1 DESCRIPTION OF SERVICES/GENERAL INFORMATION:

1.1 SCOPE OF WORK

1.1.1. The contractor shall provide all personnel, equipment, tools, materials, management, supplies and services (except as specified in Part 3, Government-Furnished Property and Services) necessary to perform Technical Order (T.O.) Library and Maintenance Data Support (TOLMDS) activities at F.E. Warren AFB, Wyoming; Malmstrom AFB, Montana; Minot AFB, North Dakota; and Vandenberg AFB, California, as defined in this Performance Work Statement (PWS).

1.1.2. Integrated Maintenance Data System (IMDS) is the system of record for all maintenance data documentation.

1.1.4. HQ AFGSC/A4MX is the Office of Primary Responsibility (OPR) for integrating the Commands’ capability requirements, linking those required capabilities to programs through a mission-objective-effect analytical approach, producing analysis of capability shortfalls (gaps), assessing risks, conducting trade space analysis, and advocating for program changes as necessary to provide those mission capabilities.

1.2 SPECIFIC REQUIREMENTS:

1.2.1. Integrated Maintenance Data System (IMDS) Operations

1.2.1.1. The contractor shall utilize all current applicable guidance when processing data from the assigned databases; be familiar with Transaction Interface Processing (TIP) and DEMAND processing procedures as defined in Unisys Processing (UP) Series, Major Command (MAJCOM) implementing instructions and all AFCSM 21-series manuals; be knowledgeable of the functions of the Communication Focal Point (CFP), Defense Enterprise Computing Center (DECC), Field Assistance Service (FAS); coordinate with all of the above to resolve user/system issues; be able to interface with current automated data systems mainframes and be able to transfer files between them.

1.2.1.2. The contractor shall be able to interpret and use applicable IMDS data base schemas and sub-schemas.

1.2.1.2.1. The contractor shall have a basic knowledge of IMDS subsystems as described in applicable volumes of AFCSM 21-series manuals.

1.2.1.2.2. The contractor shall assist customers/monitors with technical problems concerning IMDS and monitor status of the resolution of problems.

1.2.1.2.3. (F.E. Warren and Malmstrom AFB Only)The contractor shall initiate Interactive Communication Interface (ICI) between IMDS and the Integrated Logistics Systems-Supply (ILS-S) interface on a daily basis.

1.2.1.3. (F.E. Warren and Malmstrom AFB Only)The contractor shall use appropriate troubleshooting and repair utilities to troubleshoot, verify, and repair system damage, when system performance dictates, as defined in AFCSM 21-series manuals.

1.2.1.4. The contractor shall develop/use non-routine queries (with currently approved software) to extract raw data when customer specified formats are not available using current IMDS report formats.

1.2.1.4.1. (F.E. Warren and Malmstrom AFB Only)The contractor shall coordinate database loads, reloads, recoveries, or saves using appropriate routines in accordance with AFCSM 21-series manuals and in conjunction with DECC system administrators.

1.2.1.4.1.1. The contractor shall coordinate with the DECC for database Saves and Incident Impoundment during real world incidents using a Command developed checklist after an Aircraft/Missile mishap.

1.2.1.5. Upon receipt, the contractor shall read special instructions sent by authorized outside agencies, inform customers of their effect maintain a log of customers notified, and assist customers in submitting and evaluating system documentation.

1.2.1.5.1. Upon receipt, the contractor shall read all incoming system documentation. When customers are impacted, the contractor shall advise customers in accordance with unit policy and maintain a log of customers notified.

1.2.1.6. (FE Warren and Malmstrom Only) The contractor shall coordinate with all local unit analysis sections to ensure that each unit has access with appropriate capabilities to the database.

1.2.1.7. The contractor shall notify all customers of scheduled system downtime; maximum lead time is desirable.

1.2.1.8. The contractor shall ensure users are validated by receiving and reviewing System Authorization Access Request (SAAR), DD Form 2875, prior to issuing a user ID.

1.2.1.8.1. The contractor shall generate IMDS user IDs for customers without IMDS access requirements to allow personnel to be loaded on IMDS Trip IDs. Prior to granting IMDS access, the contractor shall ensure users are validated by receiving and the reviewing DD Form 2875. The contractor shall set up initial profiles when issuing user IDs, and make adjustments as needed due to user status changes or as directed by the Government.

1.2.1.8.2. (Minot and Vandenberg Only) The contractor shall coordinate with the ELC DBM to activate user IDs in SIMAN for IMDS access.

1.2.1.8.3. (F.E. Warren and Malmstrom Only) The contractor shall establish the USERID in IMDS and coordinate with AIAO to activate the user ID in SIMAN.

