About this file
This is a Statement of Work (SOW) for the procurement and installation of seven vertical carousel filing systems at Fairchild Air Force Base, Washington, dated 17 February 2026.
The government requires the delivery and installation of seven vertical carousels: five units (Carousels C, E, F, H, and G) at Building 2045, 400 S. Gate 35 Road, and two units (IPE Carousel and Envision Carousel) at Building 2163, 500 Arnold Road. The contractor must remove existing aging carousels by disassembling them and disposing of debris in compliance with all applicable regulations, while returning serviceable parts (shelves, bins, drawers, assemblies, doors) to the government. All new parts must be new, not refurbished, with standard manufacturer warranties on parts and labor. Carousels C, E, and F feature similar specifications with dimensions of 120"–129" wide by 65.80"–72" deep by 23'–25' high, each with 23 multipurpose carriers and 368 total bins. Carousels H and G are smaller at 120"–130" wide by 70"–72" deep by 17'–18' high with 16 multipurpose carriers and 32 total levels. The IPE and Envision Carousels share identical specifications to H and G. All units require 480V/3-phase/50-60 Hz power, emergency hand cranks, automatic chain tensioners, access opening lights, and safety-light curtains. The contractor must provide certified electricians to disconnect/reconnect power and, for new installations (IPE and Envision), run wiring from the power panel to carousel locations. Work hours are 0700–1630 Monday through Friday, excluding federal holidays, with coordination required for any deviations. The contractor must provide forklift and scissor lift equipment for installation crews, scrap metal bins for disposal, and secure all personnel with background checks prior to site entry.
