This is a Statement of Work (SOW) for the removal, installation, and replacement of seven vertical carousel filing systems at Fairchild Air Force Base in Washington. All parts must be new with no refurbished materials accepted, and standard manufacturer warranties apply. All carousels must comply with applicable safety regulations and codes. Work hours are 0700-1630 Monday through Friday, excluding federal holidays. The contractor must provide certified electricians to disconnect and reconnect power, obtain a Heavy Duty Safety Switch from existing units for reinstallation, and coordinate with government personnel. Detailed specifications for each carousel are provided in appendices, including dimensions, carrier configurations, bin specifications with required clearances, emergency hand cranks, automatic chain tensioners, access opening lights, and safety-light curtains. The contractor must provide forklift and scissor lift equipment for installation duration and obtain background clearance for all personnel entering the facility.

Statement of Work (SOW)

For

Vertical Carousels

Fairchild AFB, WA

1. BACKGROUND: In multiple locations across Fairchild Air Force Base, aging vertical carousel filing systems are utilized. This effective method of storing supplies allows for efficient utilization of space and ease of retrieval.

2. SCOPE OF WORK: The Contractor shall remove existing carousels by disassembling and disposing of debris/waste in accordance with all local, federal and state regulations. In addition, serviceable parts to include shelves, bins, drawers, assemblies, doors, and the like shall be returned to the government. The contractor shall install new vertical carousel in accordance with all local, federal and state regulations, test for operational capability and disposal of any debris/waste.

The government is requesting (7) Vertical Carousels. The following carousel units shall be delivered and installed at 400 S. Gate 35 Road, Bldg. 2045, Fairchild AFB, WA 99011.

The following carousel units shall be delivered and installed at 500 Arnold Road, Bldg. 2163, Fairchild

AFB, WA 99011.

3. OBJECTIVES: Ensure efficient supplies, records and materials storage and handling.

4. REQUIREMENTS: Parts numbers and salient characteristics for each carousel will be specified in the appendices and by CLIN. All parts provided shall be new. No refurbished materials will be accepted.

Standard manufacturer warranties on parts and labor rates shall apply. All carousels and associated components shall comply with all applicable local, state, and federal safety regulations, codes, and standards.

5. DELIVERY: Contractor shall provide actual lead time.

6. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.

7. PLACE OF PERFORMANCE: All work will be performed on Fairchild Air Force Base in the buildings/locations specified in the appendices and by CLIN.

8. GENERAL INFORMATION:

8.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding

Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with points of contact identified in appendices and by CLIN.

Appendix A – Carousel C

Specifications/Work: Carousel C

• Dimensions: 120” – 129” wide x 65.80” – 72” deep x 23’ – 25’ high

• Worksurface: 10” – 15” deep

• Access Opening/Clear Access Opening: 19.5” – 32” high

• Multipurpose Carriers: 23 total (L = 92.5”-100.5” x H =18”- 20” x D = 24”-26”)

• Carrier Configuration: Each multipurpose carrier has 1 intermediate shelf for a total of 46 levels

• Bin Specifications: Each intermediate shelf must hold 8 bins (11.5”-12.5”W x 24”-26”L x 8.5”-

9” H), with up to 3 dividers per bin. Total bins in Carousel = 368

*Existing bins are 12” W x 24” L x 8.5”H. If the contractor chooses to reuse these bins, they must still comply with all specifications, including required bin clearance. The contractor may alternatively propose contractor provided replacement bins, provided they fall within the dimensions listed above and support the required total bin count.

o Bin Clearance: All Bins (existing or replacement) require 0.5” of clearance overall

(height and width) for bin storage to account for flexing of the existing or replacement bins. Clearance is required so bins do not need to be forced into the carrier during use.

There should be no friction or static electricity from the bin material. The clear height required for bin height is 9”-9.5”.

• Verification: Verify that 8 bins can be properly stored on each intermediate shelf in each carrier.

• Power Requirement: 480V / 3-phase / 50/60 Hz

• Emergency Hand Crank: Provides access to stored products at all times.

• Automatic chain tensioner or meet the following specifications as an expectable alternative to an automatic tensioner.

• Automatic Operation: The system self‑adjusts using the weight of the motor, eliminating the need for frequent manual checks.

• Reduced Wear & Tear: By maintaining optimal tension, it significantly reduces wear on the load chain.

• Increased Reliability: Minimizes slack, vibrations, and noise, resulting in a more dependable storage system.

• Low Maintenance: Requires virtually no upkeep compared to manual systems.

• Access Opening Light: For improved visibility at the work shelf and access opening.

• Safety-Light Curtain: Automatically stops carousel rotation when breached.