1.2.1.8.4. The contractor shall perform password resets as required.

1.2.1.9. The contractor shall be the Lead/Office of Primary Responsibility (OPR) for the Data Integrity Team (DIT) in accordance with AFI 21-202V1,Missile Maintenance Management and AFI 21-202V1_AFGSCSUP. The DIT is established to evaluate/isolate/eliminate documentation problems with IMDS. The contractor is the Lead for the team, but the individual workcenters are responsible for correcting errors

1.2.1.9.1. The contractor shall review MDC for accuracy of inputs and compliance with TO 00-20-2 daily. Errors shall be forwarded to the appropriate work center for correction.

1.2.1.10. The contractor shall process on-line and background IMDS Reports and inquiries, as requested by the Contracting Officers Representative (COR), and authorized AFGSC personnel, in accordance with AFCSM 21-series manuals, in an agreed upon time between contractor and COR.

1.2.1.10.1. The contractor shall build, modify, run, and maintain Generated Runstream (GENRUN) products to extract data IAW AFCSM 21-571, volume 2, Database Management, or applicable Unisys manuals.

1.2.1.11. (FE Warren and Malmstrom Only) The contractor shall assist customers in resolving problems concerning Reliability and Maintainability Information System (REMIS). The contractor shall change IMDS/REMIS interface password every 45 days or when requested (whichever is sooner) to ensure uninterrupted transfers between the systems. The contractor shall utilize AFSCM 21-series manuals, REMIS manuals, DECC, FAS, or REMIS technical support personnel as needed.

1.2.1.12. The contractor shall develop and implement a standardized Computer-Based Training program for IMDS. This training program shall be submitted to the Government for approval within 30-days after contract start. The training program shall be updated as changes occur. (CDRL A013)

1.2.1.12.1. The contractor shall train users prior to assigning them an IMDS user ID. General familiarization training will be provided to each user for screen(s) the user will use on a day-to-day basis.

1.2.1.13. The contractor shall review the NDA500 report weekly for accuracy.

1.2.1.14. The contractor shall take appropriate actions to secure database in the event that classified information is inadvertently entered into IMDS IAW with the Unisys Security Technical Implementation Guide and AFCSM 21-571 manuals.

1.2.2. Analysis Responsibilities

1.2.2.1. The contractor shall use statistical analysis processes when investigating maintenance procedures using available software and guidance to provide customers with analysis of requested subjects.

1.2.2.2. The contractor shall use commercial text, software users’ manuals, AFGSC implementing directives, and software, to develop hypothesis statements.

1.2.2.2.1. The contractor shall use appropriate parametric or non-parametric tests, and descriptive statistics to evaluate and analyze data to arrive at an informed decision that can be provided in a usable format to the customer.

1.2.2.2.2. The contractor shall utilize appropriate sampling techniques, perform time series analysis and develop control charts in response to customer requests.

1.2.2.2.3. The contractor shall establish working procedures to automate routine documentation tasks.

1.2.2.3. The contractor shall establish procedures to ensure required data products are available to users.

1.2.2.4. The contractor shall interpret, analyze weapon systems performance and logistics indicators; analyze maintenance dispatch data. The contractor shall coordinate with the COR on findings to determine whether a briefing is needed with appropriate staff agencies.

1.2.2.5. As required, the contractor shall perform predictive, regression, correlation, and trend analysis, using appropriate commercial text, software, and AFGSC implementing directives.

1.2.2.6. The contractor shall use appropriate forecasting techniques, compute probabilities/capabilities on facilities, equipment or personnel and ensure results of the analysis are available to customers, in a usable format, when requested or required.

1.2.2.7. Using appropriate AFGSC directives and T.O. 00-20-2, Maintenance Data Documentation, and AFGSC supplements the contractor shall compute performance indicators to satisfy customer requests and correctly portray data.

1.2.2.7.1. Using AFGSCI 21-118, Aircraft and ICBM Maintenance Performance Indicators Reporting Procedures, contractor will submit 0901report and MXG Executive Summaries monthly by 8th calendar day of the month following the month being reported. (CDRL A002)

1.2.2.8. The contractor shall publish and provide to local unit management, an accurate monthly summary and accurate metrics/highlights by the 10th workday each month. This data may be based on previous monthly summaries and may differ from site to site, including the previous month’s metrics/highlights as approved by each local unit management. (CDRL A003)

1.2.2.8.1. These reports shall be disseminated to the appropriate agencies upon receipt of government approved signature(s).

1.2.2.9. The contractor shall actively coordinate with customers and management personnel to ensure the summary/metrics is meeting their needs and desires. Changes shall be implemented, as required.

1.2.2.10. The contractor shall be the Lead/OPR for the Data Integrity Team (DIT) in accordance with AFI 21-202V1, Missile Maintenance Management, and AFI 21-202V1_AFGSCSUP. The DIT is established to evaluate/isolate/eliminate documentation problems with IMDS. The contractor is the Lead for the team, but the individual work-centers are responsible for correcting errors.

