FA4620-14-R-A003 Network Engineer Request for Proposal

Questions and Answers:

1. Question: Is this a follow-on requirement and is there an incumbent or someone the client has in mind for the position?

Answer: This will be follow-on requirement to the current Network Engineer contract. In accordance with FAR 52.222-17, the incumbent Network Engineer should be granted the right of first refusal for work under the new contract. The incumbent’s contact information will be sent by email to those potential offerors that request the information by email. The incumbent contracting company is Harris IT Services Corporation.

2. Question: What is the incumbent’s contract value and over what period of time?

Answer: The current contract is FA8771-04-D-0003-F815, with a total amount funded of

$451,631.11 for the period of 1 December 2011 – 31 August 2014.

3. Question: Will the client sponsor the winner for a Secret facility clearance, or is having the facility clearance a requirement at time of bid?

Answer: No, Fairchild will not sponsor a company for a facility clearance. The facility clearance is required to be complete on or before the proposal due date.

4. Question: Past Performance – Is the offeror to submit just 1 past performance reference, or can more than one be submitted?

Answer: This is shown on page 25 of the RFP. The offeror is instructed to “provide a list of no more than (3), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years.”

5. Question: What is the correct proposal due date?

Answer: The proposal due date and time are shown on the cover of the Solicitation in

FedBizOpps.gov, as 12:00 AM Pacific time on Monday 23 June 2014. Both that time and the 19 June date written on page 26 of the RFP are incorrect. We regret the confusion; the correct proposal due date and time are 10:00 AM Pacific time on Monday 23 June 2014.

6. Question: How much overtime is anticipated on this contract?

Answer: A maximum of 100 hours per year.

7. Question: Is this contract a direct result of an Air Force mandate?

Answer: No.

8. Question: Are you using cryptographic devices? What type?

Answer: Yes, there will be various types of cryptographic devices used under this contract.

9. Question: Are there any changes to the Experience and Certification list shown at PWS paragraph 1.4?

Answer: Yes. The Cisco Network Admission Control “comply to connect” technology and

Solar Winds Network Management and monitoring tools are removed from the list.

10. Question: What is the scope of the network under this contract?

Answer: The network has 400 switches – all Cisco, it also manages 5,000 workstations, and includes 11 ITNs, and 27 CEBNs.
