52.212-1 is incorporated by reference with an addendum 52.212-2 with addendum Quotes valid for 120 calendar days

Past Performance and Questionnaires Recency: Performance with three (3) years or less from the date of issuance of the solicitation with a minimum of six (6) months of performance completed Relevancy: The vendor performed laundry and dry cleaning services, as described in the PWS, which are similar in scope and magnitude to the Fairchild requirement Past Performance Confidence Assessment Table 2 Sources of Past Performance Questionnaires (attch 5) CPARS, FAPIIS, eSRS

SAM Registration Must be registered in SAM per 4.1102 Policy para (a) Offerors and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements 52.204-7 52.212-3; if registered in SAM Para (b)(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.

Essential Contractor Svs Plan DFARS 252.237-7024; Notice of Continuation of Essential Contractor Services

(a) Definitions. “Essential contractor service” and “mission-essential functions” have the meanings given in the clause at 252.237-7023, Continuation of Essential Contractor Services, in this solicitation.

(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in the Performance Work Statement (Attach 1), dated 6 February 2020, during periods of crisis. The offeror shall–

(1) Identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed;

(2) Address in the plan, at a minimum—

(i) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;

(ii) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;

(iii) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;

(iv) Any established alert and notification procedures for mobilizing identified “essential contractor service” personnel; and

(v) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