1.2.2.10.1. The contractor shall review MDC for accuracy of inputs and compliance with T.O. 00-20-2, Maintenance Data Documentation, and identify errors by work center daily. Errors will be forwarded to the appropriate work center for correction.

1.2.3. Operate and Maintain Technical Order (T.O.) Library

1.2.3.1. The contractor shall maintain all unit required (except Precision Measurement Electronics Laboratory) Technical Orders in accordance with T.O. 00-5-1, AF Technical Order System and applicable MAJCOM supplements.

1.2.3.1.1. The contractor shall maintain all binders in a serviceable condition. The contractor shall replace torn, heavily scuffed, dirty, or illegible pages as necessary.

1.2.3.1.2. The contractor shall maintain plastic covers on unit designated nuclear weapons procedures required by AFI 21-204, Nuclear Weapons Maintenance Procedures, AFI 21-200, Munitions and Missile Maintenance Management and AFGSCI 32-1009 Civil Engineering Manual Program.

1.2.3.1.3. The contractor shall have a minimum of one year experience operating and maintaining a Technical Order Distribution Office.

1.2.3.2. The contractor shall maintain a current inventory list on all assigned materials in field dispatching kits, main library and sub-accounts. A copy of the inventory shall be located with the sub-account or kit. The inventory shall contain, as a minimum, the binder number, binder contents, and a short title of the assigned manuals. The contractor shall provide HQ AFGSC/A4MX with an updated inventory in the same or similar format as Appendix 4.4 (or approved contractor format). (CDRL A004)

1.2.3.3. The contractor shall post all TO updates in accordance with applicable governing directives. (T.O. 00-5-1, AF Technical Order System and applicable MAJCOM supplements, Rivet MILE Instruction (RMI) 1103, Paragraphs 5.8.2 and 5.8.3. and AFGSCI 32-1005, Intercontinental Ballistic Missile (ICBM) Real Property/Real Property Installed Equipment Responsibilities)

1.2.3.3.1. The contractor shall perform a list of effective changes check (A-Page) in accordance with T.O. 00-5-1 and applicable MAJCOM supplements.

1.2.3.4. The contractor shall perform a complete A-page check of all TOs in conjunction with the required annual check in accordance with T.O. 00-5-1 and applicable MAJCOM supplements.

1.2.3.5. The contractor shall establish and maintain a sign out procedure in place to track all signed out T.O.s and T.O. kits to include, but not limited to, who signed out the TO, section individual is assigned to, and contact phone number

1.2.3.6. Unaccounted Technical Orders (T.O.s).

1.2.3.6.1. Upon discovery of an unaccounted for T.O., the contractor shall initiate a missing T.O. report by 1400 local time the next duty day. The missing T.O. report will include at a minimum: name, office symbol, date, duty phone, team (if applicable), and a narrative about events that led to the discovery of the missing item. If contractor is found to be responsible for loss, contractor shall replace technical orders, and costs are not considered allowable costs under the cost reimbursable ODC CLIN.

1.2.3.6.2. The contractor shall make notifications as follows:

1.2.3.6.2.1. If the sign out log showed that the T.O. went to the missile field, Missile Maintenance Operations Center (MMOC) shall be notified with 30 minutes of initiated a missing T.O. report.

1.2.3.6.2.2. Contact the COR and the work center supervisor/Non-Commissioned Officer in Charge (NCOIC), of the individual or activity who was accountable for the T.O.. Additionally, when a missing T.O. action is closed (T.O. is found or replaced), the contractor shall document the actions taken and notify the COR.

1.2.3.7. The contractor shall place orders for T.O.s as requested by the customer. If necessary, the contractor shall provide the T.O. if it is already on local inventory until requested T.O. can be delivered Contractor shall follow-up with T.O. Manager for orders that exceed two weeks from time of order.

1.2.3.8. The contractor shall expect fluctuation in overall hard copy number of technical orders throughout the contract. Notify the COR if a fluctuation of more than 10% of the total hard copy technical order count occurs.

1.2.4. Maintain the Technical Order Distribution Office (TODO)

1.2.4.1. The contractor shall identify a primary and alternate person(s) on an AF Technical Order (AFTO) Form 43, USAF Technical Order Distribution Office (TODO) Assignment or Change Request, to accomplish all TODO requirements including the following:

1.2.4.1.1. The contractor shall use the Air Force approved data base system in accordance with TO 00-5-1, AF TECHNICAL ORDER SYSTEM and applicable MAJCOM supplements.

