STATEMENT OF WORK

FOR

REPAIR HANGAR FIRE SPRINKLERS,

CORNER TOWER STAIRS,

BUILDING 2050

AT

FAIRCHILD AIR FORCE BASE, WASHINGTON

1.0 PROPOSAL

During the pre-proposal site visit MATOC contractors shall visit the site and become familiar with the project requirements. As-built drawings are provided as Appendix A.

A Hazardous materials survey is provided as Appendix B. Photos of existing stairwell conditions are provided as Appendix C. Government furnished information is not guaranteed to represent actual conditions and shall therefore be field-verified prior to providing a proposal for this task order.

2.0 SCOPE

This Statement of Work (SOW) defines the scope for this task order, to include design and construction (w/required demolition) actions at Building 2050. All work shall be done in accordance with Basic Contract specifications, NFPA 13, National fire codes, UFC 3-600-01, and Base Design Standard (BDS) requirements. The following is a brief summary of the project and is furnished solely for the purpose of describing the general nature of the work involved. The place of performance shall be at Fairchild Air Force Base (FAFB), WA.

3.0 HAZARDOUS MATERIAL

Appendix B contains the Hazardous material survey for asbestos-containing materials and lead-based paint. The Appendix also contains specifications to be followed for the abatement. The Contractor shall provide all Hazardous Materials abatement necessary to provide fire protection to the east and west annex stairwell towers. Provide all precautions necessary to protect the workers and building occupants from hazardous materials. If hazardous materials are found that are not identified on the Government hazardous materials survey they shall be treated as a differing site condition.

4.0 PROJECT-SPECIFIC DETAILS

A. Total Performance period for this project is 165 calendar days and shall be performed in three distinct phases. .

1. Phase I is identified as the design/material submittal phase and has duration of 75 calendar days: to prepare, submit and receive approval on the 35 percent design, and to prepare, submit and receive approval on all submittals other than those required for closeout.

2. Phase II is identified as the physical work phase and has a duration of 60 calendar days to occupy the work site and to physically accomplish the work.

3. Phase III is identified as the closeout phase and has a duration of 30 calendar days for completion of all closeout requirements specified in Section 01500, Para

2.1 of the basic MATOC specification.

B. Perform design effort using the Government’s as-built drawings, BDS and National

Fire Codes to provide a 35% Design. Refer to MATOC Specification General Contract Provisions Section 01300, paragraph 2.4, Post-Concept Supplemental Site Investigation and Section 01300, paragraph 1, 35% Design for requirements as applicable to the scope of this task order.

1. The contractor shall submit a schedule for the design with the following activities and considerations within 7 calendar days preceding the Phase I NTP.

a. The 35% Final Design shall be submitted and approved within the 75 day Phase I performance period. The contractor shall submit the design in sufficient time to permit the Government 14 days to provide review and comments.

b. Contractor shall schedule a 35% Final Design review conference at Fairchild

AFB after Government comments have been furnished to the contractor.

c. Allow a minimum of 10 calendar days for Government review and approval of the updated and final 35% design.

C. Physical construction work pertinent to this Task Order shall include, but not be limited to:

1, Provide design and provide complete fire protection system in the east and west Annex stair towers (four towers). The existing fire protection (sprinklers) do not provide complete coverage for all areas in the stairwells as required by the Base Design Standard and Fire codes. Contractor shall extend the existing fire sprinkler system to provide fire sprinkler coverage in accordance with the BDS and fire codes.

For bidding purposes assume the existing fire protection system has adequate capacity for the additional sprinkler heads. The design shall be performed by a contractor licensed by the State of Washington to perform fire sprinkler work. The designer shall hold as a minimum a NICET III certification or be a licensed Professional Fire Protection Engineer (FPE). The contractor shall submit a letter of acceptance from a fire protection engineer stating the design is acceptable. If the designer determines the existing fire sprinkler system does not have adequate capacity to supply additional sprinkler heads then that shall be treated as a differing site condition.

2. Provide all design, abatement as needed for the fire protection system installation, wall penetrations, pipe supports, piping, sprinkler heads, and misc. hardware as needed to provide a complete and code compliant fire sprinkler protection for the east and west annex towers of bldg. 2050.

3. Restore all disturbed surfaces to match paint, color, texture of adjacent surfaces.

D. Outages: Outages to the existing fire protection system shall be in accordance with the Base Design Standards section 330000 Attach 2.

5.0 TECHNICAL REFERENCES

The documents listed in Section 01300 of the basic contract are incorporated here by reference. Requirements for implementing the Fairchild AFB Green Procurement Plan and use of Recovered Materials are referenced in the BDS as "92 CES, Green Procurement Program Plan".

6.0 APPENDIXES

Appendix drawings and photos are included to this Statement of Work. The intent of the drawings and photos is to provide the contractor(s) with a layout of the annexes and as-built drawings of the existing building. It is the contractor’s responsibility to verify all existing conditions and to provide a design that is complete and usable and complies with requirements identified in MATOC SPECIFICATION GENERAL CONTRACT

PROVISION SECTION 01300, GENERAL DESIGN REQUIREMENTS.
