About this file
This file is a Questions and Answers document for solicitation FA4626-26-R-0006, Repair Building 1840 Roof, posted as of April 13, 2026. The Q&A clarifies technical requirements, scope limitations, and submission procedures for this 100% small business set-aside repair project. Key clarifications include: epoxy injection repairs are limited to exterior vertical concrete walls only (8-12 inches thick) with interior access unavailable; double runs of 12-watt per foot heat trace are required for the downspout/french drain system to 42 inches below grade or the first underground fitting; exhaust fans EF-2, EF-6, PH-3, and PH-5 will be removed and reinstalled rather than replaced, with only associated ductwork (old duct for EEFs 1, 2, 4, 8 and EF-2) requiring replacement; new concrete curbs are not required—only 2x6 nailers, silicone sealant, EPDM patches, and flashing must be replaced per Detail 3/S6.0; and walking pads should be removed if delaminated, with no replacement pad required. The document confirms that SSHO, QCM, and Superintendent roles may be filled by a single qualified individual with minimum three years roofing or industrial construction experience, and that combining circuits in common conduit is acceptable if NEC requirements are met.
Regarding submission procedures, the Q&A specifies that proposals must be submitted electronically via DODsafe (not USB drives or CDs) with a drop-off request submitted to contracting POCs by close of business April 17, 2026; hard paper copies are no longer required as of Amendment 2. The extended proposal due date is April 21, 2026. Site visit occurred on March 18, 2026, and architectural drawings are not available—only structural, electrical, mechanical, and two pages of industrial hygiene drawings are provided. The document includes 42 questions with government responses addressing scope clarifications on roof coating areas, ductwork modifications, downspout extensions, ACM and lead-based paint abatement, test and balance requirements (EF-6 only), and drawing scale corrections (3/32" = 1' rather than 1/32" = 1').

| # | Questions and Answers | Amend # |
| 1 | I had a link sent to me for the Sam.gov plan downloads on the roof |
repair and didn't see any architectural drawings. Is there a chance those are still in the works or am I just not looking in the right place?
| I'm interested in working on this one. | There are not any architectural drawings. Just structural, electrical, mechanical, and 2 pages of Industrial hygiene drawings. | 2 | ||
| 2 | I was reading through the specs of this project and noticed in the | |||
| solicitation it seems to be a small business set aside project. Can you please clarify if that is the case or not. | Yes, this solicitation is a small business set aside. | 2 | ||
| 3 | ||||
| In reviewing the submittal requirements, can submittals be saved to pdf and emailed electronically, or do they have to be hand delivered? | Project/construction submittals for approval throughout the project can be delivered via electronic means. Although, at least one paper and electronic version of all required close out documents (submittals, O&M manuals, as built DWG's etc...) for project close out will be required. For contract and bid submission documents: | 2 | ||
| 4 | 1. | For the epoxy injection, please provide further details on the following. | ||
| a. | Injection site wall material. | |||
| b. | If CMU – is the wall filled / slugged full? | |||
| c. | Is the contract able to access the inside face of the wall, or are repairs required to take place on the exterior only? | 1) All three areas where epoxy injection repair are required consist of vertical Solid concrete walls, Approx… 8-12" thick. 2) NA. 3) Interior access is unavailable. Repairs are only required to occur on the exterior of the wall. | 2 | |
| 5 | Will any photos be allowed to be taken at this site visit? | Pictures cannot be taken individually but may be taken at the site visit by the mission partner, upon request. Pictures that were taken at the site visit will be attached in Amendment 2. | 2 | |
| 6 | Is there any chance that you can send the Past Performance Questionnaire for Repair Bldg. Roof 1840 in a workable format so that customers can easily check the boxes and infill answers? | The Past Performance Questionnaire is provided as a user-friendly Word attachment on SAM.gov. Please let us know if you have further issues. | 2 | |
| 7 | Can you provide me with a copy of the roofing scope of work specifications or direct me to where I can find them? | There is not a separate roofing scope of work spec for this project. The work to be accomplished is described in the project drawings and specification. To assist with narrowing down the scope of work. See attached 26 page PDF titled IFB DOCS Description and Analysis of Work. This document describes and work but references the drawings for location and quantity of work. | 2 | |
| 8 | They are calling for double runs of 12watt per foot heat trace for this system. Would single runs be acceptable as most installations we have done are single run 6watt per foot? That would reduce the amount of circuits needed. | Double run of 12 Watt per foot is required. | 2 | |
| 9 | They are also calling for individual conduit runs with #8 wire for each of (12) circuits. Would it be acceptable to combine circuits in (1) conduit that would meet NEC requirements for conduit fill? This would significantly reduce the number of conduits running on the roof. | Yes, that would be acceptable. Conductor must be derated if in common conduit in accordance with NEC requirements. | 2 | |
