About this file
This Statement of Work (SOW) details the installation of a Closed Circuit Television (CCTV) system for Buildings 241 and 230 at F.E. Warren Air Force Base. The project requires installing 24 total cameras (7 outside, 17 inside) with specific technical specifications, including 1080p resolution, 270-degree field of view for exterior cameras, and ability to withstand extreme temperatures down to -40 degrees Fahrenheit. The system will include a Digital Video Recorder (DVR) hub with 30-day recording capacity, a 32-inch monitor, and a WIFI transmitter to connect systems between buildings.
Key installation requirements include preserving the historic nature of the buildings by minimizing drilling, using matching conduit, and avoiding damage to exterior bricks. The contractor must provide a 1-year warranty, complete installation within 60 days of contract award, and conduct initial training for Dorm Management personnel. The project is set aside for small businesses, with a NAICS code of 561621 and a size standard of $25.0 million. Quotes are due by July 2, 2025, with a site visit request deadline of June 17, 2025, and all communications to be sent to specified Air Force contract managers.

1. Description of Services
The contractor shall install Closed Circuit Television (CCTV) system parts as required to include Digital Video Recorders (DVRs), cameras, Uninterrupted Power Supply (UPS), cables, Monitors, and databases in Dormitory Bldg. 241. Contractor will provide all parts and labor necessary to install one desktop PC and one 24 port POE switch in building 230 that will act as a central ‘hub’ to access any of the upgraded systems. Contractor will also install WIFI Transmitter to allow the new system in building 241 to be accessed from the HUB in building 230.
1.1 Install seven (7) CCTV cameras on the Stairway and basement entrances of Building 241, as well as a Digital Video Recorder (DVR) Hub, Monitor, keyboard and UPS to support 90 minutes of battery life for the security camera system, see attached blueprints for locations.
1.2 All seven (7) outside cameras will require drilling, conduit to match existing conduit style, and new cable/wires run to connect footage and for power. The outside cameras will require a 270-degree field of view. All the cameras must be 1080p resolution with minimum of 30 Frames Per Second (FPS) capable of reading a license plate when a vehicle is not in motion. Pan, tilt, and zoom can be utilized in order to read a license plate from the recorded video footage. All outside cameras must be protected from outside elements and able to withstand extreme cold temperatures (-40 degrees Fahrenheit), be mounted to withstand 60 mile-per-hour winds, and not fog up or freeze, which would obscure the camera view. All 17 inside cameras will require drilling, conduit to match existing conduit style, and new cable/wires run to connect footage, for power and the DVR hub. The inside camera will be 1080p resolution with a minimum of 30 FPS. The inside cameras do not have to be able to withstand extreme cold temperatures and/or high winds. All cameras should be Wide Dynamic Range (WDR) to account for the various/changing background light intensities and be protected against sun-heat such as with a protective camera housing.
1.3 Location of the cameras can be found on attached Building Blueprints
1.4 Bldg 230 HUB: The DVR hub will be required to provide recordings for thirty (30)-days, after which will record over the oldest recorded footage. The contractor must factor in the high-definition resolution of the security cameras to ensure the DVR is large enough that it can adequately maintain the 30-day recording storage capacity. The DVR hub will be mounted on an existing rack in Bldg. 230 basement CCTV equipment room.
The monitor for the DVR hub will need to be a 32-inch monitor capable of viewing the information for the particular DVR utilized.
1.5 The video footage format must be supported by Microsoft Window 10, to ensure footage clips can easily be viewed on any government computer.
1.6 The UPS must be able to provide power to the security camera system for at least 90 minutes during a power outage.
1.7 Conduit similar to pre-existing conduit must be professionally installed to hide all cables, cords, and wires. The conduit will be metal with weatherproofing for the outside.
Outside conduit cannot be ran around the bottom of the building as it will be more susceptible to snow and ice, which will reduce its lifespan. Electric Metallic Tube (EMT) conduit can be installed on the exterior of the building, but the contractor must minimize the amount of EMT conduit lines running across the building in order to preserve the historic appearance of the building. The contractor cannot screw or drill holes into the bricks on the exterior of the building, but they are permitted to screw into the mortar between the bricks. This is necessary to preserve the historic value of the building. All interior cables will be surface mounted to the walls matching the existing conduit. Wires cannot be run in the same conduit as the fire alarm systems. New small holes such as for mounting cameras or conduit, can be drilled on the inside of the building but it must be kept to a minimum to preserve the historic nature of the building. All wires for security camera system must be new wires. Drilling new holes should be kept to a minimum and the contractor must use pre-existing penetrations as required for installation, especially on the outside of the building. Any holes created during installation must be filled with fire caulk.
1.8 The contractor shall provide a 1-year standard warranty for all equipment and the installation labor, such as conduit and wire work. If any issues arise during that timeframe, the contractor will be required to come out to fix/correct the issue within two-weeks of being alerted to the issue.
1.9 Contractor will maintain/clean their work area each day during installation as well as after the install is complete.
1.10 A site visit is highly recommended prior to bidding to inspect building 230 and 241 for installation of the CCTV system/HUB to determine requirements, costs, and any unique specifications required to install the CCTV system and feed the existing interview room footage to all televisions.
1.11 The contractor shall provide initial training to Dorm Management personnel upon initial installation of equipment. This training shall include the basic use of the system, upkeep, and how to record information from the DVR to a portable device.
1.12 Installation shall be completed within 60 days of contract award. Any extensions due to asbestos/lead testing and abatement must be pre-approved by the contract officer and Dorm Manager representative within 30-days of the start of the extension. If an extension is approved, a second extension will not be granted and the contractor must complete the contract by the end of the extension date. The extension period will be limited to only 30-days.
