ATTACHMENT 1

PERFORMANCE-BASED WORK STATEMENT (PWS)

FOR

NETWORK ENGINEER SERVICES FOR

Fairchild Metropolitan Area Networks

FAIRCHILD AFB, WA

16 April 2014

1. DESCRIPTION OF SERVICES. The contractor shall provide a fulltime on-site engineer to assist in ensuring optimum efficiency of the communication systems at Fairchild AFB, WA.

Services shall be performed in accordance with all federal, state, local laws, and regulations and this Performance-based Work Statement (PWS).

1.1. Scope of Work. The contractor shall be responsible for providing technical training support for the Fairchild Metropolitan Area Networks as defined in this PWS.

1.1.1. The contractor shall be responsible in assisting government personnel with services that include but not limited to installation, training, maintenance and development of continuity manuals for both classified and unclassified systems for the Fairchild Metropolitan Area

Networks.

1.2. Qualifications. The contractor provided on-site Network Engineer shall be fully trained and qualified in Cisco infrastructures and switched-networks for the accomplishment of all requirements defined within this PWS. The on-site engineer shall coordinate daily work schedules with government technical personnel.

1.3. Specific Work Requirements.

1.3.1. The contractor shall be responsible for cutover of all equipment and circuits identified by the Government. The Government will provide all available records needed for the contractor to perform these services.

1.3.2. Prior to cutover, the contractor shall assist government personnel with the installation of all new equipment and circuits. The Government will provide all required equipment and parts.

1.3.3. The contractor shall provide government personnel technical training on the Cisco network equipment in areas such as, troubleshooting, use of applicable test equipment and maintenance of equipment when required.

1.3.4. The contractor shall assist government personnel in performing maintenance, to include but not limited to the installation of new software, software releases, software updates, software patches and software fixes. The contractor shall provide backup for these services in the event of military deployments or the absence of assigned Government personnel.

1.3.5. The contractor shall develop and maintain documentation for inclusion in continuity manuals of all performed services performed under this PWS.

1.3.6. The contractor shall assist government personnel in developing technical solutions and material listings, and review and update building designs in support of any new construction projects.

1.3.7. The contractor shall assist government personnel with planning and executing short and long term network requirements to ensure compliance with DISA STIGS, AF policy, and manufacturer recommendations.

1.4. Experience and Certifications. Contractor provided personnel shall have a minimum of 6 years of documented operational mid/senior level network engineering experience, experience in expert level understanding of Cisco networking technology (including, CISCO Unified Call

Manager, CISCO Internetwork Operating System 12+), EIGRP and OSPF Routing Protocols, and shall possess qualifications certifications compliant with the DoD 8570 program. The contractor shall have recent experience in planning, preparing, implementing, testing, troubleshooting, and documenting equipment/circuits transitioned to a Cisco infrastructure. The contractor must possess the ability to work on classified networks. Although not required, experience in the following technology is desired.

1.4.1. The Contractor shall submit hard copy documentation of qualifications for personnel selected to perform under this contract to the Contracting Officer at the post award conference.

This documentation will be reviewed by the Government to determine if the individual meets the qualification requirements of this PWS prior to performance start. If required, all subsequent personnel shall follow these same procedures.

1.5. Reports. Contract personnel shall compile and submit a monthly report of upgrades and changes made to the Fairchild network. The contractor shall provide a contractor generated report format prior to submission for Government approval. The monthly report shall be submitted no later than the tenth calendar day of each month following the reporting period.

All test materials, documents, notes, and records produced by the contractor under this PWS shall become the property of the U.S. Government and shall be provided to the government in electronic format at contract expiration or termination. The contractor shall have full use of existing government processes associated with storing, distribution and creating required data.

1.5.1. The contractor shall immediately notify the assigned Contracting Officer’s Representative

(COR) of any problems or potential problems affecting performance. Any verbal report shall be followed up in writing when requested by the COR.

1.6. Overtime Hours. Contract personnel may be required to support short notice adjustments to their normal work hours due to unforeseen circumstances. In the event additional work hours are required, the contractor shall receive or obtain approval from the assigned COR prior to hours being worked. These hours shall be documented and reimbursed under a separate Contract

Line Item (CLIN) on the pricing schedule.

1.7. Emergency Services. Emergency services may be required based on the government’s requirements. The contractor shall respond to emergency support requirements within 2 hour of notification. These hours shall be billed as a separate CLIN on the pricing schedule.

1.8. Contractor Support. The contract engineer shall provide support for government personnel absences exceeding 2 weeks or longer to ensure continuity of operations. The COR will notify the contractor at least 14 days in advance of scheduled absences.

1.9. Scheduled Absences. The contract employee is authorized and shall coordinate a two week period for vacation with the COR. All scheduled absences shall be coordinated no less than six weeks in advance with the COR. Upon notification of scheduled absences, the COR will provide the contractor approval within 4 weeks.

1.9.1. Unscheduled Absences. Unscheduled absences that exceed 7 working days shall require replacement personnel. Unscheduled absences are not to exceed a total of 7 days per year. The

Contractor shall notify the Government within 2 hours after start of shift of any unscheduled absence.

