Integrated Solid Waste Management Services

Questions and Answers:

Question #1. Are there any specific qualifications or certifications needed to apply for this bid.

Govt’s Answer: Commercial Driver’s License are required for contractor employees required to drive and operate commercial vehicles necessary to perform services in accordance with the

Performance Work Statement (PWS) dated 2 April 2025.

Questions #2. What criteria will be used to evaluate the bids, and how are they weighted, e.g., cost, experience?

Govt’s Answer: Refer to Amendment 02 posted 13 March 2025, pages 3 and 4. Contractor shall acknowledge amendments in its proposal. Excerpt below.

FAR 52.212-2 Evaluation - Commercial Products and Commercial Services.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers but will not rank the proposals by the non-price factors. The lowest priced technically acceptable and determined responsible/qualified offeror based on the evaluated factors and subfactors below, shall be the awardee of this requirement.

Factor 1: Price - price is equally important as technical and past performance factors.

1.1 Offers conforming to all requirements of the solicitation will be ordered from lowest to highest according to Total Evaluated Price (TEP). TEP was calculated in Attachment 4 Price

Proposal Breakdown REV1, Tab F, highlighted in yellow.

1.2 TEP includes the price for the basic year and all priced option years to include the 6-month extension of services. The six month extension of service prices will be evaluated at half the price for Option Year 4. FAR 52.217-8 Option to Extend Services is included in this solicitation. The result of the inclusion of the 6-month extension will be used only for evaluation purposes as part of TEP, but will not be included in the contract award.

1.3 Evaluation of options shall not obligate the Government to exercise such options

1.4 Unbalanced Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, variable quantity matrix factors, and separately priced line items in accordance with FAR 15.404-1. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

Factor 2: Technical - technical is equally important as price and past performance factors.

The technical rating reflects the evaluation of the acceptability of the offeror's technical approach for meeting the Government's requirement. Technical is either acceptable or not acceptable depending upon the subfactors below:

2.1 Submission of Attachment 3 Mission Essential Contractor Service Plan

2.2 Submission of Accident Safety Plan

2.3 Submission of Quality Control Plan

A proposal is technically unacceptable if it does not meet the requirements of the solicitation.

Factor 3: Past Performance - past performance is equally as important as price and technical factors. Maximum two pages of relevant and recent experience (within the past three years) related to solid waste management services.

Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown (no past performance available). The Contracting Officer reserves the right to review Contractor Performance Assessment Reporting System (CPARS) (if available) and determine Contractor Responsibility/Qualification.

Unacceptable: Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement to include the six months extension

(notation in instructions to offerors). This is the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, furnished via electronic means to the successful offeror within the time for acceptance specified in the offer (valid until 1 September

2025), shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Question #3. Is there a budget range or maximum budget for this project?

Govt’s Answer: Magnitude disclosure is not required for this type of solicitation. The Contractor shall propose its best faith price proposal in order to perform the services noted in the performance work statement. The Contractor shall meet documentation noted in solicitation in order to be considered for evaluation and award.

Question #4. Since there are similar contracts that have been awarded in the past, can their details be shared for reference?

Govt’s Answer: Contracts are public information. Refer to current Contract FA461320C0011. If additional information is needed, requestors may submit a Freedom of Information (FOIA) request through FOIA website https://www.foia.gov/agency-search.html. Organization is

Department of the Air Force>Air Force Global Strike Command>FE Warren Air Force

Base>90th Contracting Squadron.

Question #5. Are their performance reports available for reference?

Govt’s Answer: Performance reports of the incumbent are not part of the solicitation requirements, therefore, there is no purpose as to why an offeror would be granted access to these documents. However, the offeror shall submit Past Performance information as part of its proposal evaluation - maximum two pages of relevant and recent experience (within the past three years) related to solid waste management services.

Question #6. Will there be designated drop-off or disposal locations provided by the government?

Govt’s Answer: Drop off locations or disposal locations for waste outside of FE Warren AFB, is at the Contractor’s discretion and own choosing. If referring to garbage can locations inside the base, these trash receptacles are at different designated spots (location will be provided at award). Some buildings share one receptacle, and some do not, depending on historical usage. As for “disposal locations”, it is the Contractor’s preference to select a partnering landfill, however, the higher the costs of the disposal locations, the more it affects the Contractor’s final price proposal. The Contractor should partner with the most economical landfill that will provide the most cost-efficient means to perform this service requirement.

Question #7. Who pays for the landfill fees?

Govt’s Answer: The Government will reimburse the Contractor; the landfill fees are assigned a

Contract CLIN. The Contractor pays the initial fees at time of disposal. The Contractor shall provide proof of actual landfill tipping fees prior to invoicing the Government for that CLIN.

Question #8. What is the anticipated timeline for the evaluation and award process?

Govt’s Answer: After the deadline for receipt of proposals, 11:00 am MT, Thursday, 10 April

2025, the evaluation will commence. Offers shall remain valid until 1 September 2025. Contract may be awarded by 1 August 2025 to start the base year service performance by 1 September

2025.
