About this file
This document is a Request for Information (RFI) issued by the United States Space Force Space Launch Delta 30 regarding WiFi infrastructure for unaccompanied housing (UH) dormitories at Vandenberg Space Force Base. The RFI seeks clarification on technical and operational requirements for a WiFi service deployment across eight dormitory buildings (13120, 13121, 13122, 13123, 13135, 13320, 13321, 13322, and 13323) containing approximately 304 total dorm rooms.
The primary service requirement is to provide WiFi internet access meeting FCC broadband standards of at least 100 Mbps download and 20 Mbps upload speeds per individual dorm room. The network must include a captive portal login landing page describing terms and conditions of use, with web content filtering for inappropriate material per Air Force policy. The existing infrastructure consists of Cat5e cabling installed between 2018 and 2020, with MDF facilities located in mechanical rooms at buildings 13120, 13123, 13320, and 13323. Demarcation points for commercial ISP service are located at each mechanical room and in room 117 of the Titan building. No site surveys will be provided to offerors. The contractor will retain ownership of all equipment at contract end. Internet lines to the dormitories are owned and controlled by third parties. No specific equipment brand preference exists. The infrastructure in place is not government-owned, but contractors may utilize existing infrastructure and cabling to meet service requirements.

DEPARTMENT OF THE AIR FORCE
UNITED STATES SPACE FORCE
SPACE LAUNCH DELTA 30
SUBJECT: Request for Information (RFI) – UH WiFi
1. What are the building names/numbers, number of rooms, and street addresses?
Building numbers 13120, 13121, 13122, 13123, 13135, 13320, 13321, 13322 and 13323.
~304 dorms total. See attached for address.
2. Can you provide physical address to the building that has the MDF where data circuit will be installed?
The facilities for the MDF are located in the mechanical rooms at B13120, 13123, 13320 and 13323.
3. Would you provide floor plan with dimensions for all coverage area of the buildings?
See attached.
4. What is the infrastructure, would Government network share IT room with the Wi-Fi for unaccompanied housing Internet Services network in this request?
Infrastructure is currently Cat5e/fiber for UH rooms/dayrooms and common areas. Small amount of space in B13120, 13123, 13320 and 13323 mech rooms is utilized for government network purposes to support the Unaccompanied Housing Airmen Dormitory Leader Offices.
Government network is not/will not be supplied in the main Unaccompanied Housing areas Wi- Fi is being requested in.
5. Is this solicitation to build a government network, then create a Captive Portal for dormitory use?
No, the solicitation is only to provide Wi-Fi for UH residents within the dormitory rooms of buildings identified in Question 1. The requirements that must be met for the network are laid out below:
Per section 2265, broadband internet access shall “meet or exceed any speed benchmark established by the Federal Communications Commission” (FCC) under section 706 of the Telecommunications Act. As of March 2025, the current FCC minimum for fixed broadband at the time of this policy is 100 Megabytes per second (Mbps) download and 20 Mbps upload speeds (FCC-24-27A1). In the event that fixed broadband internet access service is not offered, or deemed too cost prohibitive to install (e.g., remote or some rural locations), fixed wireless access (e.g., 5G router or non-terrestrial network (NTN) router that offers Wi-Fi connectivity), or mobile broadband services (e.g., 5G hotspots) may be leveraged. While there is currently no FCC minimum benchmark for these wireless or mobile services, a cost-benefit analysis should be performed to provide the most affordable service available while meeting the goals set forth in this memorandum.
A service login landing page (i.e., captive portal) will be presented to each user that clearly describes the terms and conditions of use prior to the user accessing the service.
Appropriate web content filters shall be applied and content will be filtered for inappropriate material in accordance with respective Component-level policy.
Wi-Fi is offered by the broadband internet access service, any use of a DoD Wireless Local Area Network (WLAN) enabled portable electronic device (PED) (e.g., DoD laptop, DoD mobile device) on the service must comply with Section 3.4 of DoD Instruction 8420.01. Personal devices are not subject to this requirement unless otherwise directed by OUSD(P&R) or a cognizant Component-level policy.
6. Do you require every user access to be through the captive portal, or the network (SSID), how many?
Yes, a service login landing page ( i.e. captive portal) must be presented to each user that clearly describes the terms and conditions of use prior to the user accessing the service.
Minimum requirement for 304 users/rooms.
7. Do you require content filtering and any other specific security?
Yes, appropriate web content filters must be applied, and content will be filtered for inappropriate material per AF policy.
8. Do you have requirement for any IOT devices like printer, camera thermostat etc.?
No, IoT devices are not utilized in UH rooms (thermostats, cameras, printers), however, if resident did have personal printer with Wi-FI capabilities, we would like the device to be able to connect.
9. Would there be any requirement for wired Ethernet ports in the buildings?
Yes, there are already established wired ethernet ports in each bedroom and dayroom of each facility.
