WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.

(d) The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before WAWF training.

Evaluation Factors for Award

Miscellaneous text in this section has been modified to:

FAR 52.212-2 Evaluation - Commercial Products and Commercial Services.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers but will not rank the proposals by the non-price factors. The lowest priced technically acceptable and determined responsible/qualified offeror based on the evaluated factors and subfactors below, shall be the awardee of this requirement.

Factor 1: Price - price is equally important as technical and past performance factors.

1.1 Offers conforming to all requirements of the solicitation will be ordered from lowest to highest according to Total Evaluated Price (TEP). TEP was calculated in Attachment 4 Price Proposal Breakdown, Tab F, highlighted in yellow.

1.2 TEP includes the price for the basic year and all priced option years to include the 6-month extension of services. The six month extension of service prices will be evaluated at half the price for Option Year 4. FAR 52.217- 8 Option to Extend Services is included in this solicitation. The result of the inclusion of the 6-month extension will be used only for evaluation purposes as part of TEP, but will not be included in the contract award.

1.3 Evaluation of options shall not obligate the Government to exercise such options

1.4 Unbalanced Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, variable quantity matrix factors, and separately priced line items in accordance with FAR 15.404-1.

An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

Factor 2: Technical - technical is equally important as price and past performance factors.

The technical rating reflects the evaluation of the acceptability of the offeror's technical approach for meeting the Government's requirement. Technical is either acceptable or not acceptable depending upon the subfactors below:

A proposal is technically unacceptable if it does not meet the requirements of the solicitation.

Factor 3: Past Performance - past performance is equally as important as price and technical factors.

Maximum two pages of relevant and recent experience (within the past three years) related to solid waste management services.

Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown (no past performance available). The Contracting Officer reserves the right to review Contractor Performance Assessment Reporting System (CPARS) (if available) and determine Contractor Responsibility/Qualification.

Unacceptable: Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the Options total price for the basic requirement to include the six months extension (notation in instructions to offerors). This is the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, furnished via electronic means to the successful offeror within the time for acceptance specified in the offer (valid until 1 September 2025), shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