| 10 | This snip below shows downspouts that during the walk-through we noticed that they were going underground. How will the government determine the length underground these travel? On the above-ground downspouts how far down the downspouts are they requiring? | Contractor is only expected to heat trace the downspouts/french drain system to 42" below grade (i.e.… frost line), or to the first underground fitting (90 elbow or T) not to exceed 42" in length. Downspouts that daylight above ground will be completely heat traced. All joints on above ground gutter system to be sealed. | 2 | |
| 2 | ||||
| 2 | ||||
| 2 | ||||
| 2 | ||||
| 11 | EF-2 was stated on walk through of jobsite to be non functioning. Can this fan |
and associated ductwork and stand be removed completely from roof and
| Existing curb be patched completely. | Correction to what was said during the walk thru. EF-2 is still apart of the functioning exhaust system for the facility and thus must remain. Remove ACM flex connection, dispose, and replace with new. Replace curb and duct and insulate per plans. | 2 | |||
| 12 | Resealing existing HVAC ductwork on all Hepa filter housing and EEF on ground | ||||
| level. | Yes, reseal newer duct work on all EEF's to create water tight seal. (see JPEG image_response to question 12 & 13) | 2 | |||
| 13 | Putting stiffeners on existing HVAC ductwork on roof were ductwork is flimsy or where needed. | Yes, add exterior stiffeners on "newer EEF duct" to provide rigidity. Reseal all joints to prevent water infiltration. (see JPEG image_response to question 12 & 13). | 2 | ||
| 14 | On remodel plan it is stated in Note 1 to wrap existing transition up to Hepa Filter Rack. Does existing transitions from back of Hepa Filter rack to EEF need to be insulated as well including round connection to fan. | No, only insulate duct on supply end from BLD roof to HEPA filter rack. Insulating duct transition from HEPA filter rack to EEF is not a concern. | 2 | ||
| 15 | Do we need a test and balance on equipment? | Only test and balancing required will be on EF-6. This is not a new fan, but will be removed, curb replaced and reinstalled per drawings. | 2 | ||
| 16 | Please clarify the Government’s requirements regarding project personnel roles. Specifically, can one individual serve in multiple capacities (i.e., Site Safety and Health Officer (SSHO), Quality Control Manager (QCM), and Superintendent), or are these positions required to be staffed by separate individuals? | These positions can be filled by one person, as long as they are qualified to fill each role. See general specs requirements for daily QC requirement i.e.… 2 hrs per day. | 2 | ||
| 17 | Additionally, if combining roles is permitted, please confirm any limitations, required certifications, or conditions that would govern acceptance of combined responsibilities. | ||||
| There are not any specific certifications required by the GOV for these roles. However, contractor should prove (either thru persons experience, external training course, or internal company training) that these roles are filled by competent personnel qualified for the position. Person or persons filling this role should have min 3 years of experience in roofing and or industrial construction. | 2 | ||||
| 18 | The Contractor respectfully requests a copy of the official site visit sign-in sheet for the pre-bid job site visit associated with this solicitation. | Record on contractor attendance will not be released. | 2 | ||
| 19 | Is this project tax exempt? | No, it is not tax exempt. | 2 | ||
| 20 | Will a stair tower be required for roof access? | Stair tower will not be required by the GOV. Best and most efficient means of access to the roof will be determined by the contractor and must comply with federal and state safety codes. | 2 | ||
| 21 | Are new concrete curbs required for all new fans to follow Detail 3/S6.0? Can pre-manufactured metal curbs be provided instead? | No, Intent is not to replace or build new concrete curbs. Only members of curb system to be replaced are the 2x6 nailer, silicone sealant, EPDM patch (if required) and flashing. For purpose of bidding, plan to build per drawings. The use of metal members will be evaluated based on product type, and application. One correction to being up. The note on Detail 3/S6.0 that says "New equipment base where needed from Mech drawings" is a typo. All equipment bases are existing and new is not required. | 2 | ||
| 22 | Can we provide a USB drive instead of a CD as requested? | We cannot accept USB drives due to our strict no-USB security policies. Please see updated Section L&M which allows proposal submission through DODsafe. A request for a DoD safe drop-off must be submitted to the contracting POCs for this requirement by close of business on 17 April. | 2 | ||
| 23 | Can any additional photos be provided of the roof or interior electrical areas of work to be affected? | Photos taken during the site walk and prior site visits during design will be provided with Amendment 2. Additional photos outside of that are unavailable. | 2 | ||
| 24 | To confirm, are the areas highlighted in grey on the roof repair plan the only roof areas in the SOW to receive new coating besides the gutter and downspout heat trace cable scope? | Correct. Shaded areas on plate S3.0 are only area to receive silicone coating over entire roof section. All gutter and down spout connections throughout entire BLDG to be sealed. | 2 | ||
| 25 | Regarding ACM and Lead-Based Paint. Are we to assume areas shown to be positive in the report are to be removed by an abatement contractor ONLY if they are to be disturbed for the scope of work on this project? | Yes, a certified abatement contractor will be required for removal of ACM flex connector on EF-2, and any LBP paint disturbed during project will require abatement. Undisturbed paints and ACM materials may remain. | 2 | ||
