About this file

This Single Source Justification document justifies a sole-source procurement for a Closed Circuit Television (CCTV) system installation for the 90th Contracting Squadron at Buildings 241 and 230. The requirement involves installing specific CCTV system components including Digital Video Recorders, cameras, Uninterrupted Power Supply, cables, monitors, and databases, along with a desktop PC and 24-port POE switch to create a central hub for system access. The procurement is for specific equipment models (QNV-802R, SWPOE24, SMART1500LCDXL, and others) that meet stringent industry standards for 24/7 surveillance in Air Force facilities.

Market research was conducted through multiple channels, including AbilityOne, UNICOR, and GSA, which identified potential small business vendors. The SBA Dynamic Small Business Search revealed six SBA Government Certified small business contractors in Wyoming, including two HUBZone Certified and four Service-Disabled Veteran-Owned Small Businesses. The procurement is set aside for small businesses under NAICS 561621 with a size standard of $25.0M. The Contracting Officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available, with future mitigation strategies including potentially developing an Indefinite Delivery/Indefinite Quantity Enterprise-wide contract to reduce brand-specific requirements.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 90th Contracting Squadron

Project/Program Name: CCTV - BLDG 241/HUB BLDG 230 - Brand Name or Equal

Purchase Request / Local ID Number: F1Y3DA5065AW03

Estimated Contract Cost (including Options): $

Section B: Description of the Supplies/Services Required

Section C: Justification for Soliciting from a Single Source or Brand Name

The specified required equipment models: QNV-802R, SWPOE24, SMART1500LCDXL, D1L500, SWPOE8, DR12NVR, AC8 or their equivalent; meet stringent industry standards for reliability and security. These models have been previously tested and utilized for 24/7 surveillance, making it suitable for Air Force facilities.

An equal product must meet or exceed these performance benchmarks to ensure long-term functionality.

Section D: Efforts to Obtain Competition

In effort to gain competition, market research was accomplished by the contract specialist. AbilityOne and UNICOR provided zero results for this requirement. Items are unable to be provided by either source. Further, market research conducted through GSA produced twenty-five (25) SB vendors potentially capable of providing the entirety of this requirement. Only four (4) of which were certified SBA Women-Owned Small Businesses; however, none of them were within the Tri-State (CO,NE,WY) area.

The SBA Dynamic Small Business Search results for NAICS 561621 Security Systems Services (Except Locksmiths) proved there is sufficient competition amongst small business vendors within Wyoming. This tool produced six (6) SBA Government Certified SB contractors within the state of Wyoming; two (2) HUBZone Certified and four (4) Service- Disabled Veteran-Owned Small Businesses. All of which are Active SAM registered.
