About this file

This document is Attachment 09 containing the Off/On Ramp Procedures for the Horizontal Construction Multiple Award Contract (MAC), Contract No. FA4626-26-R-0008, at Malmstrom AFB, Montana.

The Off-Ramp provision establishes procedures to remove contractors from the MAC program under four circumstances: failure to participate in accordance with contract terms, marginal or unsatisfactory performance, inability to meet or maintain responsibility requirements per RFO Part 9, or at the contractor's request. The process includes a written cure notice from the Contracting Officer identifying failures and requesting a corrective action plan. If failures are not remedied, a show-cause notice is issued detailing the intent to off-ramp the contractor and exclude it from future competitive and non-competitive task order awards. Upon completion and close-out of all existing task orders, a unilateral modification reduces the ordering period to the date of the CO's final determination, after which the contract is closed out.

The On-Ramp procedures enable the Government to maintain a current and competitive vendor pool by adding contractors through two mechanisms: the On-Ramp Program Pool and Open Season competitions. Under the Program Pool, the Government conducts validation reviews of previous applicants, ranks them by updated past performance confidence rating and price, and offers bi-lateral IDIQ contracts with a $500.00 guaranteed minimum to the highest ranked contractors. Under Open Season, new solicitations are posted to SAM.gov with the same evaluation criteria as the original MAC solicitation, and contractors are ranked by Past Performance, Combined Technical/Risk, then Price. All On-Ramped contractors' ordering periods run concurrently with existing IDIQ holders, terms and conditions are materially identical to existing awards, new awards do not increase the overall MAC ceiling, and existing IDIQ holders may not hold more than one contract under the MAC simultaneously.
