PART 3 EXECUTION

3.1. WORK AREA PREPARATION

3.1.1. Work Zones: The Contractor shall establish and maintain work zones as necessary throughout the period of the contract, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area. Work has been accomplished in the past using coordination with the Airfield Manager and by providing traffic control thus eliminating the requirement for physical barriers. The Contractor shall provide coordination with the Airfield Manager to insure that the Contractor’s work activities do not interfere with aircraft traffic. The Contractor shall provide all temporary markings and traffic controls necessary to establish a safe and adequate work zone and to minimize airfield interruptions. Markings and controls must comply with the requirements of paragraph 3.8.

3.1.1.1. As a minimum, the Contractor shall comply with AFI 32-1042, ETL 04-2, AFI 32-1044, and FAA AC 150/5370-2 for temporary pavement closures on airfields. Work on the helicopter landing pad must be scheduled ahead of time so that a NOTAM can be issued to close the landing pad.

3.1.2. Surfaces.

3.1.2.1. Surface Inspection. Before marking begins, the Contractor shall inspect each general work area to determine the extent of cleaning required, document the results of the inspection, and clean each area as described below.

3.1.2.2. Surface Cleaning.

a. Removal of Surface Contamination. The Contractor shall use a solution of trisodium phosphate or other approved detergent or degreaser to clean pavement areas (such as intersections and parking lots, maintenance aprons, engine run-up areas, blast pads, and the threshold and rotation area of the runway) that reveal signs of surface contamination by fuel, FA4620-17-R-B001

SECTION 32 17 23 - PAVEMENT MARKINGS Page 6 of 10 oil, hydraulic fluid, or other contaminants that could inhibit the bond between the paint and the pavement. After cleaning, the area shall be thoroughly rinsed. The Contractor shall remove all curing compounds from rigid pavements by water blasting.

b. Cleaning Existing Markings. The Contractor shall clean the existing areas that are to be remarked and remove any loose or poorly bonded paint that would inhibit adhesion of the new marking to the pavement surface. Paint that is intact and bonded to the pavement does not have to be removed. The Contractor shall remove dust, dirt, peeling or poorly bonded paint, and granular surface deposits from all other pavement areas by sweeping, blowing with compressed air, and/or rinsing with pressurized water. Any areas exposed to rain or traffic after cleaning shall be cleaned again before marking. Some of the areas with flaking paint are designated for complete removal each year. There will still be some other areas with existing loose paint; power-brush these areas removing only the readily removable paint. Full removal and repainting will take place in another year.

c. Testing for Moisture. Pavement markings shall be applied to dry pavement only. The Contractor shall test the pavement surface for moisture before beginning work after each period of rainfall, fog, high humidity, or cleaning, or when the ambient temperature has fallen below the dew point. Do not commence marking until the pavement is sufficiently dry and the pavement condition has been approved by the CO or authorized representative. Employ the “plastic wrap method” to test the pavement for moisture as follows: Cover the pavement with a 300 mm by 300 mm (12 inch by 12 inch) section of clear plastic wrap and seal the edges with tape. After 15 minutes, examine the plastic wrap for any visible moisture accumulation inside the plastic. Do not begin marking operations until the test can be performed with no visible moisture accumulation inside the plastic wrap.

3.2. TEST STRIPE DEMONSTRATION

Before beginning work, the Contractor shall mark test stripes within the work area to demonstrate the proposed materials and equipment to be used for the contract. Apply separate test stripes in each of the line widths and configurations (for both paint and thermoplastic markings) required in the contract, using the equipment proposed for the contract. Mark the test stripes long enough to determine the proper speed and operating pressures for the vehicle(s) and machinery, but not less than 15 meters (50 feet) long.

3.2.1. Surface Preparation Demonstration: Prior to surface preparation, demonstrate the proposed procedures and equipment. Prepare areas large enough to determine cleanliness, adhesion of remaining coating, and rate of cleaning. Perform a demonstration removal of pavement marking in an area designated by the Contracting Officer.

3.2.2. Demonstration of Application Rates: In applying the test stripes, the Contractor shall demonstrate the ability to comply with the application rates specified in paragraph 3.5.1.1. Document the equipment speed and operating pressures required to meet the specified rates in each configuration of the equipment and provide a copy of the documentation to the CO or authorized representative before proceeding with the work.

3.2.3. Demonstration of Retroreflective Values: After the test stripes have cured to a “no-track” condition, the Contractor shall demonstrate compliance with the average retroreflective values specified in paragraph 3.5.2. Take a minimum of ten readings on each test stripe with a Mirolux 12 Retroreflectometer, or similar instrument with the same measuring geometry and direct readout in millicandelas per square meter per lux (mcd/m2/lx).