1.2.4.1.2. The contractor shall follow the T.O. update review process outlined in T.O. 00-5-1, AF TECHNICAL ORDER SYSTEM and applicable AFGSC supplements). The contractor shall maintain a file (paper or electronic) of all completed QA review forms. Maintain most current QA review form for each T.O. and make available for COR review upon request. Provide COR with report of T.O. changes post by 5th duty day of the month. The report will include the following: (CDRL A001)

1.2.4.1.3. The contractor shall certify Civil Engineering Manual (CEM) currency using the CEM index published by AFGSC Missile Engineer Office (MEO) within ten (10) work days of receipt and take immediate action to correct discrepancies. (AFGSCI 32-1005, INTERCONTINENTAL BALLISTIC MISSILE (ICBM) REAL PROPERTY/REAL PROPERTY INSTALLED EQUIPMENT RESPONSIBILITIES.)

1.2.4.1.4. (N/A for Minot) TODO shall cross-check all applicable T.O.s against the 11N Index within ten (10) work days of receipt and take immediate action to correct discrepancies. Contractor shall provide WSAs/MSAs with a report of applicable T.O. changes weekly.

1.2.4.1.5. The contractor shall act as the single point liaison for identifying and resolving all issues concerning ‘A-page’ and other administrative errors of a non-technical nature (locally, through the COR, or 20 AF/A4RT) To include submission of Data Discrepancy Reports (DDRs) and/or AFTO 22’s where applicable IAW ETIMS User Guide, 20AF guidance and 00-5-1.

1.2.4.1.6. (N/A Minot AFB) To meet requirement in AFI 21-204, contractor shall provide a master TO report to Munitions Quality Assurance personnel weekly.

1.2.5. Establish and Maintain Work Center Sub-Accounts

1.2.5.1. The contractor shall provide T.O. sub-account libraries where required by the Government. The sub-accounts are located away from the main library.

1.2.5.2. The contractor shall inventory all work center sub-accounts monthly. Document these inventories on a locally developed document and make available for COR review upon request.

1.2.6. Provide Dispatch Kits

1.2.6.1. The contractor shall issue, receive and maintain kits for maintenance teams that are routinely dispatched or as required by the Government.

1.2.6.2. The contractor shall provide and maintain T.O. Dispatch Kit Boxes that are clearly marked, reflect type of kit, not to exceed 75 pounds loaded, and protect technical data from the environment. The contractor may procure box type of their choice. However, to ensure compatibility with unit needs the box type must be approved by the COR prior to purchase. As needed, the boxes shall be purchased under the cost reimbursable CLIN in accordance with paragraph 3.2.3.

1.2.6.3. The contractor shall perform an inventory of Kit contents upon return of each dispatch kit and accomplish a sequence check on all pages in T.O.s used (broken seal or other detection method) prior to re-issuing dispatch kit.

1.2.6.4. The contractor shall coordinate sub-account and dispatch kit contents annually and upon request of the affected work center with appropriate Team Training Flight (TTF), COR, work center representatives, and the TODO

1.2.6.5. The contractor shall pre-prepare Dispatch Kits for dispatching teams. Kits shall be made available two hours prior to the scheduled show/standby time.

1.2.7 Provide and Maintain a Primary Library

1.2.7.1. The contractor shall provide sufficient TOs to support normal maintenance requirements and contingency operation and special events or as required by the Government (see PWS Paragraph. 1.4.11.3-Emergency or Special Event Services).

1.2.7.2. The contractor shall inventory the primary library account at least bimonthly. Notify COR of any discrepancies.

1.2.8. Electronic T.O.s and eTools

1.2.8.1. The contractor shall setup and manage all e-Tools IAW TO 00-5-1 and applicable MAJCOM supplements and T.O. 31S5-4-ETOOL-1.

1.3 SPECIAL REQUIREMENTS:

1.3.1. Classified Materials

1.3.1.1. The contractor shall comply with security requirements for receipt, handling, and storing of classified materials (see PWS Paragraph 1.4.4-Security Requirements).

1.4 GENERAL INFORMATION:

1.4.1 Contractor Qualifications

1.4.1.1. The contractor shall provide an individual(s) at each installation who is the senior member responsible for contract performance. This person(s) shall be designated in writing within ten (10) days after contract award to the COR at each site, HQ AFGSC/A4MX, and the CO. This person(s) shall have full authority to act for the contractor on all contract matters relating to the daily operations of this contract at their respective site and shall be available during normal duty hours.

1.4.2. Contractor Employees Qualifications

1.4.2.1. The contractor shall provide a contact person(s), for after hour notifications or issues.

1.4.2.2. The contractor shall employ people who can read, write and speak English.

1.4.2.3. The contractor shall not employ any person for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population.

1.4.2.4. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.

