Government Response

1)

We have a question concerning the set-aside status of the bid. We are a self-certified Woman Owned Business currently awaiting our SBA certification to be treated and approved. Does that qualify us to bid on this opportunity? I have attached our SAM Registration Entity Information above for your reference.

FAR 19.1505(d) “An EDWOSB or WOSB concern may submit an offer under an EDWOSB or WOSB set-aside when the offeror - (ii) For a WOSB set-aside, is certified pursuant to 13 CFR 127.300 as an EDWOSB or WOSB, or has a pending application for EDWOSB or WOSB certification in the DSBS (see 13 CFR 127.504(a)).”

Per 13 CFR 127.504(a), “In order for a concern to submit an offer on a specific EDWOSB or WOSB set-aside requirement, the concern must qualify as a small business concern under the size standard corresponding to the NAICS code assigned to the contract, and either be a certified EDWOSB or WOSB pursuant to § 127.300, or represent that it has submitted a complete application for WOSB or EDWOSB certification to SBA or a third-party certifier and has not received a negative determination regarding that application from SBA or the third party certifier.”

If you represent that you have submitted a complete application for WOSB certification and have not received a negative determination, then you may submit an offer. If you become the apparent successful offeror (IAW 13 CFR 127.504(a)(1)), then the Contracting Officer will immediately inform SBA’s D/GC, and the SBA should make a determination regarding your status as a WOSB within 15 calendar days.

2)

Is there a specific requirement on how to indicate that the equipment we are proposing complies with the Buy American Act?

Include a statement in your offer that the equipment you are proposing complies with the Buy American Act. Please reference Attachment 5 – Provisions and Clauses, for further information.

3) Is there a bid bond required for this requirement?

There is NO bid bond required for this solicitation.

4)

Our team member at the site visit reports being told that there are two panels that are currently powered plus two additional panel to be powered from the UPS, but that another gov’t representative later said that only the two existing panels need to be UPS-powered. The PWS refers to two existing panels MDP-3 and RCP-1. From the rear of the ups it looks like two outputs already exist. The RC-1 panel B11 appears to be powered from an unprotected filter in a small annex away from the ups room.

Q1: Please confirm the panels that will need to receive power from the ups

Q2: Please indicate whether existing/new, locations of any new panels, (including distance from ups)

Q3: If new are the new panels in already procured or do they need to be supplied?

Q4: If we need to supply what size panels and how many branches at what current?

Q5: Will we have to provide the branch circuit wiring as well?

Please see attached updated PWS. H-1 is not required to be powered by UPS system.

Q1: Panels RTP-1, RTP-2 and L-1 need power. All panels are 208V

Q2: Please see PWS.

Q3: Panels are in place and operational. No panels are required to be procured or supplied.

Q4: Please see PWS and drawings provided.

Q5: Branch circuit wiring not required.

5)

In providing and installing a Bypass/distribution cabinet, we infer that we would feed separate circuits out to the panels to be powered so as to not wire different circuits onto the maintenance bypass output terminals.

Q6: If this is correct, please provide input breaker ratings of the existing panels and (if applicable) the new panels to breaker the output distribution accordingly.

Please see attached updated PWS. H-1 is not required to be powered by UPS system.

6)

It was discussed that the 480-volt panel H1 does not need to be on the UPS system, please confirm. Revised statement of work the scope has removed both L1 & H1, but is it the intent to move L1 to the new UPS, Please confirm UPS will be feeding L1 & CDP1 only & it is the intent to install future loads at a later date.

Please see attached updated PWS. 480V requirement to H-1 has been removed; only 208V is required (including service to L-1).

7)

What size of 480-volt feeder is required to re-feed the existing transformer T3 which feeds Panel L1. If feeding the existing transformer to L1 (75kVA) then 110A. See single line set.

Please see attached updated PWS. 480V requirement has been removed; only 208V is required.

8)

What size of 480v to 120/208v transformer is needed to feed existing PANEL CDP-1.

(Currently the only loads on this panel are RTP1 and RTP2 and they are both fed off of

(1) 100-amp 3-pole breaker)

The main for CDP1 is a 225A, and 75kVA transformer is 200A. Will feed CDP-1 with NEW 75kVA transformer. Logical place to install is UPS room. OR will feed off MBS with internal transformer Please confirm which.

Provide internal transformer to feed CDP-1 and L-1.

See attached updated PWS.

9)

What size of disconnect will be needed to replace the 60-amp disconnect currently feeding the existing UPS. (the current feeder from panel MDP-3 is 4/0 copper on a 225-amp breaker)

The 120kVA we are providing has a 225A rectifier input breaker, so no disconnect on the input is needed.

Provide 225a disconnect

10)

For output of UPS Scope requires providing a maintenance bypass with distribution (MBC BDC). We propose providing a standard 480V- 480V MBS with 480V distribution l off the UPS with a 225A main & (2) 125A breakers feeds that will feed the 75KVA transformers to L1 (existing) & CDP1 (new) along with spares

Otherwise we can provide an internal transformer to 208V in the MBS cabinet, but in this case all loads fed off distribution from the UPS would have to be 208V- please advise if that is now the intent or if you want the flexibility to connect 480V loads in the future.

Provide internal transformer within UPS cabinet to serve all panels identified in PWS. All panels are 120/208V.

11)

The new 75kVA CDP1 transformer will be installed in the UPS room with the UPS. Heat needs to be considered here because of the larger UPS, larger battery cabinets & new 75kVA transformer along with small footprint of room

Recommend installation of a small minisplit AC system (to be calculated by heat loss/BTU requirements) to control ambient temperature.

Please advise if this is to be a part of this scope of work or addressed separately.

The cooling requirement has already been addressed through a separate contract.

12)

The scope requires connecting (2) additional panels to the UPS, both which have different input power requirements.

H1 is 480/277 & L1 is 208Y/120.

Your requirements for the UPS are a 40kVA w/ 208V out, which means H1 cannot be served by this UPS.

Ideally, H1 should be fed off a different UPS that derives power from MDP-3.

There is also some question as to whether 40kVA is enough capacity and we’d like to get some additional info on how calculations were made.

Please provide resolution on this issue

Please see attached updated PWS. H-1 is not required to be powered by UPS system.
