About this file

This document is an Amendment 1 Questions and Answers (Q&A) for Solicitation FA4626-26-R-0003, a Design/Build demolition project for Buildings 1879, 29001, and 29002. The amendment provides clarifications on multiple technical aspects, including electrical work, asbestos abatement, fire alarm system modifications, and exterior pole removals. Key details include: the project requires removing 5 exterior poles outside Building 1879, relocating fire alarm control panels and components between buildings, and conducting an asbestos survey for Building 1879. CLIN 0009 specifically addresses asbestos abatement for 3 pipe fittings identified in a 2011 report. The solicitation response due date is now 29 December at 2pm MST, with bidders required to submit a Standard Form 24 for bid guarantee and complete Attachment 15 with the full CLIN schedule. The government will not release the prebid meeting attendees list and has updated specifications dated 16 Dec 2025.

Amendment

I don't see a line for the electrical removal and install of supplies listed. Can you by chance tell me long or how many feet the trench would have to be dug for the electrical line

See new drawings. 1

CLIN 0009 tells us to abate the lead and asbestos but CLINS 0003, 0004, 0005 says that if any of these materials are found during the investigation that they will be treated as an unforeseen condition? We can’t really abate these Bldg. without any quantities

CLIN 0004 and CLIN 0005 will have to be amended to remove the statement “If any asbestos containing materials are found during the asbestos survey performed during design, this will constitute unforeseen site conditions and require a Modification to the contract documents.” Per Terracon’s Asbestos report that contains 29001 and 29002 that shows that no asbestos or lead containing paint was found. CLIN 0003 will remain the same. If any additional asbestos containing materials are found during the asbestos survey performed during design, this will constitute unforeseen site conditions and require a Modification to the contract documents.CLIN 0009 is the cost it will take to abate the asbestos that was found in bldg. 1879 in TD&H 2011 report ONLY, Found on PG31 and 37 of the supplied ACM report titled "2011-12-20 B-1879 ACM_Pb Design Survey Results East Base Natural Gas Services" (3 pipe fittings). Reminder: This is a DESIGN/BUILD project. An asbestos and lead based paint report will need to be conducted by the contractor on bldg. 1879.

3 Do all exterior poles need taken down outside of building 1879? Yes, all 5 poles located outside of building 1879 will need to be completely removed. 1

4 Will engineered, stamped fire alarm drawings be required? No stamped drawings are required. 1

How long can the horse stable fire alarm system be down for when moving the FACP (Harrington) and RTP (Monaco) from Building 1879 to 1828?

2 days. Constant communication between KTR/base will need to be had to ensure continuity. 1

6 Are there any drawings available for the existing fire alarm system? No 1

7 Are the pull stations in the horse stables conventional or addressable? Conventional 1

8 Is there a preferred location for the FACP and RTP to be located in Building 1828?

The location of the fire control panel will now be on the exterior on east side of BLDG 1934 (see drawings). 1

9 Is there a dedicated 20A circuit available for the FACP and RTP in Building 1828?

Provide 2, 20 amp breakers out the load cell box (noted on drawings) and run circuits to new panel location.Tie existing pull station circuits into relocated panel. 1

10 Building 1879 – Item #12: Where is the nearest handhole/manhole located? None were observed in the area during site visit. Noted on the new drawings 1

11 Building 29001 – Item#16: Where is the nearest handhole/manhole located? None were observed in the area during site visit. Disregard Item #16. Comm Fiber can be abandoned in place 1

Building 29001 – Item#19: During the site visit, it did not appear that there was an electrical connection to this building. Please confirm that #19 is not required.
