Questions and Answers

1. Question: Will the Government sponsor the Facility Clearance for a Contracting Company for this contract?

Answer: No. The Government will not sponsor the required Facility Clearance. Companies are required to have an active Facility Clearance at the Secret level or above by the proposal due date of 23 June 2014.

2. Question: In the Q&As posted on FBO for the subject referenced solicitation, the answer to question 9 mentions removing the reference of Solar Winds from section 1.4 of the PWS. Does the government plan to release a revised copy of the PWS on FBO.gov?

Answer: No. These amendments constitute official changes to the documents posted on FBO.

The mention of Solar Winds will be eliminated from the PWS in the PWS version issued with the contract.

3. Question: Can a HUBZone company in a Mentor-Protégé agreement utilize the Mentor’s valid facility clearance?

Answer: Yes. Note that if the Mentor’s facility clearance became invalid for any reason that this would affect the Protégé’s access and their ability to comply with the terms and conditions of the contract.

4. Does the incumbent Network Engineer having a signed agreement with another firm preclude my company from providing a proposal?

Answer: No, please refer to FAR 52.222-17 Nondisplacement of Qualified Worker at http:/farsite.hill.af.mil/vffara.htm