1.4.2.5. The contractor shall not employ any person who is an employee of the US government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with the DoD 5500.07-R, Joint Ethics Regulations, Chapter 8. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

1.4.2.6. Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles per AFI 91-207, USAF Traffic Safety Program.

1.4.2.7. Contractor TODO personnel shall be familiar with and able to execute requirements IAW paragraph 1.2.3, 1.2.4, and training requirements outlined in paragraph 1.4.8.

1.4.2.8. Contractor IMDS operators shall be familiar with and able to execute requirements IAW paragraph 1.2.1 and 1.4.8 of this PWS.

1.4.3. Contractor Meeting Requirements

1.4.3.1. The contractor shall support meetings, briefings, working groups and technical interchange meetings with their functional counterpart Government representatives. These meetings may require the contractor to travel outside the local area; all contractor travel requires prior government approval from the COR/Contracting Officer. All authorized travel expenses shall be cost reimbursable IAW the Joint Travel Regulation.

1.4.3.2. The contract manager or alternate shall be familiar with and comply with any existing manufacturer/government contracts and warranties that are applicable to the equipment under this contract. Records shall be maintained for all actions performed under these contracts and warranties. These records shall be presented for review to the COR upon request.

1.4.3.3. The contractor shall keep the Maintenance Group Superintendent and Maintenance Operations Flight CC and Maintenance Operations Flight Superintendent advised of changes in the status of all systems, which have impact on the mission of their organization as soon as it becomes known.

1.4.3.4. The contractor shall maintain records for all updates, incidents, trouble calls, downtime and computer asset changes. These records shall be presented for review to the COR and turned over to the COR upon request.

1.4.4 Security Requirements

1.4.4.1. The contractor shall comply with all applicable base and local security requirements. The contractor is required to comply with all security regulations and directives as identified herein and other security requirements as are shown elsewhere in this contract. The contractor shall comply with DD Form 254, DoD Contract Security Classification Specification.

1.4.4.2. The contractor shall coordinate with proper authorities to obtain a Common Access Card for each employee requiring access to the Air Force Bases.

1.4.4.3. The contractor shall ensure at a minimum the Site Program Manager, Lead TODO, and alternate TODO hold a SECRET security clearance at each site to meet work center requirements. Specifically an employee must be available during duty hours, after duty hours, or in emergency situations, who can access SECRET documents.

1.4.4.4. The contractor shall comply with the provisions of DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Chapter 5, for safeguarding classified information. The contractor shall work with the appropriate Defense Security Service office to obtain SECRET security clearances for contractor and subcontractor employees requiring access to classified information and the contractor is responsible for escorting its own employees until a secret clearance is obtained by them.

1.4.4.5. The contractor shall provide required employee information for access to classified information and controlled areas, to the appropriate agencies.

1.4.5. Physical Security

1.4.5.1. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, properties, and materials shall be secured.

1.4.5.2. The contractor shall establish and implement methods of ensuring all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall provide the COR with a list of individuals issued keys and the locations the key allows access to. List must be updated within 15 work days of changes. No keys issued to the contractor by the Government will be duplicated. The contractor shall develop procedures covering key control. Such procedures should include turn-in of any issued keys by personnel who no longer require access to locked areas. All references to keys include key cards, combinations and all other access control devices. The contractor shall immediately report the occurrences of a lost or duplicated key to the COR at each site.

1.4.5.2.1. In the event keys are lost or duplicated, the contractor shall follow base procedures to re-key or replace the affected lock or locks which may include the contractor being required to replace or re-key at his own expense at the direction of the CO. Notify applicable base security personnel.

1.4.5.3. The contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. All combinations shall be provided to the COR.

1.4.6. Information Security

1.4.6.1. Contractor shall use only use software that has been approved for use on Air Force Information Systems.

1.4.7. Safety Requirements

1.4.7.1. In performing work under this contract, the contractor shall:

1.4.7.2. Conform to the safety requirements continued in the contract for all activities related to the accomplishment of the work. Take such additional immediate precautions as the COR may reasonably require for safety and mishap prevention purposes.

1.4.7.3. Develop and provide a safety plan for the protection of government facilities and property and provide a safe work environment for contractor personnel. (CDRL A005)

1.4.7.4. Record and report, within one (1) hour, to the COR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

1.4.7.5. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the COR.

1.4.7.6. If the Government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

1.4.7.7. The contractor shall be knowledgeable of and comply with all applicable Federal (i.e., Occupational Safety and Health Administration, OSHA), State, and Local laws, regulations, and requirements regarding safety practices.

