FA461323R0005 CCTV Maintenance Questions and Answers REV02 as of 9 March 2023, 1:45 pm MT:
Question #1: Is this a follow on contract?
Govt’s Answer: Yes, this is a follow on contract for FA461318P0023 CCTV Maintenance awarded in
2018. The new contract will begin 1 September 2023 through 31 August 2028, as a Firm Fixed Price, Base with Four Option Years. Proposals shall remain valid until 1 September 2023.
Question #2: Is the scope of work different from the current contract or just continue to maintain/repair/replace like it has been with the current contract?
Govt’s Answer: The scope of work from the current contract stayed the same but a few adjustments in reporting, invoicing and procedural clarifications added to the Performance Work Statement dated 13
February 2023.
Question #3: How are we going to price labor for Attachment 02 Replacement Parts?
Govt’s Answer: Per PWS Section 5.8 The contractor may recommend necessary repairs/upgrades to the
CO/COR; only equipment repairs/replacements that are essential to the operations of the CCTV system shall be considered. The repair request shall have, at a minimum, justification for repair, breakdown of individual parts replacement and labor costs. All repair costs shall be approved by the CO prior to commencement of work, in reference to the pre-negotiated Firm Fixed Price Approved Replacement
Parts List. If the contractor performed work without the CO’s approval, the Government shall not be responsible for reimbursement.
**If a repair/replacement is needed, a breakdown of costs will be submitted to the CO/COR to include breakdown of materials (reflected as Firm Fixed Price in Attachment 03 of this solicitation) and breakdown of labor (wage rate used reflected in CLIN 0003 of Attachment 02).
For example:
Attachment 02 CLIN 0003 wage rate was at $70.00 per hour and it will take 2 hours to complete. Note that the higher wage rate affects the offeror’s total evaluated price.
Attachment 03 Replacement Parts List Firm Fixed Price for DVR 16 Channel is $1,000.00 (no brand name so the offeror chooses so as long as this is compatible to the current system). Note that the higher price replacement equipment, affects the offeror’s total evaluated price.
Quote for Repair from the contractor on a base year to replace a DVR 16 Channel is: $1,140.00
CLIN 0001, 1001, 2001, 3001, 4001 – is just for SemiAnnual Maintenance. Service to inspect the system to make sure that it is operating/functioning properly. Recommendations/Costs for replacement/repairs after the service are considered under a separate CLIN below.
CLINS 0002, 1002, 2002, 3002, 4002 – Not To Exceed CLINs in Attachment 02. There is a max cost allowed per year to include materials and labor.
CLINS 0003, 1003, 2003, 3003, 4003 – hourly wage rate in Attachment 02 that will be used for all labor associated with repair/replacement/emergency services.
***Disregard Govt’s Answer to Question #3. As a discrepancy was discovered in the CLIN structure, we will provide an amendment to the solicitation in the next few days and extend the proposal due date to 11:00 am MT, Thursday, 30 March 2023.
Question #4: Were there other offerors in the local area interested?
Govt’s Answer: Yes.
Question #5: Were there a site visit conducted?
