About this file
This is a Limited Asbestos Survey report for Building 7015 at Vandenberg Space Force Base (VSFB), California, conducted on May 1, 2026, by Insight Environmental, Inc. The survey was performed to determine the presence or absence of asbestos-containing materials (ACM) prior to a proposed flooring replacement project on the third floor. The survey was conducted by Jacob A. Quiroga (CSST #19-6530) under the supervision of Benjamin Blaker (CAC #15-5563) and was limited to accessible building materials within the outlined project areas. All material samples were analyzed by EMSL Analytical, Inc. (NVLAP #101048-0 and Cal ELAP #1877) using Polarized Light Microscopy (PLM) in accordance with AHERA Method 40CFR 763 Subpart E and EPA 600/R-93/116.
Laboratory analysis of nine bulk material samples revealed no asbestos detected in any of the tested materials, including drywall and joint compound samples from three locations (322 corridor, 323 training area, and 319 open area), rubber cove base adhesive samples from three locations, and blue carpet flooring adhesive samples from the 322 corridor, 323 training area, and 319 open area. The survey concluded that all sampled building materials are non-asbestos containing and meet EPA standards where materials containing greater than 1% asbestos are classified as ACM. The report notes that findings are strictly limited to the time, date, and scope of evaluation, and recommends contacting Insight Environmental, Inc. if any other suspected asbestos-containing materials are discovered during renovation or demolition activities.

LIMITED ASBESTOS SURVEY
DATE: May 7, 2026
ATTENTION: SLD 30/SE
SUBJECT PROPERTY: Building 7015 VSFB, California 93437
INTRODUCTION:
On May 1, 2026, Insight Environmental, Inc. performed a Limited Asbestos Survey at the subject property. The purpose of this survey was to determine the presence or absence of asbestos containing materials prior to a proposed flooring replacement project located on the third floor.
For the purpose of this survey, all areas within the scope of work for this project are deemed homogeneous with the sampled building materials. This Survey was limited to the accessible building materials within the outlined areas by the retained contractor. This survey was conducted by Jacob A. Quiroga (CSST #19-6530) under the supervision of Benjamin Blaker
(CAC #15-5563).
ASBESTOS GUIDELINES
According to standards established by the Environmental Protection Agency (EPA), any material that contains greater than 1% of asbestos is considered to be an Asbestos Containing Material (ACM), and is subject to regulatory provisions under 40 CFR 61.
Materials containing greater than one tenth of one percent (>0.1%) and less than one percent are considered Asbestos Containing Construction Materials (ACCM) according to Cal-OSHA.
These materials are subject to regulatory provisions under the California Code of Regulations (CCR), Title 8; Section 1529.
All material samples were forwarded to EMSL Analytical, Inc., (NVLAP #101048-0 and Cal ELAP #1877). See attached laboratory report for details.
Limited Asbestos Survey
ASBESTOS SAMPLING SUMMARY
Non-Asbestos Containing Materials: According to independent laboratory analysis, no asbestos was detected in the following sampled materials:
The drywall/ joint compound wall materials sampled at three locations The rubber cove base adhesive sampled at three locations The adhesive associated with blue carpet flooring located in the 322 corridor, 323 training area, and 319 open area. The blue carpet and adhesive are deemed homogeneous throughout all areas of anticipated removal.
CONCLUSIONS & RECOMMENDATIONS:
1. Insight Environmental Inc. concludes, according to independent laboratory analysis, no asbestos was detected in the sampled building materials collected from the areas of anticipated disturbance as identified by the client.
2. If during the course of any renovation/demolition, any other suspected asbestos containing materials are discovered, Insight Environmental, Inc. should be contacted for further testing and recommendations.
LIMITATIONS:
The findings set forth in this survey are strictly limited to the time, date, and the scope of the evaluation. Insight Environmental, Inc. does not guarantee that all asbestos will be removed or that asbestos materials in concealed locations have been discovered or disclosed.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