1.4.8. Training:

1.4.8.1. The contractor shall ensure an adequate number of employees are knowledgeable and have experience on the following systems and topologies (at least one employee per site, could be one person for all topologies, shall be kept to minimum number of people required to ensure performance of requirements):

1.4.8.1.1. Microsoft Office Suite Applications

1.4.8.1.2. Microsoft Windows Operating Environment

1.4.8.1.3. Structured Query Language

1.4.8.1.4. Statistical Analysis

1.4.8.1.5. Contractor personnel responsible for maintaining publications shall be trained IAW AFI33-322 and AFI 33-364.

1.4.8.2. Contractor employees are eligible to enroll in Extension Course Institute (ECI) courses, Computer Based Training, Air Force Distance Learning and participate in the Air Force formal training courses requiring temporary duty (TDY) when it is in the best interest of the Government as determined and approved by the PM. Such training shall be provided in accordance with criteria of the Education and Training Course Announcements website (https://www.my.af.mil/etcacourses/default1.asp). Contractor employees may also attend or be required to attend other training courses during the life of this contract that would benefit the Government. HQ AFGSC/A4MX shall notify the contractor of additional training requirements. Requests to attend additional training courses shall be submitted through the COR. The Government shall fund actual training cost, per diem, and travel at government rates IAW Joint Federal Travel Regulations (JFTR) under the cost reimbursement CLIN. The Government shall have access to training records upon request. Contractor shall provide certificates of completion, prior to invoicing for travel or training cost.

1.4.8.2.1. The following courses shall be completed by the contractor employees within 60 days of the start of the first operational performance period. Courses will be offered either in web-based or classroom format, and shall be provided by the Government at no cost to the contractor. The contractor shall maintain a list identifying classes completed and completion dates for each employee and must be available to the COR upon request.

1.4.8.2.1.1. Weapon System Familiarization (All employees, if class is available on-site)

1.4.8.2.1.2. Block III Equipment Management (as appropriate)

1.4.8.2.1.3. Information Protection and Information Assurance (as appropriate for all employees requiring Local Area Network access)

1.4.8.2.1.4. Records Management Class (For the appropriate level)

1.4.8.2.1.5. TODO personnel shall complete all required training in accordance with TO 00-5-1.

1.4.8.3. The contractor shall train their employees on Hazardous Communications (HAZCOMM) as directed in 29 Code of Federal Regulations (CFR) 1910.1200, OCCUPATIONAL HEALTH AND SAFETY.

1.4.9. Quality Assurance/Control:

1.4.9.1. Pursuant to FAR 52.246.4., the Government shall evaluate the Contractor’s performance under this contract. Government personnel shall record all surveillance observations. When an observation indicates defective service, the COR shall require the contractor’s on-site representative to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgement that he or she has been made aware of the defective performance. Such surveillance shall be done according to standard inspection procedures or the other contract provisions. Any action taken by the CO as a result of surveillance shall be according to the terms of this contract.

1.4.9.2. The contractor shall provide a Status Report IAW CDRL A006. A site specific report shall be given to each COR at each site, and a summary report (for all sites) shall be distributed IAW CDRL A006

1.4.9.2.1. The Status Report shall detail contractor activities during the reporting month. The Status Report shall include, but not be limited to: a summary of work performed and results obtained current or potential problems and/or issues, and an explanation of deviations from the previous month’s projections.

1.4.9.3. The contractor shall obtain COR approval prior to publishing local procedures, in accordance with applicable governing directives (i.e., AFI, AFGSCI or Technical Data.)

1.4.9.4. Quality Program Plan. The contractor shall implement a quality program through a Quality Program Plan (QPP), which is modeled on ISO 9001:2000 Quality System Management or an equivalent quality system that satisfies the same principles. (CDRL A007).

1.4.9.5. The contractor shall have a process to address customers’ complaints. These should be submitted to the contractor who shall provide a copy to the COR within two (2) work days of receipt of complaint. If the contractor believes that the complaint is unjustified, they shall also submit a rebuttal statement. CORs shall validate rebutted complaints within four (4) work days of receipt, by providing a written statement to the contractor. If complaint is determined to be unjustified, the COR shall notify the contractor and the customer who submitted the complaint of the decision and terminate the complaint process for that item. If validated by the COR and within six (6) work days of receipt, the contractor shall submit a written answer to the COR and the customer who submitted the complaint on how the complaint was resolved. The contractor shall have no more than four (4) valid customer complaints during a month.

1.4.9.5.1. Within two (2) work days, the contractor shall send an answer to the COR and the customer who submitted the complaint on how the complaint was resolved.

1.4.10. Environmental Controls.

1.4.10.1. The contractor shall comply with all laws, regulations and requirements regarding environmental protection. The contractor shall also be aware of the types of hazardous materials encountered and comply with the local hazardous material (HAZMAT) procedures to include turn-in of HAZMAT to the Government for disposal.

1.4.10.2. At Minot AFB, North Dakota, the contractor shall comply with the support agreement between the 5th Bomb Wing and the 91st Missile Wing (Minot AFB) in regard to Environmental Cleanup and Compliance.

