About this file
This document is a Questions and Answers (Q&A) file for a CCTV installation project for Building 241, solicitation number FA461325Q0015. The Q&A addresses multiple technical specifications and clarifications, including camera details, network equipment, and installation requirements. Key clarifications include: 24 total cameras (7 outdoor, 17 indoor) using Hanwha Vision QNV-8020R cameras with a 79.8-degree field of view, NVR and PoE switches to be located in a second-floor supply closet, and equipment to be installed per contractor/manufacturer recommendations. The project involves removing previously mentioned requirements for Building 230, confirms this is a new requirement with no incumbent, and specifies camera installation heights between 7-8 feet. The building exterior is brick/mortar with sheetrock interior walls and hard lid ceilings. A site visit was required by June 17, 2025, with quote responses due by July 2, 2025.

QUESTIONS & ANSWERS
1. Please confirm the part number for the camera specified. QNV-802R does not appear to be a valid part number, but QNV-8020R is a valid part number for a fixed focal length IP camera from Hanwha Vision.
A. QNV-8020R or updated equivalent
2. If the actual desired part number is QNV-8020R from Hanwha Vision, please confirm that a 270 degree field of view as specified in paragraph 1.2 of the CCTV Statement of Work is not required. The QNV-8020R has a single lens with a horizontal field of view of
79.8 degrees.
A. Change to 79.8 degrees
3. Please confirm total number of cameras required for this project. The solicitation shows a quantity of 24 IP cameras in CLIN 0001, however, the Description of Services in the CCTV Statement of Work calls for the installation of seven (7) cameras.
A. A quantity of 24 cameras for CLIN 0001 is correct. Paragraph 1.2 of the statement of work specifies installation of 7 cameras outside and 17 inside.
4. Section 1.1 of the CCTV Statement of Work references attached blueprints for locations, however, there were no drawings provided or attached. Can the government provide the drawings referenced to indicate desired locations for the cameras, NVR and PoE switches?
A. See Attachment 4 – Drawings. NVR and POE switch located in second floor supply closet or old house keepers’ storage room.
5. Please confirm performance specifications for the 24 Port PoE switch model SWPOE24 listed in CLIN 0002 in order to determine equivalency. This appears to be a NETGEAR switch resold by Crestron, an AV equipment manufacturer, and has been discontinued.
A. Install 24 Port PoE switch as per Contractors/Manufacturers recommendations/updated make/model specifications.
6. Please confirm performance specifications for the 8 Port PoE switch model SWPOE8 listed in CLIN 0005 in order to determine equivalency. This appears to be a NETGEAR switch resold by Crestron, an AV equipment manufacturer, and has been discontinued.
A. 8 Port POE switch removed from requirement.
7. Please confirm manufacturer information and specifications for the Windows 10 PC Model D1L500 listed in CLIN 0004. A search for possible matches
A. Install as per Contractors/Manufacturers recommendations/updated make/model specifications.
8. There are no monitors listed as CLINs for either the NVR or the Windows 10 PC. Section
1.4 of the CCTV Statement of Work calls for a 32-inch monitor for the DVR, but there is no model number referenced, nor how this monitor is to be mounted for viewing the NVR mounted in the existing rack. Please provide requirements for the monitor, keyboard and mouse for the Windows 10 PC (client workstation), including where they are to be installed, the monitor mount/stand required and whether these monitors are also to be provided 90 minutes of backup power in the event of a power outage.
A. 32 inch monitor, keyboard and mouse for Windows 10 PC as per Contractors/Manufacturers recommendations/updated make/model specifications.
A rack will need to be provided by the contractor located in second floor supply closet or old house keepers’ storage room of Bldg. 241.
9. Paragraph 1.6 of the CCTV Statement of Work states “The UPS must be able to provide power to the security camera system for at least 90 minutes during the power outage.”
CLIN 0003 calls for a quantity of 2 each SMART1500LCDXL. This UPS has an estimated run time of 31 minutes at 200W which is approximately what a 24 port PoE switch with all ports utilizing 7.5W of PoE will require. This model of UPS cannot be expanded to accommodate the requirement for 90 minutes of runtime for a 24 port PoE switch with all ports active. Without knowing the exact make and model of NVR it is impossible to calculate how much runtime the specified UPS would provide for the NVR.
Please clarify which components of the new CCTV system are required to have 90 minutes of UPS and where each UPS will be located in support of this requirement.
A. Install 24 Port PoE switch as per Contractors/Manufacturers recommendations/updated make/model specifications. NVR and POE switch located in second floor supply closet or old house keepers’ storage room of Bldg. 241.
10. Please confirm the manufacturer listed for CLIN0006 MODEL# DR12NVR. This does not appear to be a valid part number.
A. Install 24 DVR as per Contractors/Manufacturers recommendations/updated make/model specifications.
11. Please confirm the manufacturer listed for CLIN0007 MODEL# AC8. This does not appear to be a valid part number for a TRENDnet Point to Point wireless link.

12. Is the intent of the “WIFI Transmitter” to provide a network link between the IP video network in Building 241 and the “Bldg 230 HUB” in Building 230 in the form of a wireless bridge?
A. No longer required, removed from the requirement.
13. The CCTV Statement of Work calls for an NVR to be installed in Building 241 and a “DVR hub” located in building 230 that provides at least 30 days of recording. Please confirm that the video recordings for Building 241 will be through the NVR located in Building 241, and that the “DVR hub” located in Building 230 is not also required to provide at least 30 days storage.
