RE: Pre-Renovation Asbestos I11spectio11 and Lead-In-Paint Survey Proposed Natural Gas Piping Renovation, East Base Malmstrom Air Force Base (MAFB), Montana TD&H Project No. 10-003-070
Dear Mr. Kauffman, In accordance with your verbal notice to proceed, Thomas, Dean, & Hoskins, Inc. (TD&H) performed a pre-renovation asbestos and lead-based paint survey October 21 , 2011. The surveys were conducted in advance of a proposed East Base natural gas piping replacement project that included renovation of Buildings 1844, 1845, 1879, 1890, and 1897. During the survey for lead paint, eleven paint chip samples were collected and sent to Pace Analytical Laboratories in Billings, Montana. At the time of this report, analysis of the paint chip samples had not been completed by the laboratory. Results for the paint chip samples along with recommendations will be included in the Type B 50% submittal.
BUILDING DESCRIPTIONS
The buildings are located on the east side of MAFB and are of similar construction with sla-on grade floors, concrete and concrete masonry unit (CMU) walls, and metal roofing. The buildings are currently heated with either propane or fuel oil.
ASBESTOS INSPECTION:
The Administrative Rules of Montana (ARM) 17.74.354 require an asbestos inspection of building materials prior to scheduled demolition or renovation activities to determine if asbestos containing building materials (ACBM) are present. The National Emissions Standards for Hazardous Air Pollutants (NESHAP - 40 CFR 61) and the ARM regulate asbestos due to the respiratory hazard that airborne asbestos fibers present. The inspection was performed by a Montana-accredited asbestos inspector in accordance with the Montana Asbestos Work Practices and Procedures (MWP) Manual Section 3 and the Environmental Protection Agency (EPA) - Asbestos Hazards and Emergency Response Act (AHERA) regulation 40 CFR 763 .
Documentation of accreditation is contained in Appendix A.
Building materials were identified, categorized, numbered, and placed into homogeneous areas (HAs) for sample collection and laboratory analysis, as follows:
1200 25'" Street South • Great Falls. MT 59405 • (406) 761-301 0 • FAX (406) 72 7-2872
• Surfacing Materials (S): three samples for surfacing materials between 1 and 1,000 square feet (SF), five samples for surfacing materials between 1,000 and 5,000 SF, seven samples for surfacing materials over 5,000 SF.
• Thermal System Insulation (T): three samples from each homogeneous area (HA) of thermal system insulation, which may include boiler insulation, mudded fittings, and/or expanded vermiculite insulation.
• Miscellaneous Material (M): At least three samples from each homogeneous area of miscellaneous material, such as ceiling tile, floor tile, vinyl sheet flooring, and/or roof materials.
Four homogeneous areas of suspect ACBM that may be impacted by the renovation were identified during the inspection. Bulk samples were collected from the HAs in accordance with the currently recognized standard protocol developed for schools under the Asbestos Hazard Emergency Response Act (AHERA), as promulgated in Title 40, Code of Federal Regulations, Part 763, Subpart E, dated October 30, 1987. The collection process of bulk samples is incorporated by reference in ARM 17.74. and the MWP Manual. Plastic containers were labeled with the HA number and sample location. The corresponding building material samples were placed into the containers and shipped to Pace Analytical in Billings, Montana, for analysis using Polarized Light Microscopy (PLM) in accordance with the Environmental Protection Agency (EPA) Method 600/R4-93-l 16. Pace Analytical is accredited through the National Institute of Standards and Technology's (NIST) National Voluntary Laboratory Accreditation Program (NVLAP). The limit of detection for this method is approximately 1 % by volume.
One HA (mudded fittings in Building 1879) was analyzed as asbestos-containing material (ACM). The other three HA samples were analyzed and were reported as "Non Detect" and therefore do not contain asbestos in quantities greater than 1 %. The HAs, locations, analytical results, and NESHAP category are contained in Table 1 below. The entire laboratory report is contained in Appendix B. The HAs and sample locations are indicated in Appendix C on Figures 1-5.

RECOMMENDATIONS
In its present condition, the asbestos-containing material identified during the inspection is friable and does pose a health hazard from airborne asbestos fibers. The material is classified as
RACM.
If the demolition of four mudded joint fittings in the boiler room in Building 1879 is scheduled as part of the project renovation, the asbestos abatement must be performed by a Montana State certified abatement contractor. All personnel involved in the disturbance or removal of building components assumed to contain asbestos or identified as asbestos-containing must be trained according to the requirements set forth in 29 CFR 1926.1101 (k)(9) and 75-2-511 , Montana Code Annotated (MCA).
According to the NESHAP regulation 40 CFR 61.145 (c)(l)(i), ARM 17.74, and OSHA regulations, RACM must be properly removed prior to renovation or demolition. RACM requires a negative-pressure enclosure, asbestos project permit, and clearance monitoring.
Depending on the type of renovation or demolition planned, OSHA and state regulations may require personal air monitoring and the use of engineering controls.
It is also a requirement under the NESHAP regulation that at least ten working days prior to an asbestos abatement project, a written notification must be provided to the EPA. In the state of Montana, notification of asbestos abatement is sent to the Montana Department of Environmental Quality (MDEQ), Permitting and Compliance Division - Asbestos Control Program.
RACM must be segregated from the general demolition waste for disposal in the designated asbestos disposal area at High Plain Sanitary Landfill. Other landfill instructions may apply for
. wrapping or containerizing of hazardous material and transportation of this material. Contact the landfill for ACM disposal policies.
• Renovation is broadly defined as any activity that disturbs painted surfaces and includes most repair, remodeling, and maintenance activities, including window replacement.
• The program includes requirements implementing both Section 402(c) and 406(b) of the Toxic Substances Control Act (TSCA). (www.epa.gov/lead/pubs/titleten.html)
• EPA's lead regulations can be found at 40 CFR Part 745, Subpart E.
LIMITATIONS
This asbestos repo11 was prepared based on info1mation gathered during one site visit and interpretations of laboratory analytical results provided by Pace Analytical. The inspection report has been prepared to provide information concerning the various types of building materials that were considered suspect for containing asbestos and to infonn the owner of the materials that tested positive for these hazardous materials. Most building components were visible and
October 31 , 201 l accessible at the time of our site visits. However, it is possible that additional suspect materials may be encountered during renovation .
The results from paint chip sampling were not available at the time of this report and will be included into the Type B 50% submittal.
This asbestos and LBP inspection report is intended for use by GPO Engineering, P.C. and their clients. The scope of services performed by Thomas Dean & Hoskins, Inc., may not be appropriate to satisfy the needs of other users, and any use or re-use of this document, or the findings presented herein is at the sole risk of the user.
We appreciate this opportunity to provide these industrial hygiene consulting services to you and look forward to assisting you through the remainder of the project, if requested.
