This is a Combined Synopsis/Solicitation for a commercial service prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; proposals are being requested, further written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 effective 3 January 2025.

The Government intends to award a Firm Fixed price (FFP) Commercial Contract for a Solid Waste Management Service with a Base plus Four Option Years. The period of performance begins 1 September 2025 through 31 January 2030.

Note of Offerors: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services (September 2023), applies to this acquisition:

II. Offeror shall be registered in SAM.Gov and shall not have any active exclusions in the past three years. Company must have an active registration with correct representations and certifications inSAM.gov. Awardee shall be Women Owned Small Business certified by the Small Business Administration (SBA). This requires an SBA-issued certification or proof of certification by an SBA-approved Third Party Certifiers (TPC). Submit certification with the proposal.

III. Request for a Site Visit shall be made no later than 11:00 am MT, Thursday, 20 March 2025 by emailing megan.evans.3@us.af.mil and liezel.mcintyre@us.af.

mil. Contractor who requested the site visit shall be contacted once site visit date is determined. Site visit questions shall be submitted in writing no later than 11:00 am MT of the following business day, after the site visit.

***If no site visit is requested, offerors shall submit proposal on the basis of the provided documents in this RFP. Without a site visit, questions about the solicitation shall be submitted in writing no later than 11:00 am MT, Friday, 21 March 2025.

IV. Submit offers to this RFP no later than 11:00 am MT, Friday, 10 April 2025 by emailing the proposals to megan.evans.3@us.af.mil and liezel.mcintyre@us.af.

mil. Solicitation responses shall be sent via electronic means only (emailed only, no mail, hand delivery or fax). Offers shall be valid until Monday, 1 September

2025. Late offers shall not be accepted once solicitation has ended. Discussions may be had if determined beneficial to the Government.

V. Proposal Submission: All proposal preparation cost will be the sole responsibility of the offeror. The Government will not reimburse any firm for their proposal preparation costs.

a. Refer to Attachment 1 PWS dated 26 February 2025 for scope of work. Contractor shall acknowledge understanding of the services required in the PWS.

b. Refer to Attachment 2 for compliance to the Service Contract Act, current wage determination #2015-5405 applicable to this contract.

c. on how the contractor intends to support the base, with the Respond and fill in answers in Attachment 3 Mission Essential Contractor Service Plan.

d. by completing for each Excel Tabs:Complete Attachment 4 Price Proposal Breakdown REV1 unit prices d.1 Tab A Base Year (5 months) d.2 Tab B Option Year One d.3 Tab C Option Year Two d.4 Tab D Option Year Three d.5 Tab E Option Year Four d.6 Tab F Six Month Extension (automatic calculation as half of Option Year Four). This is not part of the contract and shall only be executed if there is a need at the end of the Option Year Four.

d.7 Tab F Total Evaluated Price - Sum of TABs A through F (Highlighted in Yellow). This is the proposal price that the Contractor will be evaluated for.

**Landfill tipping fee in CLINS 0002, 1002, 2002, 3002, 4002, 5002 (6-months extension) shall be based on the current land tipping fee for the location the Contractor intends to use. An equitable adjustment is authorized if the land tipping fee falls above or below what was projected in future option years.

e. Include maximum two pages of relevant waste management experience AND recent contracts within the past three years. The Contracting Officer shall reserve the right to review the Contracting Performance Assessment Reporting System and to conduct Contractor Responsibility/Qualification Determination as authorized by the Federal Acquisition Regulations.

f. Accident Safety Plan - the Contractor shall provide an accident safety plan to determine approach to incidents that may be experienced during solid waste management service. Submit with the proposal.

g. Quality Control Plan - the Contractor shall provide a Quality Control Plan to ensure quality performance throughout the duration of the contract. Submit with the proposal.

h. Limit proposal submission to 50 pages maximum. A page is defined as one face of an 8 1/2" x 11" sheet of paper containing information, typically 11 or 12 font.

If the offerors' e-mail attachment size exceeds 15MB, they will exceed current Air Force e-mail attachment size and the email may not be received. i. An official having the authority to bind your company contractually must sign and date the SF 1449 Block 30b. Submit one (1) of this part. The SF 1449 must bear an original, authorized signature. In doing so, the Offeror accedes to the contract terms and conditions as written in the Request For Proposal (RFP). All sections of the RFP, excluding Instructions to Offerors and Evaluation Procedures Sections, constitute the model contract. This signature also acknowledges all amendments, if any, as part of your response to the solicitation.

Evaluation Factors for Award

FAR 52.212-2 Evaluation - Commercial Products and Commercial Services.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers but will not rank the proposals by the non-price factors. The lowest priced technically acceptable and determined responsible/qualified offeror based on the evaluated factors and subfactors below, shall be the awardee of this requirement.

Factor 1: Price - price is equally important as technical and past performance factors.

1.1 Offers conforming to all requirements of the solicitation will be ordered from lowest to highest according to Total Evaluated Price (TEP). TEP was calculated in Attachment 4 Price Proposal Breakdown REV1, Tab F, highlighted in yellow.

1.2 TEP includes the price for the basic year and all priced option years to include the 6-month extension of services. The six month extension of service prices will be evaluated at half the price for Option Year 4. FAR 52.217- 8 Option to Extend Services is included in this solicitation. The result of the inclusion of the 6-month extension will be used only for evaluation purposes as part of TEP, but will not be included in the contract award.

1.3 Evaluation of options shall not obligate the Government to exercise such options

1.4 Unbalanced Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, variable quantity matrix factors, and separately priced line items in accordance with FAR 15.404-1.

An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

Factor 2: Technical - technical is equally important as price and past performance factors.

The technical rating reflects the evaluation of the acceptability of the offeror's technical approach for meeting the Government's requirement. Technical is either acceptable or not acceptable depending upon the subfactors below:

A proposal is technically unacceptable if it does not meet the requirements of the solicitation.

Factor 3: Past Performance - past performance is equally as important as price and technical factors.

Maximum two pages of relevant and recent experience (within the past three years) related to solid waste management services.

Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown (no past performance available). The Contracting Officer reserves the right to review Contractor Performance Assessment Reporting System (CPARS) (if available) and determine Contractor Responsibility/Qualification.

Unacceptable: Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the Options total price for the basic requirement to include the six months extension (notation in instructions to offerors). This is the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, furnished via electronic means to the successful offeror within the time for acceptance specified in the offer (valid until 1 September 2025), shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