SERVICES SUMMARY. The Services Summary provides a synopsis of the key performance objectives that relate directly to standards of performance required to meet mission needs. The performance threshold briefly describes the minimum acceptable level for satisfactory performance. These objectives and assigned thresholds are critical to ensure mission success.

2. GOVERNMENT FURNISHED PROPERTY, SERVICES, EQUIPMENT AND

SUPPLIES.

2.1 Office Space. The Government will provide approximately 120 sq. feet of office/cubicle space and Government computer access. The Contractor shall maintain this space to the same standards as occupied by Government personnel and use space only in connection with performance under this contract. Alterations to this space are not authorized.

2.2 Utilities. Electricity, water, and refuse services will be provided to the Contractor.

Telephone services to include long distance calls required in performance of this contract will be provided.

2.3 Equipment. A computer and access to the base LAN system will be provided for performance of this contract. Any required office equipment such as copier, fax, and printers are available for the contractor’s use in performance of this work.

3. GENERAL INFORMATION.

3.1. Hours of Operation. Normal hours of operation are 0730 to 1630, Monday through Friday excluding federal holidays. The following federal holidays are observed:

3.1.1. If work hours outside of normal hours of operation are required, a written request shall be submitted to the Contracting Officer for approval.

3.2. Access to Base Network. Contract personnel requiring access to the Air Force network shall have completed a National Agency Check (NAC) verified through the Joint Personnel Adjudication

System (JPAS). This is accomplished by completing the Electronic Personnel Security Questionnaire

(EPSQ) or if applicable, completing a SF 85P, Questionnaire for Public Trust Positions. Personnel shall submit all required forms through the base’s Security Forces Squadron for submission to the

Office of Personnel Management (OPM) in accordance with AFI 31-501, paragraph 3.24. Upon receipt of proof that contract personnel forms have been submitted to OPM, the commander responsible for the contract can grant interim Local Area Network (LAN) and e-mail access in accordance with AFI 31-501, paragraph 3.27. All personnel requiring access shall comply with the requirements of AFI 33-204, Information Assurance (IA) Awareness Program, paragraph 18.5, AFI

33-115 V2, Licensing Network Users and Certifying Network Professionals, paragraph 5, and AMCI

33-202, Information Assurance, Attachment 2. All contract personnel shall complete initial training in the Information Assurance Awareness Program (IAAP) and perform all refresher training as required.

3.2.1. Access to Secret Internet Protocol Network (SIPR). All personnel assigned to this task shall be a United States citizen and shall possess, at minimum, a SECRET Security Clearance.

The contractor shall comply with applicable DOD/Air Force security regulations when accessing or handling classified material. The Contractor shall assure personnel assigned to the position have completed all action identified by the government as being required to properly access secure material. No access will be granted until a DD Form 254 has been completed and approved.

3.3. Records. The contractor shall maintain records when required, in accordance with AFI 33-

322, Records Management Program, dated 4 June 2012. The contractor shall coordinate record keeping actions with their Functional Area Records Manager (FARM) and Base Records

Manager. The contractor shall manage all records created for Government use in accordance with records management procedures outlined in AFI 33-364, Records Disposition-Procedures and Responsibilities, dated 22 Dec 06. All records containing Privacy Act material when collecting, safeguarding, maintaining, using, accessing, amending, and disseminating personal information in a system of records, shall be protected as such in accordance with AFI 33-332, the

Air Force Privacy and Civil Liberties Program, dated 05 Jun 2013.

3.4. Quality Control. The contractor shall utilize its own internal quality control processes to ensure services are performed in accordance with commonly accepted commercial practices and this PWS. Should there be instances of recurring unsatisfactory performance, the contractor’s quality control plan and supporting documentation shall be made available to the government upon request.

3.5. Contractor Manpower Reporting (CMR). DoD mandates that the contractor shall report all contractor labor hours required for performance of aircraft services provided under this contract, via a secure data collection site (http://www.ecmra.mil). The contractor is required to complete all required data fields.

Reporting inputs shall be for all labor executed during the period of performance for each Fiscal

Year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.

Contractors may direct questions to the CMRA website under help desk.

3.5.1. User Manuals. Data for Air Force service requirements shall be input at the Air Force

CMRA link. User manuals are available at the CMRA link at http://www.ecmra.mil.

3.5.2 Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are http://www.ecmra.mil/ http://www.ecmra.mil/ associated with the direct labor hours and direct labor dollars. At no time, will any data be released to the public with the contractor’s name and contract number associated with the data.

4. GENERAL INFORMATION.

4.1. Section 508. All services and products provided in response to the requirements identified in this Performance Work Statement (PWS) shall comply with Section 508 of the Rehabilitation

Act of 1973 (29 U.S.C. 794d), and the Architectural and Transportation Barriers Compliance

Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR part

1194).

4.2. CONTINUATION OF ESSENTIAL DOD CONTRACTOR SERVICES DURING CRISIS.

IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix dated 12 Apr

2010), and any applicable Air Force implementation, unless otherwise directed by an authorized

Government representative, is determined that all services and procedures identified in this PWS are mission essential during a crisis.