10. Do you have any desirable brand (OEM) for this network equipment?
No name brand preference for this requirement.
11. Do you require contractor to remove all equipment at the end of contract, or would it be the government owned?
Will remain Contractor’s equipment.
12. Site Visit / Site Survey:
Will the Government provide a pre-proposal site visit or site survey opportunity for offerors to inspect the existing telecommunications rooms, network equipment, cabling, and Wi-Fi infrastructure prior to the quotation due date?
No site surveys.
13. Existing Network Infrastructure:
Please provide, if available, the existing network topology and equipment inventory, including switches, wireless access points, routers, cabling, and inter-building fiber. Please also clarify whether the existing infrastructure is Government-owned and available for use by the awarded contractor.
Attached latest network topology available from 2020 internet network upgrade.
14. Titan Building 13135 / Central Aggregation Point:
Is the telecommunications room in Titan Building 13135 intended to serve as the central aggregation point and Internet demarcation for all UH dormitory buildings?
No, Titan is not currently the central aggregation point for all UH dormitory buildings.
Titan has telecommunications storage in room 117, and the other facilities are in the mechanical rooms of B13120, 13123, 13320 and 13323.
15. Inter-Building Connectivity:
If Internet service is delivered at Titan Building 13135, may the contractor utilize existing Government inter-building fiber/network infrastructure to distribute Internet connectivity to the individual dormitory buildings? If so, please identify the available connection type and bandwidth/capacity between Building 13135 and each dormitory building.
Duct work was ran to connect the 100 and 300 series dormitories, and Titan is only connect to B13323 . Map attached from previous Titan update in 2018. If needed additional coordination can be made with Comm Squadron to validate previous work.
16. Internet Bandwidth Requirement:
The SOW requires broadband Internet access exceeding 100 Mbps download and 20 Mbps upload. Does this requirement apply per individual dormitory room/user, per dormitory building, or to the aggregate Internet connection serving the entire UH Wi-Fi system?
Requirement is per individual dorm room. Every dorm resident should have access to AT LEAST 100 Mbps download and 20 Mbps upload.
17. Existing Infrastructure Requirement:
The SOW states that “The Contractor should already have the bulk of the infrastructure in place in the Vandenberg SFB dormitories.” Please clarify whether an offeror that does not currently own infrastructure within the dormitories may utilize existing Government-owned infrastructure, or whether the awarded contractor will be responsible for providing/replacing the required infrastructure.
The infrastructure in place is not government owned, but intention was for any additional ISP being added to VSFB would be able to utilize existing infrastructure/cabling once installed to the facilities, so offeror will be able to utilize existing infrastructure and cabling as long as it works for the service they are able to provide, and meets all requirements outlined by DoW above in question 5.
18. Captive Portal / User Authentication:
Does the Government have specific requirements for the landing page/user login method, such as individual user accounts, room-based credentials, self-registration, voucher-based access, or integration with an existing Government authentication system?
Only requirement which is required to be met is: “A service login landing page (i.e., captive portal) will be presented to each user that clearly describes the terms and conditions of use prior to the user accessing the service.”
Based on requirements being for each user, a minimum of an individual login should be required for each user accessing the system (minimum 304 users).
19. Can the government describe the existing in-building infrastructure the Contractor is expected to reuse “to the greatest extent possible” (SOW 3.1): Is there existing horizontal copper cabling to each dormitory room? If so, what category (Cat5e/Cat6/Cat6A), what age/condition?
To the best of our knowledge, cabling is Cat5e and was installed between 2018 (B13135 Titan) and 2020 (B13120-13123 and 13320-13323). I have attached last known upgrades for the facilities for review. Again, if additional information is required, requests can be made to comm squadron for further clarification.
20. Is the fiber/backbone path between the dormitories and Bldg 13135 Government-owned, or is it owned/controlled by a third party (e.g., the incumbent provider or base communications)?
All internet lines going to the dorms are owned and controlled by a 3rd party.
21. Is the existing outside plant (OSP) pathway between buildings — conduit, ductbank, handholes, manholes — available for use by the contractor? Since trenching is prohibited (SOW 4.2), the Contractor must rely entirely on existing pathways; please confirm existing pathways are adequate and available.
Yes, current infrastructure is available for use to include conduit and cabling.
22. Is there an incumbent contractor currently providing internet/Wi-Fi service to the VSFB dormitories? If so, please identify the incumbent and the contract number
This is a new requirement; there is no current incumbent. However, currently Onward and Yondoo are both ISPs providing service to UH members, but service must be paid directly by residents to company. Resident must also set up internet with ISP of their choice.
23. Where is the demarcation point for the commercial internet service? Please identify the specific building, room, and rack where the commercial carrier hands off service — is it the Titan (Bldg 13135) telecom room, or another location?
Demarcation points for ISP are at each mechanical room (B12120-13123 and B13320- 13323) and room 117 in Titan.