| 26 | Are SSHO (Site Safety Health Officer) or QCM (Quality Control Manager) personnel required for this project? If so can one individual wear multiple hats? | Yes, SSHO, QCM and superintendent are required for project and they can be the same person. See answer to question 16 & 17 for additional details. | 2 | ||
| 27 | How many exhaust fans need to be replaced, to confirm? | Zero exhaust fans or penthouses (the mechanical equipment itself) will be replaced. EF-6, PH-5, PH-3 will be removed, and reinstalled once curb is repaired per plans. | 2 | ||
| 28 | Is any electrical line/wiring being relocated or changed due to exhaust | ||||
| fan replacement? | No, exhaust fans are not to be replaced. The are to be removed, curb repaired and reinstalled. Use existing electrical connections/lining and wiring. | 2 | |||
| 29 | Are we replacing all ductwork with the associated exhaust fan/equipment replacement? Or just ductwork related to fans pointed out by Keynote 1 Page S3.0? | Replace just the duct work associated with flag note 1 on plate S3.0. To elaborate, replace "old duct" associated with EEF's 1,2,4,8 and EF 2. See response and jpeg image on questions 12 & 13 for further clarification. | 2 | ||
| 30 | Spec section 07 01 50.61 section 1.4-part C talks about a pre-bid conference 10 days prior to bid opening. When does this take place? | This is referring to the pre bid meeting and site walk that occurred on 18 MAR 2026. | 2 | ||
| 31 | Plan Pages MD1.2, M1.2, E1.2 all seem to have the incorrect scale. Please confirm if it should be 3/32” = 1’-0” and not 1/32”=1’-0”. | You are correct. The scale on the drawings should be 3/32” = 1’. Appreciate the catch. A corrected set of prints for construction will be issues to the awarded contractor prior to start of construction. | 2 | ||
| 32 | EF-2 was stated on walk through of jobsite to be non functioning can this fan and associated ductwork and stand be removed completely from roof and existing curb be patched completely. | No, see response to question #11 for details. | 2 | ||
| 33 | Should any existing HEPA filter housings be resealed? | No, the HEPA filter housing itself should remain as is. However the ducts on either side should be sealed, and stiffeners added. See answer to question 12 & 13 for more detail. | 2 | ||
| 34 | Is it necessary to reseal the EEF at ground level? | For purposes of bidding, we will not be addressing an HVAC equipment on ground level. All work on HVAC related equipment will be on one of the three roof levels above the maintenance bays. | 2 | ||
| 35 | Should we account for adding stiffeners to any existing ductwork that is | ||||
| flimsy or will that be worked out as a change if necessary? | Include stiffeners in Bid. For this bid, include stiffeners for duct work on either side of HEPA filter Rack on EFF's 1.2.4.8. | 2 | |||
| 36 | Plan M1.2, Sheet Note 1, Please confirm scope should be to insulate the existing transition from the Hepa Filter rack to the EEF including the round connection to fan? | No, only insulate duct on supply side of HEPA Rack i.e.... from BLD roof to HEPA filter rack. Insulating duct transition from HEPA filter rack to EEF is not a concern. | 2 | ||
| 37 | Is Test and Balance necessary on the mechanical equipment? | Only test and balancing required will be on EF-6. This is not a new fan, but will be removed, curb replaced and reinstalled per drawings. | 2 | ||
| 38 | Please see attached E1.2 and S4.0 with Markups. |
a. Please confirm if extension of two downspouts is necessary in the middle of the building.
| b. There are two downspout locations that are in the middle of the building that dump onto a skinny section of roof. Please confirm if these locations are supposed to be extended to the edge of roof? | a. Yes, extend both downspouts and discharge to nearest gutter (mark up are correct). b. Yes, extend downspouts to edge of room and discharge into gutter. C. Yes, heat tape all downspouts to include two downspouts on north, east and south side of building (shown on mark up S4.0) | 2 | |||
| 39 | During the site walk, it was discussed that the epoxy injection scope may be reduced to exterior repairs only – as interior access to the location was not available. Please clarify the epoxy injection scope of work to be performed | See answer to question 4. Yes, epoxy injection on vertical concrete walls will be limited to exterior of facility only. Grove out crack enough IOT meet manufacture requirements and provide seal from exterior side. | 2 | ||
| 40 | Per section L, proposal submission should include “both paper copies and 1 electronic copy saved on a CD”. Would the USAF / Owner accept electronic bid submissions only and waive the paper and CD requirements? | ||||
| Please see updated Section L&M as electronic copies are acceptable and hard copies do not have to |
be submitted. However, proposals must be submitted via DoD safe.
| A request for a DoD safe drop-off must be submitted to the contracting POCs for this requirement by close of business on 17 April. | 2 | |
| 41 | The plan indicates that the existing 2'6" x 2'6" walk pads will receive a new silicone coating. According to the manufacturer, coating over the existing walk pads is only permitted if the adhesion between the walk pad and the membrane is still intact. Otherwise, the walkway pad must be removed to apply coating to the membrane. |
Are we expected to install a new walk pad if the existing one must be removed? And if the walk pad can stay, are we expected to coat it with a granulated surface? No, if walking pads are loose and or delaminated from the roof.
Remove completely, silicone coat area where pad was.
| Replacement of a new walking pad is not required. | 3 |