1.4.11. Hours of Operation:

1.4.11.1. Normal Hours of Operation. The contractor shall perform the services required under this contract Monday through Friday during the hours listed in the table below, with the exception of Federal Holidays, or when F.E. Warren, Malmstrom, Minot, and Vandenberg AFBs are officially closed by the installation commander, or under emergency or special event services. For the T.O. Libraries, the contractor shall make personnel available to support maintenance show times based on the published daily maintenance production schedule.

1.4.11.2. Recognized Holidays. The contractor is not required to perform the routine services required for the functions under this contract during recognized Federal holidays, with the exception of emergencies or special events. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.

1.4.11.3. Emergency or Special Event Services. The Contractor shall ensure that a representative can be reached, at all times, by the Missile Maintenance Operations Center (MMOC). The MMOC is authorized to control military access to the Technical Order Library for mission critical support after normal duty hours.

1.4.11.3.1. Base alerts, base inspections, exercises and urgent software updates, code changes, TCTOs and interruption of IMDS services are considered performance requirements covered under the this contract whenever each occurs irrespective of Paragraphs 1.4.11.2-Recognized Holidays and 1.4.11.3-Emergency or Special Event Services.

1.4.11.3.2. The contractor shall provide contingency support for increased mission requirements up to and including declared war. These services shall be provided 24 hours a day, seven (7) days a week, when required for up to the entire duration of the emergency. Increased mission requirements, may be augmented by the Government, at its option, when it is perceived that mission accomplishment is endangered.

1.4.11.3.3. The contractor shall provide an Emergency and Special Services Contingency Plan for the following events: Contingency support (para 1.4.11.3.2), Natural Disaster or Catastrophic Damage, Terrorists Attacks/Civil Disturbance, Labor Disputes/Strike Action/Work Stoppages. (CDRL A008)

1.4.11.4 Services. During Crisis. The performance of these services is not considered mission essential during times of crisis. Should a crisis be declared, the CO or their representative shall verbally advise the contractor of the need for temporary suspension of services, followed by a written notification. A representative of the CO shall further notify the contractor verbally when the crisis has ended with written notification to follow. All contract changes resulting from this crisis shall be negotiated IAW FAR contract clauses.

1.4.12. Conservation of Utilities and Resources

1.4.12.1. The contractor shall instruct its employees on utilities conservation practices and USAF Fraud, Waste and Abuse policies. The contractor shall be responsible for operating under these conditions, which prevent the waste of utilities.

1.4.12.2. The contractor shall ensure general cleanliness is maintained in the assigned area(s) and removal of trash/recyclable waste into the appropriate containers provided by the Government.

1.4.12.3. The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Appendix 4.2, Applicable Publications and Forms. If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five (5) working days of the request.

1.4.13. Travel

1.4.13.1. Contractor shall obtain approval in writing from the COR in advance of all authorized travel in support of mission requirements. Upon completion of travel the contractor shall submit a trip report to the COR within 30 days. Travel reports as a minimum shall address an overview of items discussed at subject meeting or conference, highlights of items which could/shall effect current operations, and meeting/conference benefit. (CDRL A009)

1.4.13.2. Contingency Travel. No contingency travel is anticipated.

1.4.13.3. Non-Contingency Travel. Travel away from the normal duty location shall be performed as approved by the Government COR. Approximately 1-2 trips annually per location are estimated to support this task and consist of attending the Technical Order Distribution Officer Conference. Occasionally the contractor may be asked to represent HQ AFGSC/A4M in support of testing new Air Force enterprise systems in relation to either Technical Orders or Maintenance Data Collection.

1.4.14. Product Ownership

1.4.14.1. All data and documents generated by the Contractor, and required by CDRLs in the performance of this PWS are the property of the Government.

1.4.15. Proprietary Data

1.4.15.1. Contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.

1.4.15.2. During the contract period, all data pertaining to this contract shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends.

1.4.15.3. The Government has rights to all deliverables developed under this PWS. The Contractor shall not use any materials pertaining to this contract for business development or any other vendor strategic purposes.

1.4.16. Phase-In Plan

1.4.16.1. The contractor shall provide a Phase-in Plan to HQ AFGSC/A4MX for approval (CDRL A010). The plan shall address implementation of the below items: The contractor shall present the plan to the Government for approval.