3.2.4. Demonstration of Level of Performance: The CO or authorized representative will be present at the test area to observe the result obtained on the test stripe and validate the operating parameters of

FA4620-17-R-B001

SECTION 32 17 23 - PAVEMENT MARKINGS Page 7 of 10 the vehicle(s) and equipment. The application of test stripes shall be used to determine if the proposed methods and equipment can achieve the level of performance required for the contract. If accepted by the CO or authorized representative, the test stripe shall be the measure of performance required of the Contractor for the marking project. The Contractor shall not proceed with the work until the results of the test stripes are satisfactory to the CO or authorized representative.

3.3. ENVIRONMENTAL LIMITATIONS

Pavement marking will be suspended when wind conditions interfere with uniform application of pavement marking materials. Pavements shall be marked only when both the pavement surface and air temperature are at least 7 degrees C (45 degrees F) and rising, and the pavement surface temperature is at least 2.7 degrees C (5 degrees F) above the dew point. Pavement marking must be suspended during rain or when the pavement surface is wet. Before resuming work, test the pavement surface for excess moisture using the plastic-wrap method described in paragraph 3.1.2.1.c. The Contractor shall clean debris from the runway surface as the work proceeds.

3.4. SURFACE PREPARATION

Thoroughly clean surfaces to be marked before application of the pavement marking material. Dust, dirt, and other granular surface deposits shall be removed by sweeping, blowing with compressed air, rinsing with water or a combination of these methods as required. Rubber deposits, surface laitance, existing paint markings, and other coatings adhering to the pavement shall be completely removed with scrapers, wire brushes, sandblasting, approved chemicals, or mechanical abrasion when directed. Areas of pavement affected with oil or grease shall be scrubbed with several applications of trisodium phosphate solution or other approved detergent or degreaser, and rinsed thoroughly after each application.

Whenever grinding, scraping, sandblasting or other operations are performed the work must be conducted in such a manner that the finished pavement surface is not damaged or left in a pattern that is misleading or confusing. When these operations are completed the pavement surface shall be blown off with compressed air to remove residue and debris resulting from the cleaning work. Pavement surfaces shall be allowed to dry, when water is used for cleaning, prior to striping or marking.

3.5. APPLICATION

All pavement markings and patterns shall be placed as shown on the plans.

3.5.1. Paint: Paint shall be applied to clean, dry surfaces, and only when air and pavement temperatures are above 40 degrees F and less than 95 degrees F. Paint temperature shall be maintained within these same limits. New asphalt pavement surfaces and new Portland concrete cement shall be allowed to cure for a period of not less than 30 days before applications of paint.

Paint shall be applied pneumatically with approved equipment at rate of coverage specified. Provide guide lines and templates as necessary to control paint application. Special precautions shall be taken in marking numbers, letters, and symbols. Edges of markings shall be sharply outlined.

3.5.1.1. Rate of Application

a. Nonreflective Markings: Paint shall be applied evenly to the pavement surface to be coated at a rate of 0.310 to 0.360 millimeters (12 to 14 mils) wet film to cover 3 square meters, 0.15 square meters, per liter (121 plus or minus 6 square feet per gallon).

b. Reflective Markings: Paint shall be applied and glass spheres shall be applied uniformly to the wet paint on airfield pavement at the rates provided in Table I.

3.5.1.2. Drying: The maximum drying time requirements of the paint specifications shall be strictly enforced to prevent undue softening of bitumen, and pickup, displacement, or discoloration by tires of traffic. If there is a delay in drying of the markings, painting operations shall be discontinued until cause of the slow drying is determined and corrected.

3.5.2. Reflective Media: Application of reflective media shall immediately follow paint application.

Drop-on application of glass spheres shall be accomplished to insure that reflective media is evenly distributed at the specified rate of coverage. Should there be malfunction of either paint applicator or reflective media dispenser, operations shall be discontinued immediately until deficiency is corrected.

3.5.2.1. Retroreflectivity Levels: The Contractor shall collect and record readings for white and yellow retroreflective markings to ensure they provide a reasonable level of retroreflectivity for night operations. The minimum acceptable average for white markings will be 200 millicandelas per square meter per lux (mcd/m2/lx) (measured with Mirolux 12 Retroreflectometer). The minimum acceptable average for yellow markings will be 175 millicandelas per square meter per lux (mcd/m2/lx). The Contractor shall document a retroreflectivity reading for each 300 linear meters (1000 linear feet) marked. The reading shall be computed by averaging a minimum of 10 readings taken within the area at random locations. Areas not meeting the retroreflective requirements stated above shall be re-marked at the Contractor’s expense. Testing is not required if the reflective beads are certified per paragraph 2.2 and approved in the submittal process, and the application rates are ensured per paragraph 3.2.1.1.a.

