MEMORANDUM FOR RECORD

SUBJECT: Site Visit Meeting, RFP 4620-14-R-A003 Network Engineer

1. The site visit began as scheduled at 92 CONS at 0900 on 5 June 2014. Points of discussion are listed below.

2. Mr. Campbell, the Contracting Officer, reviewed several points in the Request For

Proposal: This is 100% HUBZone set aside. The Network Engineer will work full time with a maximum of 100 hours of overtime per year. The contract will be a base year and four 12-month options. If all options are exercised, the period of performance will be 1

September 2014 through 31 August 2019.

There is a correction on page 11: Clause 52.219-28 (Service-Disabled Veteran-owned

Small Business Set-Aside) will be removed. Clause 52.219-3 (HUBZone Set-Aside) will be used in this RFP instead.

The RFP includes clause 52.222-17 (Non-displacement of Qualified Workers). That clause should be read carefully. One point in that clause is that the incumbent worker has to be contact in regards to the upcoming requirement.

This will be a requirements contract, so delivery orders will be issued. Contractors must supply insurance in compliance with Washington State regulations. Combination invoices/receiving reports and payments are made through the Wide Area Work Flow network. The Ombudsman paragraph gives contact information for the ombudsman at

Air Mobility Command, although it is hoped that concerned Contractors will work through issues with 92 CONS first. The provisions of the Base Access clause must be read and followed.

Offers must include all the items listed in the RFP, including the Price Schedule, Technical Capabilities, Contingency Plan, Past Performance references, signed

Amendments, and completed Representations and Certifications. Evaluations will be done by first putting the offers in order by price. Then the offers will be rated by matching technical capabilities and risk. Offerors may be asked for clarifications.

Offerors should be sure that their past performance references are relevant.

3. Proposals are due by 10:00 AM Pacific Time on Monday 23 June 2014. Late submissions cannot be accepted. The 19 June date written on page 26 of the solicitation is void.

4. Contracting companies must have Facility Clearance in order for their offers to be valid.

Network Engineer employees of such contracting companies will be required to complete

DD 254 forms.

5. The existing Network Engineer contract was written using the mandated Air Force

NetCents contracting arrangement. This new contract will be similar, but the NetCents II contracting arrangements cannot be used at this time so this requirement was posted to

FBO.

The meeting then moved to the Network Infrastructure Work Center of the 92 nd

Communications

Squadron for a view of the area.

6. The Network Engineer will work as part of a team with military NCO leadership.

7. The Network Engineer will not supervise other workers on the team in a management sense, but will be asked to help with scheduling and directions.

8. The performance of the Network Engineer under the new contract will be evaluated in a way that is similar to the current contract. 92 CS management has easy access to monitoring performance and receives feedback from others around the base who witness the performance of the Network Engineer. The current incumbent Network Engineer has been on the job for several years, almost from the beginning of the current contract. The performance of the current incumbent Network Engineer has been evaluated as consistently very good. The current incumbent Network Engineer has provided contact information and has given permission for that contact information to be provided to potential offerors. Details of those provisions were not provided during the Site Visit meeting, but will be provided to all potential offerors in an amendment posted on

FedBizOpps. Each potential offeror must request the contact information and it will be sent by reply email.

9. An amendment to the solicitation will be posted on FedBizOpps, and that amendment will include these meeting minutes. In addition, the amendment will include answers to all of the questions concerning the solicitation that have been received to date.