1.4.16.1.1. The Phase-in Plan shall address the following objectives at a minimum:

1.4.16.1.2. Observe work accomplished by current personnel.

1.4.16.1.3. Become thoroughly familiar with work requirements and work procedures.

1.4.16.1.4. Complete the hiring of personnel to assure satisfactory performance beginning on the contract start date.

1.4.16.1.5. Accomplish necessary training of contractor employees.

1.4.16.1.6. Complete required work plans/procedures.

1.4.16.1.7. Complete quality control plans and procedures.

1.4.16.1.8. Accomplish an inventory with the incumbent contractor of any residual office supplies.

1.4.16.1.9. Accomplish a joint inventory with incumbent contractor and COR, of all government furnished equipment.

1.4.16.2. The successful offer or shall be allowed access to the facilities to familiarize supervisors, key personnel and staff with equipment, reporting, work scheduling and procedures. However, such access shall not interfere with the production efforts of current personnel. Further, such access into classified areas shall be provided upon validation of contractor compliance with security classification and access procedures. Also, to preclude such interference, arrangements and work processes for access to the Government facilities shall be made with the COR.

1.4.17. Phase-Out Plan

1.4.17.1. The contractor shall provide the Government with a Phase-out Plan (CDRL A011). The plan shall address the below items at a minimum:

1.4.17.2. The incumbent contractor shall provide familiarization, to the Government or the follow-on contractor. During the phase-out familiarization period, the incumbent shall be fully responsible for the operation of TOLMDS. The contractor shall perform phase-out as follows:

1.4.17.3. Provide all records and programs to the COR.

1.4.17.4. Inventory and turn over all GFE to the COR.

1.4.17.5. Turn in all keys that are listed on the key control log to the COR or key control government representative.

1.4.17.6. Upon completion of the contract the contractor shall leave all office supplies purchased under this contract, see PWS Paragraph 3.1- Government-Furnished Property.

Part 3

3. GOVERNMENT-FURNISHED PROPERTY (GFP) AND SERVICES:

3.1. General Information. The Government shall provide, without cost, the facilities, equipment, materials, and/or services listed.

3.2. Government-Furnished Property:

3.2.1. Facilities. The Government shall furnish facilities for the performance of this contract. No alterations to the facilities shall be made without specific written permission from the CO. These facilities shall only be used in performance of this contract.

3.2.2. Government-Furnished Equipment. The Government shall provide the contractor basic Information Technology Hardware Assets (ITHA) and office equipment (telephones, facsimile machines, computers, safes, and shredders) for work performed at the Government facility. The Government shall provide required shelving units/shelving for the main technical order library and each section/location of sub-accounts. The contractor shall be responsible for maintenance, storage, handling, and disposition of all equipment including excess equipment.

3.2.2.1. Equipment Inventory. Government furnished equipment shall be inventoried: no later than five (5) calendar days prior to start of first operational performance period; and no later than ten (10) calendar days before completion of the contract period (including all option periods). The contractor and the COR shall conduct a joint inventory of all government furnished equipment and the contractor shall sign a receipt for all equipment provided by the Government. The contractor shall maintain a current up-to-date listing of all government furnished equipment and provide a signed copy to the COR (CDRL A012). The contractor and the COR shall jointly determine the working order and condition of all equipment, to include cause of damage if applicable. Items of equipment missing or not in working order shall be recorded (to include cause of missing/damaged item) and the CO shall be notified in writing. The Government shall replace missing items and repair all items not in working order found to be government fault or of undetermined cause. The CO shall direct the contractor to replace the missing item(s) or accomplish required repairs on item(s) if contractor is found to be at fault. Additionally, the Government may elect to conduct a Report of Survey if necessary to determine cause/fault of any missing or damaged items. The Government representative shall give disposition instructions for items beyond repair. The contractor and the Government representative shall certify their agreement as to the working order of the equipment.

3.2.2.2. Replacement of Government-Furnished Equipment (GFE). The contractor shall submit requests for replacement of government-furnished equipment in writing to the COR. Such requests shall specify the reason for the replacement request.

3.2.2.2.1. Equipment Maintenance. The contractor shall be responsible for all minor maintenance on government furnished equipment. Computer equipment shall require maintenance in accordance with PWS Paragraphs 1.2.1-IMDS Operations.

3.2.2.2.1.1. Minor maintenance shall include but is not limited to cleaning, adjusting, tightening of nuts and bolts, preventive maintenance, and actions recommended by the equipment manufacturer.

3.2.2.2.1.2. Major maintenance is any part of maintenance such as scheduled maintenance, and engine overhauls. Major maintenance of equipment shall be provided by the Government.

3.2.2.3. Property Accountability. At the completion or extension of the contract, a joint inventory of equipment shall be conducted by the contractor and a CO designated government representative. Any damage due to contractor negligence, shall be repaired or replaced by the contractor within 30 days of discovery.

3.2.2.3.1. Disposition of Property. When government furnished equipment is determined to be beyond economical repair it shall be certified by the local COR or other CO appointed government official as condition condemned and reported to the equipment Administrator/Plant Clearance Officer for disposition.