3.5.3. Placement of Markings: The Contractor shall ensure that all markings are installed properly and placed in strict compliance with this specification and the contract drawings. The longitudinal edges of markings shall not vary from a straight line by more than 25 millimeters (1 inch) per 15 meters (50 feet). The overall dimensions of the markings shall not vary from the drawings by more than 5 percent. All stripes must touch provide a clean edge, not appear blocked. When restarting a stripe or line it must match in width, not appear blocked. Yellow lines must touch black lines the entire length and width, red lines must touch while lines the entire length and width no gaps in either sets of colors. Any markings that are improperly placed or fail to meet the requirements of this specification, including placement, retroreflectivity, and final color, shall be removed and reinstalled at the Contractor’s expense. Materials used for repairs shall be from the same lot and batch as those approved for the performance of the contract or shall be subjected to the same requirements and approved by the CO or authorized representative prior to beginning repairs.

3.5.4. Cleanup and Waste Disposal: Keep the worksite clean and free of debris and waste from the removal and application operations. Immediately cleanup following removal operations in areas subject to aircraft traffic. Dispose of debris at approved sites.

3.6. FIELD QUALITY CONTROL

3.6.1. Sampling and Testing: As soon as the paint materials and reflective media are available for

FA4620-17-R-B001

SECTION 32 17 23 - PAVEMENT MARKINGS Page 9 of 10 sampling, obtain by random selection from the sealed containers, two quart samples of each batch in the presence of the Contracting Officer. Accomplish adequate mixing prior to sampling to ensure a uniform, representative sample. A batch is defined as that quantity of material processed by the manufacturer at one time and identified by number on the label. Clearly identify samples by designated name, specification number, batch number, project contract number, intended use, and quantity involved. Test samples by an approved laboratory. If a sample fails to meet specification, replace the material in the area represented by the samples and retest the replacement material as specified above. Submit certified copies of the test reports, prior to the use of the materials at the jobsite. Include in the report of test results a listing of any specification requirements not verified by the test laboratory.

3.6.2. Material Inspection: Examine material at the job site to determine that it is the material referenced in the report of test results or certificate of compliance. A certificate of compliance shall be accompanied by test results substantiating conformance to the specified requirements.

3.6.3. Dimensional Tolerances: Apply all markings in the standard dimensions provide in the drawings. New markings may deviate a maximum of 10 percent larger than the standard dimension.

The maximum deviation allowed when painting over an old marking is up to 20 percent larger than the standard dimensions.

3.6.4. Bond Failure Verification: Inspect newly applied markings for signs of bond failure based on visual inspection and comparison to results from Test Stripe Demonstration paragraph.

3.6.5. Reflective Media and Coating Application Verification: Use a wet film thickness gauge to measure the application of wet paint. Use a microscope or magnifying glass to evaluate the embedment of glass beads in the paint. Verify the glass bead embedment with approximately 50 percent of the individual bead spheres embedded and 50 percent of the individual bead spheres exposed.

3.6.6. Retroreflective Markings: Collect and record readings for white and yellow retroreflective markings at the rate of one reading per 305 linear m 1000 linear feet. The minimum acceptable average for white markings is 200 millicandelas per square meter per lux (mcd/m2/lx) (measured with Retroreflectometer). The minimum acceptable average for yellow markings is 175 millicandelas per square meter per lux (mcd/m2/lx). Compute readings by averaging a minimum of 10 readings taken within the area at random locations. Re-mark areas not meeting the retroreflective requirements stated above.

3.6.7. Material Bond Verification and Operations Area Cleanup for Airfields: Vacuum sweep the aircraft operating area before it is opened for aircraft operations to preclude potential foreign object damaged to aircraft engines. Visually inspect the pavement markings and the material captured by the vacuum. Verify that no significant loss of reflective media has occurred to the pavement marking due to the vacuum cleaning.

3.7. MARKING REMOVAL

Pavement marking, including plastic tape, shall be removed in the areas shown on the drawings.

Removal of marking shall be as complete as possible without damage to the surface. Aggregate shall not be exposed by the removal process. After the markings are removed, the cleaned pavement surfaces shall exhibit adequate texture for remarking as specified in paragraph 3.4 SURFACE PREPARATION.

Demonstrate removal of pavement marking in an area designated by the Contracting Officer. The demonstration area will become the standard for the remainder of the work.

3.7.1. Cleanup and Waste Disposal: The worksite shall be kept clean of debris and waste from the

FA4620-17-R-B001

SECTION 32 17 23 - PAVEMENT MARKINGS Page 10 of 10 removal operations. Cleanup shall immediately follow removal operations in areas subject to air traffic. Debris shall be disposed of at approved sites.
