the range of infrastructure work anticipated under this MAC, does the Government expect future task orders to include requirements for Facility Related Control Systems (FRCS), operational technology (OT) communications networks, or cybersecurity of facility and utility control systems? If so, please identify any anticipated requirements for secure network architecture, segmentation, monitoring, integration with existing Malmstrom AFB infrastructure, or the use of software-defined networking (SDN). Please also clarify whether applicable FRCS/OT cybersecurity criteria, standards, and technical requirements will be defined separately within each task-order solicitation.

Work anticipated under the Horizontal Construction MAC may include but is not limited to heavy civil construction projects for the repair, alteration, and demolition of transportation infrastructure, utilities & energy systems (communication, electricity, natural gas, sewer, water, etc.), and site development. Specific requirements will be detailed in the project documents at the task order level.

Questions and Answers

8 Please confirm the period of performance for the seed project. At the site visit, 180 calendar days was mentioned, but the information is not in the Solicitation.

The period of performance (PoP) for SLIN 0001AA, Repair North/South Base Water System (Cypress Dr. & Locust St. + 4th Ave N Area), is 180 calendar days after receipt of notice to proceed (NTP). If exercised, a second NTP will be issued to start the PoP for SLIN 0001AB, Repair North/South Base Water System (Cedar to Clinic Area), which will be 90 calendar days after receipt of NTP.

(see Attachment 1 - Specifications Combined)

9 Please confirm the insurance requirements for the seed project, if any. Please refer to RFO 52.228-5 and RFO Subpart 28.3 for all insurance requirements. 1

10 Please confirm what type the existing pipe to be removed is.

Locust - approximately 1550 LF of cement pipe. 4th Ave North-approximately 800 LF of cement pipe. Cedar to Clinic - all existing pipe is cement. Remove and dispose of per MT DEQ requirements.

Attachment 4 - Repair North/South Base Water Bid Schedule has been revised to reflect this addition.

11 What will the Government allow for street closures on the base (i.e., full closure, single lane closure, etc.)?

Full street closures are preferred.

Some of the trenches across streets will require full closure. The inspector will work with the contractor to get closure permits. 1

12 Will the Government provide on-base staging areas for contractor use? If so, please describe. Yes, see attached map for potential laydown/staging areas (see Attachment 13). 1

13 Please advise on how much time we should anticipate for inspections / delays at the commercial gate. The amount of time at the commercial gate is depending on the length of the line of vehicles. It varies throughout the morning. 1

14 Please provide a geotechnical report. If not available, please provide the soils and groundwater conditions we should assume for bidding.

Included is a location map with geotech information/boring logs from previous projects. (See Attachment 12) 1

Please provide trench backfill material (native or imported) and backfill compaction type (Type A, B, or C) for areas outside of the roadway. Without a Geotech report we are unable to determine suitability of native soils, we feel this is something the Government should qualify to create an even bidding field.

See Spec Section 02221 Trench Excavation and Backfill included in the bid package. 1

16 Will the Government consider a two-week extension to allow ample time to incorporate PPI responses into our proposal? The proposal due date will be extended from 30 July to 06 August. 1

17 Please confirm that Section B of the solicitation does not need to be completed with the proposal, and it is for reference only.

In accordance with para. 6(A) of Section L, Section B of the SF 1442 does not need to be completed. 1

18 Please confirm that the Contracting Office is able to receive commercial delivery (FedEx) of the proposal at the address listed in the Solicitation.

The Contracting Office is able to receive commercial deliveries of proposals. If offerors choose to submit their proposals via commercial delivery, we caution you that delays in the delivery of proposals are not the fault of the Government.

The RFP states, "The Offeror's proposal shall include a signed copy of the solicitation and Sections A through K." Only Sections A (SF1442) and K (Reps and Certs) have applicable fill-ins. Please confirm if offerors must complete Sections B-J.

Offerors do not need to complete Sections B-J of the SF 1442. 1

20 Would the Government waive the requirement to submit physical copies of proposals and permit electronic submissions?

The requirement to submit physical copies of proposals will not be waived. 1
