About this file
This document is a Request for Information (RFI) and associated Questions and Answers (Q&A) issued by the Department of the Air Force, United States Space Force, Space Launch Delta 30 for carpet installation services at Building 7015. The RFI includes representative photographs of the facility showing cubicle partitions, fixed offices, hallways, administration sections, waiting areas, and typical cubicle sections, along with visual examples of existing furniture and layout that contractors must accommodate during installation.
Key project details include: contractors are responsible for moving filing cabinets (with customer assistance in emptying them), work will occur during standard daytime business hours around existing operations, and personal items and plants will be removed by the customer prior to installation. The installation must be sectioned to allow employee teleworking without mission impact, with two rows of workstations carpeted separately due to their use for launch support operations. Contractors will have access to the service elevator for material transport and debris removal. The government intends to use one carpet product and color throughout the facility, with wood base replacement in like-kind materials. Laydown areas are designated adjacent to Building 7015 for temporary material staging and equipment storage with vehicle offloading access available. A debris chute through a third-floor window and dumpster placement require facility manager concurrence. The original quote deadline of September 1, 2026 at 12:00 PM Pacific was extended to September 4, 2026 at 12:00 PM Pacific. The schedule, phasing plan, and period of performance remain in development, with specific workstations requiring continuous operation identified in an attachment.

11. Will the installation be sectioned or all at once?
- The installation should be sectioned in a way that SE can group employees for teleworking and not impact the mission. Two of the rows should be carpeted separately because the computers are used for launch support. (See attachment 2 for workstations used for launch support.)
12. Carpet option for bidding: Section 2.6 lists seven Tier I carpet products for the same project areas. Could you please clarify whether offerors may select any one of the listed products, or whether the Government intends for a particular product to be quoted? Please also clarify whether one selected product and color is intended throughout the project unless otherwise shown on a flooring layout.
The Government does not intend for a particular product to be quoted.
13. Carpet layout: The PWS identifies the carpet products, colors, sizes, and installation directions, but we did not find a scaled layout showing borders, trim patterns, or insets. Is one carpet product and color intended throughout, or is the lobby intended to have a border, trim pattern, or contrasting inset with a base color in the other rooms similar to the existing layout? If multiple products, colors, or patterns are required, could the Government provide a scaled layout showing their locations, dimensions, installation direction?
One carpet product and color intended throughout

16. Debris chute and container: May the contractor use an enclosed debris chute through an operable third-floor window and place a dumpster or carpet-recycling container near the building?
We’ll need concurrence from the facility manager for use of an enclosed debris chute through an operable third-floor window and place a dumpster or carpet-recycling container near the building and will provide this information to the awarded contractor.
17. Schedule and phasing: Could the Government provide the anticipated period of performance, permitted work hours, and the maximum number of workstations that may be taken out of service at one time?
