Question/Comment/Clarification
Government Response
1)
Is there a loading dock for delivery of the new
UPS?
There is not. These are historic facilities with stair access only to the basement.
2)
Is there room to store the unit on site prior to install?
There is room in B-00 (the big open space) where units can be staged until ready for installation. Coordinate with 90 CES for exact location
3)
Where is the UPS room in relation to the loading dock?
Are there any obstacles (stairs, ramps.
Narrow doors, etc.)?
Is the unit on the first floor? If not, is there an elevator available?
This is a historic facility and there is no loading dock or elevator available. Only stairs to access the basement level. The doors leading into the UPS space are standard door widths; 36”.
4)
How much runtime is desired for the new
UPS?
Minimum of 2 hours battery run time, see PWS.
5)
The existing unit is a 40kVA frame, but the unit itself is 25kVA, can you confirm if the new unit is to be 40kVA or 25kVA?
Is the existing wiring/conduit sized for a 40kVA or 25kVA UPS?
What size/rating are the existing two power panels?
I’m asking this because if the unit was wired for 40kVA, then the new unit being 40kVA is no problem, it’ll be a simple disconnect/reconnect with the new unit. If it was wired for 25kVA, then all of the wiring and conduit will need to be redone to support a 40kVA
UPS.
At the same time, the current unit is 25kVA, is the load increasing from what’s currently on the unit and that’s why a 40kVA is being requested?
The existing wiring/conduit is noted on sheet E006 of Attachment 1a – Line Drawings.
Panel MDP-3 is a 400A panel that will need to be reconnected to the UPS system. Panel CDP-1 is a 225A panel that will also need to be reconnected to the UPS system.
Additional panels in the mechanical room, panel H-1 and L-1 will also need to be added to the UPS system. This is where the additional load requirements are coming from;
as the intent is to provide power to all spaces shown in attached Power Floor Plan drawings.
It is assumed that the existing wiring/conduit will need to be replaced to have enough capacity to support a 40kVA system.
6)
Will “Made in America” or “TAA Compliant” be a requirement of this requisition?
As listed in Attachment 5 – Provisions and Clauses, FAR 52.212-5 (52) and (54) are NOT Checked
7)
Is it possible to clean out the UPS room completely, and leave it clean for the duration of the service contract?
Yes
8)
Can the new UPS equipment be installed on the adjacent wall next to the panel, facing the door, as opposed to the back wall?
yes
9)
Can there be a variance in service provided, limiting covered emergency response & warranty visits to 1 visit covered per year w/ 24 hours response time? Or must the amount of visits remain unlimited
No. Refer to PWS for service requirements.
10)
Can you please provide single line drawings depicting how existing equipment is connected/wired? In addition to single line drawings, can you also provide more detail on main entrance panel, and location in relationship to UPS
Please see Attachment 1a – Line Drawings.
11)
Please provide the existing and accurate one-line drawings.
Please see Attachment 1a – Line Drawings.
12)
What load is being added to the system and where are the panels located?
Load is being added to Area B00 and B24. Panels are located in Mechanical room (Panels H-1 and L-1).
See attached electrical sheets.
13)
During the visit we noticed that there is a breaker that is broken and tripped, does this need to be replaced?
Yes, replace with like size. Salient characteristics for the breaker will be posted as an amendment to the solicitation prior to the quotes due date.
14)
If existing wiring is found that doesn’t meet the Department of the Air Force requirements, are we liable for clean-up of this work?
There are some wires that were utilized temporarily then abandoned in place during the renovation of this space. It is assumed that these are the wires that are referred to. It is not expected that this contractor is liable for cleaning up these wires.
