About this file
This is Amendment 0002 to Solicitation FA462026QA217, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective May 21, 2026. The amendment addresses contractor questions and provides clarification on the Statement of Work (SOW) for an Access Control System installation project at Building 3, Fairchild AFB.
The primary change clarifies the spare parts requirement that was previously ambiguous. Contractors must now provide two (2) spare Premise Control Units (PCUs) and four (4) Level II card readers total or equivalency, with all spares tested and operationally verified onsite with the Designated Government Point of Contact present. The amendment replaces the previous Statement of Work (REV1) with a revised Statement of Work (REV2). The project scope requires installation of an Access Control System to Building 3 covering 10 doors with magnetic locks, electric strikes, Passive Infrared Request for Exits (REX), and push buttons, all Common Access Card (CAC) compliant. The contractor is responsible for all equipment procurement, installation, low voltage cabling, PCU terminations, commissioning, downloading, and testing. The system will be standalone with no NIRPNET access and no monitoring from 92 Security Forces Building 2071. Contractors must acknowledge receipt of this amendment and fill out blocks 15a, 15b, and 15c and provide a copy with their proposal. The receipt deadline stated in the original solicitation is not extended.

SUMMARY OF CHANGES
The purpose of this Amendment is to; answer contractor questions and to provide a copy of the site visit MFR/Sign In Sheet.
1. Responses to Contractor Questions All questions and answers are provided below.
Q1: Reference: 4.2.9. Provide two (2) spare PCUs and 2 Level II card readers. Spare PCUs and card readers must be tested with current configuration and passed an operational test onsite with Designated Government Point of Contract as a witness.
SCOPE OF WORK: The contractor shall install Access Control System (ACS) to Building 3, building exits/entrances and internal doors. ACS will not be monitored from 92 SFS Building 2071, Base Defense Operations Center (BDOC), and will be standalone, no NIRPNET access. There will be 10 doors requiring ACS. These doors will be controlled by magnetic locks, electric strikes, Passive Infrared Request for Exits (REX), and push buttons. All readers will be Common Access Card (CAC) compliant with Level II. See Appendix A for an overview. There will be sufficient premise control unit(s) (PCU) and expansion PCUs accommodating the equipment. Keypad used for communicating with the PCU will remain onsite with the PCU. The contractor is responsible for providing and installing all equipment. The contractor is responsible for providing and installing all low voltage cabling. Perform PCU terminations, commission, download and test.
Testing will be with the assistance of Designated Government Point of Contract, 92 SFS/Electronic Security System (ESS) and the 92 CES Fire Department. This purchase and installation shall comply with all federal, state, local laws and regulations, commercial standards, manufacturer’s specifications, National Electrical Code (NEC), National Fire Protection Association (NFPA), Life Safety Code current edition, and this statement of work. The contractor shall purchase and install all equipment.
Question: The "Word's" Sufficient and Expansion listed on page 2 of the documents "Statement of Work (SOW) for Access Control System Fairchild AFB, WA" with the "PCU's" (Premise Control Unit(s): is very BROAD Statement ("There will be sufficient premise control unit(s) (PCU) and expansion PCUs accommodating the equipment.)" and has numerous versions of interpretation to it. Some systems are capable of expansion of a maximum of 64 doors and expanded to 1,024 doors with additional modules.
The word "Sufficient and Expansion" is ambiguous. Please provide a numerical value for the “spare” expansion of the system for the purpose of providing a quotation and post-award.
A1: Provide two (2) spare PCUs and 4 Level II card readers total or equivalency. Spare PCUs and card readers must be tested with current configuration and passed an operational test onsite with Designated Government Point of Contract as a witness. Refer to amended SOW section 2 and SOW section 4.2.9.
2. Revised Statement of Work
Attach. 2: SOW(REV1) is hereby replaced with Attach.2: SOW (REV2). Attach. 2: SOW (REV2) supersedes and replaces all previous versions of the SOW.
All other items remain unchanged.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
