About this file

This is a Site Visit Questions and Answers document for federal contract opportunity FA462126Q0019, a Pol Gate Replacement project dated 4 May 2026. The document addresses twelve questions raised by potential contractors regarding scope, specifications, and contract terms.

The primary scope involves fabricating and installing a new gate to exact material and design specifications of the existing Centurion brand gate (originally installed by Reddi). Key requirements include providing and installing horizontal square tubing for security cabling enhancements, furnishing and installing an additional set of photo-eyes, and restoring fence sections removed for hardware installation to original structural integrity. The Government will handle installation of horizontal cabling for crash deterrent systems. The OEM, Stephens Pipe & Steel, has confirmed that the square tubing modification is authorized and will not void the manufacturer's warranty; contractors must provide a standard one-year warranty on all parts and labor. Regarding the 3-inch maximum clearance requirement at the gate bottom, the Government acknowledges that site conditions may prevent full achievement of this specification but expects maximum effort to close the preexisting gap without compromising gate operation. The price schedule contains two line items covering parts and labor with no contract options. The project is taxable with no surety bond requirements and no Davis Bacon wages or certified payroll requirements applicable.

POL GATE REPLACEMENT FA462126Q0019

SITE VISIT QUESTIONS

4 May 2026

1) The Price Schedule lists 2 Line Items. I know sometime these projects come from different funding sources which is sometimes why. But I wanted to verify there is only 1 price needed / no options?

There are no options for this contract. The line items are essentially one for parts and the other one for labor.

2) Can the manufacturer of the existing gate be provided?

This is a Centurion brand gate, originally installed by Reddi.

3) Will the horizontal cabling used for crash deterrent be reinstalled by the Government or by the Contractor?

The Government will install the cabling.

4) Will new horizontal square tubing for the cabling be required to be provided / installed by the Contractor?

Square tubing for cabling is part of the requirement.

Per section 2.2.2 of SoN, a new gate shall be fabricated and installed to the exact material and design specifications of the gate being replaced.

5) Is the Government aware that modifying the Gate by installing the horizontal cabling and square tubing typically voids the manufacturer's warranty? The tubing and cable adds additional weight to the gate resulting in gate operation problems as well.

We have consulted directly with the OEM, Stephens Pipe & Steel, who confirmed that the addition of square tubing for security enhancements is an authorized modification and will not void the product warranty. The OEM will provide the necessary tubing as they did in the past to ensure structural integrity and compliance with design standards. Consequently, the Government expects you to incorporate this modification into the installation and provide the standard one-year warranty on all parts and labor.

See attached email from Stephens Pipe & Steel

6) Please confirm if replacement of photo-eyes and loops is required.

Additional set of photo-eyes to be furnished and installed per SoN (2.2.6).

7) Will any scope relate to the Advantor System be required?

Advantor system is not affected.

8) Referencing the photograph below and discussion had at the pre-bid meeting, what is to be done with regards to removal / replacement of the mounting hardware and pickets at the gate posts?

Sections of fence that must be removed to install new hardware are to be brought back to original structural integrity.

9) Referencing the below photographs, the existing gate to be replaced had about 6-1/4” of clearance between the road and bottom of gate. The existing gate which is to remain also has about 4-1/4” of clearance between the road and the bottom of gate. Many factors such as the existing posts shall remain, the crown in the road and maintaining the flow-line of the gutters for drainage will prevent achieving the required 3 inch maximum clearance for the new gate.

Substantial rework to the pavement and potentially the gate posts would have to occur for the 3” max clearance requirement to be met. Please advise.

The Government understands the site conditions and agrees that the 3” clearance at the bottom of the gate may not be achievable. However, the Government expects every effort made to close the current preexisting gap to where it will not compromise the gate operation.

10) Please confirm tax status – exempt or taxable.

Taxable

11) Please confirm surety bond requirements if any.

No Surety bonds required.

12) Please confirm certified payroll / Davis Bacon wages will not be applicable to the project.

No certified payrolls / Davis Bacon wages not required.