• Electrician Services:

o Provide a certified electrician to disconnect the power from Carousel C prior to dismantling.

o The contractor will remove the Heavy Duty Safety Switch from Carousel C and re-install it on the replacement unit.

o Once the new VC is installed, the contractor shall provide a certified electrician to connect power to Carousel C.

• Existing Unit Removal: Tear down existing unit (Remstar Vertical Carousel 02.002518/001) and save the following parts for client to store: Power Supply and Display Panel.

• Work to be Done: All work to be completed as part of new machine installation.

Additional Requirements for seller

Scrap metal bins for disposal of old carousel.

Forklift and scissor lift for installation crew use for duration of installation

*A manual boom cart is available for the contractor to use to move the equipment to identified staging area.

Appendix B – Carousel E

Specifications: Carousel E

• Dimensions: 120” – 129” wide x 65.80” – 72” deep x 23’ – 25’ high

• Worksurface: 10” – 15” deep

• Access Opening/Clear Access Opening: 19.5” – 32” high

• Multipurpose Carriers: 23 total (L = 92.5”-100.5” x H =18”- 20” x D = 24”-26”)

• Power Requirement: 480V / 3~ / 50/60 Hz

• Emergency hand crank provides access to stored products at all times.

• Automatic chain tensioner or meet the following specifications as an expectable alternative to an automatic tensioner.

• Automatic Operation: The system self‑adjusts using the weight of the motor, eliminating the need for frequent manual checks.

The contractor shall provide certified electrician to disconnect the power from carousels E and F and split the power source to create two separate power sources. The electrician shall reconnect the power to Carousel F to continue operation while Carousel E is dismantled.

• Once the new VC is installed, the contractor shall provide certified electrician to connect power to

Carousel E.

• Tear down existing unit (Remstar Vertical Carousel 02.002519-002). and save the following parts for client to store, the Power Supply and the Display Panel

• Work to be done as part of new machine install

Additional Requirements for seller

• Scrap metal bins for disposal of old carousel.

• Forklift and scissor lift for installation crew use for duration of installation

• *A manual boom cart is available for the contractor to use to move the equipment to identified staging area.

Appendix C – Carousel F

• Multipurpose Carriers: 16 total (L = 92.5”-100.5” x H =18”- 20” x D = 24”-26”)

• 6 Multipurpose Carriers to have 1 Intermediate Shelves for a total of 12 Levels

• Each intermediate shelf must hold 8 bins (11.5”-12.5” W x 24”-26”L x 8.5”-9” H) that have up to 3 dividers) *Existing bins are 12” W x 24” L x 8.5”H. If the contractor chooses to reuse these bins, they must still comply with all specifications, including required bin clearance. If the contractor chooses to reuse these bins, they must still comply with all specifications, including required bin clearance. The contractor may alternatively propose contractor provided replacement bins, provided they fall within the dimensions listed above and support the required total bin count.

• Bin Clearance: All Bins (existing or replacement) require 0.5” of clearance overall

(height and width) for bin storage to account for flexing of the existing or replacement bins. Clearance is required so bins do not need to be forced into the carrier during use. There should be no friction or static electricity from the bin material. The clear height required for bin height is 5”-6.5”.

• Verification: Verify that 16 bins can be properly stored on each intermediate shelf in carrier.

• Total Levels within the 16 Carriers is 32

• Power Requirement: 480V / 3~ / 50/60 Hz

• Emergency hand crank

• Automatic chain tensioner or meet the following specifications as an expectable alternative to an automatic tensioner.

• Automatic Operation: The system self‑adjusts using the weight of the motor, eliminating the need for frequent manual checks.

• The contractor shall install Carousel H

• Once the new VC is installed, the contractor shall provide certified electrician to connect power to

Carousel H.

• Tear down existing unit (Kardex-Remstar Vertical Carousel 50000-3281) and save the following parts for client to store, the Power Supply and the Display Panel

• Work to be done as part of new machine install

• Scrap metal bins for disposal of old carousel.

Appendix E– Carousel G Specifications: Carousel G

New Carousel placement will be where the divider is currently. All this will be moved just prior to installation.

Main Panel is about 15 feet north of carousel placement

Conduits go up about 20 feet

Conduit runs about 25 feet south from main turn

Conduit can run East to west about 25 feet from the north to south run

End of conduit can run to the beam then drop down 6-10 feet to connect to the new carousel.

New installation will start where the wall dividers are and go left. The file cabinets will be where the carousel will be.

The Power box is on the east wall within the Envision area, approximately 22 Feet to the new carousel and the conduit going up about 17 Feet

Conduits currently run above where the new carousel will be. 24-26 Feet from Upper conduit

This is the entrance in Envision to where the parts to assemble the carousel will have to go. To the left of the open gate, that fence is a rolling gate, 10 Feet Wide
