FAFB OPSEC 3

Fairchild AFB Contractor OPSEC Level 3 Measures

1. The purpose of Operations Security (OPSEC) is to reduce the vulnerability of Air Force missions by eliminating or reducing successful adversary collection and exploitation of critical information. OPSEC applies to all activities that prepare, sustain, or employ forces during all phases of operations.

2. Critical Information includes specific facts about U.S. Air Force or allied military intentions, capabilities, or activities vitally needed by adversaries for them to plan and act effectively to guarantee failure or unacceptable consequences for friendly mission accomplishment.

3. When your agency is contracted to perform work in support of Fairchild AFB organizations, you, your employees and sub-contracted personnel are responsible to protect critical information.

4. Fairchild AFB contract employees with access to Fairchild AFB or Fairchild AFB sensitive or critical information will, within 30 days of reporting for duty, become familiar with the FAFB

Critical Information List. Avoid disclosing detailed information about the following activities:

Fairchild AFB Critical Information List.

- Current and future operations and/or exercises

- Vulnerabilities, degradation /outages of critical infrastructures or telecommunications

- Key personnel/VIP schedules and travel itineraries

- Personnel, acquisition and logistics information

- Emergency response or contingency plans

- Freedom of Information Act (FOIA) Information

- Changes to, or details of, normal operating procedures

5. Fairchild AFB contract employees will use the following means to protect from disclosure any critical information and sensitive information to which they have personal access:

a. Do not disseminate, or publish photographs displaying critical or sensitive information to any public domain to include the Internet, open source publications and any other public media.

Examples include but are not limited to military formations and exercises, drills, emergency response procedures, and the protective measures of military facilities.

b. Do not publicly reference, disseminate, or publish critical or sensitive information that has already been compromised as this provides further unnecessary exposure of the compromised information and may serve to validate it.

c. Know the identity of their unit or installation OPSEC Officer is and contact them for questions, concerns, or recommendations for OPSEC-related topics.

d. Consult with the Fairchild AFB Public Affairs office or installation OPSEC Program

Manager for an OPSEC review prior to publishing or posting Fairchild AFB- or USAF-related information in a public forum. This includes, but is not limited to letters, resumes, articles for publication, electronic mail (e-mail), Web site postings, web log (blog) postings, discussion in

Internet information forums, discussion in Internet message boards or other forms of dissemination or documentation.

e. Destroy (burn, shred, and so forth) critical and sensitive information that is no longer needed to prevent the inadvertent disclosure and reconstruction of this material.

f. Actively encourage others (including family members) to protect critical and sensitive information.

6. Contract employees will consider attempts by unauthorized personnel to solicit critical information or sensitive information as a human intelligence (HUMINT) against the U.S. Air

Force.

a. Contract employees who have been involved in, or have knowledge of, a possible

HUMINT incident will report all facts immediately to the Fairchild AFB Office of Special

Investigations (AFOSI).

b. If AFOSI is not readily available, HUMINT incidents will be reported to the supported organization’s security manager or commander.

8. DOD Contractors and contract personnel who fail to protect critical and sensitive information

(as listed in paragraph 4) from unauthorized disclosure may be subject to administrative, disciplinary, contractual, or criminal action as expressed under paragraph 1.4.15.8. of AFI

10-701, Operations Security.
