SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Provide responses to questions submitted by prospective contractors.
2. Revise the Statement of Work.
3. Extend the RFQ due date/time to 25 February 2026 / 10:00 AM PT.
1. Responses to Contractor Questions
All questions and answers are provided below. All applicable revisions have been incorporated into Attachment 1: Statement of Work (REV1).
Refer All Carousel:
Q1: Is a worksurface depth as low as 10 inches acceptable to the Government? Would the Government accept a worksurface of 10-15 inches deep?
A1: Yes, a worksurface depth of 10-15 inches is acceptable.
Q2: Given that the existing machines appear to have a very short and restrictive access-window opening, would it be beneficial to specify a required access-opening clear height greater than 24 inches, and what maximum clear-height should be specified?
A2: The opening to access the parts, varies from 21” to 31”. The maximum clear height is 31”.
Refer Appendix A, B, C:
Q3: The Dimensions are listed as 23" - 25' high. Is there a typo, should it be 23' - 25' high?
A3: Yes, there was a typo. It should be 23’- 25’ high.
Refer Appendix A, Carousel C:
Q4: “Regarding the statement that ‘factory standards require 0.5” of clearance,’ could you clarify which factory or manufacturer this standard comes from? Based on the published carrier width range (up to 98.5”), that requirement would result in only about 0.25–0.3” of side‑to‑side clearance.”
A4: This statement does not come from a factory or manufacturer’s standard. Bins require 0.5” of clearance overall (height and width) for bin storage to account for flexing of the existing or replacement bins. Clearance is required so bins do not need to be forced into the carrier during use. There should be no friction or static electricity from the bin material.

Refer Appendix D, Carousel H:
Q5: Can you confirm the required machine height range and specify whether the vertical carousel should be configured with 16 carriers—matching the layout in AppendixௗE and corresponding to a 17–18ௗft machine—or with 23 carriers as suggested elsewhere in the specifications?
A5: Appendix D, Carousel H has the exact same specifications as Appendix E, Carousel G. The height range is 17’ – 18’. The machine should be configured with 16 carriers and a total of 32 levels.
Refer Appendix F and G; IPE Carousel, and Envision Carousel:
Q6: Can the government accommodate a flexible machine-width range? If so, what is the maximum width you’re able to accommodate?
A6: Yes, the maximum width is 130”.
Q7: Can you confirm whether carrier dimensions may fall within an acceptable range, similar to the ranges provided for the other carousel specifications ((L = 95-98-1/2” x H =18- 20” x D = 24-26”) rather than requiring one fixed set of measurements?
A7: As long as the carrier dimensions meet the criteria of 16 Multipurpose carries that fit in a Carousel 17’ - 18’ tall and not wider than 130”. These two carousels will not be divided into additional levels.
Q8: Please clarify whether the contractor’s responsibilities under Appendix F and G include dismantling and electrically disconnecting the existing carousels in addition to providing scrap metal bins for its disposal.
A8: There are no existing carousels in the locations for the new carousels’ requirements listed in Appendix F and G. These are new installations and do not require any dismantling, electrical disconnects, or disposal.
Verbiage regarding scrap bins for disposal have been removed from Appendix F and G.

Q9: What is the MFG name of each of the current units being replaced? Do you have serial numbers associated with each machine available?

Chain Tensioner Requirement:
Q11: Each vertical carousel specification requires an ‘auto chain tensioner.’ Our chain‑tensioning design differs from this requirement and has been proven on thousands of machines over 60 years of service. Will an exception to this specification be permitted?
A11: Yes, the government is looking for the same type of system to help prolong the lifespan the new carousels.
The chain tensioner must be automatic or meet the following specifications to be determined an expectable alternative to an automatic tensioner.
• Automatic Operation: The system self‑adjusts using the weight of the motor, eliminating the need for frequent manual checks.
• Reduced Wear & Tear: By maintaining optimal tension, it significantly reduces wear on the load chain.
• Increased Reliability: Minimizes slack, vibrations, and noise, resulting in a more dependable storage system.
• Low Maintenance: Requires virtually no upkeep compared to manual systems.
Site visit question:
Q12: During the site visit, a contractor asked whether the Government would provide access to a manual boom cart for unloading the vertical carousel end frames. Please confirm whether a manual boom cart (or any Government-furnished equipment) will be made available to the contractor for unloading and handling the carousel components, or if the contractor is expected to provide all necessary equipment.
A12: The contractor will need to furnish all equipment necessary for the delivery and unloading of equipment.
A manual boom cart is available for the contractor to use to move the equipment to the identified staging area.

Carrier Clear Height Questions:
Q13: On Appendix A – Carousel C, Appendix D - Carousel H, & Appendix E – Carousel G multipurpose carriers specify a height range of 18”- 20”. Is that a clear height for a single level carrier?
A13: The maximum clear height for a single level carrier for Appendix A – Carousel C is 20”.
The maximum clear height for a single level carrier Appendix D – Carousel H is 20”.
The maximum clear height for a single level carrier Appendix E – Carousel G is 20”.
Q14: On Appendix A – Carousel C, Appendix D - Carousel H, & Appendix E – Carousel G no minimum clear height is specified for each level with 1 intermediate shelf to store 8.5”H bins. Is 9” minimum clear height required based on bin height?
A14: Yes, bins require 0.5” of clearance overall (width and height) for tote storage to account for flexing of the existing or replacement bins. The minimum clear height required for bin height is 9”.
Q15: On Appendix A – Carousel C, Appendix D - Carousel H, & Appendix E – Carousel G no minimum clear height is specified for each level with 2 intermediate shelves to store 5.625”H bins? Is 6” minimum clear height required based on bin height?
A15: On Appendix A – Carousel C, the height requirement for the bins is 8” to 8.5”. The clear height should be 9”. There is only 1 intermediate shelf to store bins on Carousel C.
Appendix D - Carousel H, & Appendix E – Carousel G has 5 Multipurpose Carriers to have 2 Intermediate Shelves for a total of 15 Levels. The minimum clear height required for the intermediate shelves is 6”.
Carrier Count Clarification:
Q16: On Appendix D – Carousel H the specifications say Multipurpose carriers: 23 total. However, it only specifies 6 multipurpose carriers with 1 intermediate shelf, 5 multipurpose carriers with 0 intermediate shelves and then 5 multipurpose carriers with 2 intermediate shelves which only equals 16 carriers. Then says total levels within the 16 carriers is 32 which seems like a copy from Appendix E – Carousel G which only had 16 carriers. Should Appendix D – Carousel H have 23 carriers total or only 16 carriers? If 23 carriers, please specify the configuration of the remaining 7 carriers. If only 16 carriers the height and carrier count need to be adjusted accordingly.
A16: Appendix D, Carousel H has the exact same specifications as Appendix E, Carousel G. The height range is 17 – 18ௗfeet. The machine should be configured with 16 carriers and a total of 32 levels.
Clear Height Exceptions:
Q17: On Appendix D - Carousel H carriers are listed as 20” H. Is a clear height of 19” acceptable?
A17: Only on the rows that there are no Intermediate Shelves; Appendix D: 5 Multipurpose Carriers to have 0 Intermediate Shelves for a total of 5 Levels

Q18: On Appendix F – IPE Carousel and Appendix G – Envision Carousel, the carriers are listed as 20” H. Is a clear height of 19” acceptable?
A18: Yes, as there are no Intermediate Shelves
