All clarifications and Government responses provided herein supersede prior informal discussions and form an official part of the solicitation record.

Section 1: Solicitation Administration, Proposal Submission & Contract Terms Q1.1: Please confirm the proposal closing date and time.

Government Response: Quotes are due no later than 12:00 PM Pacific Standard Time (PST), Friday, 4 September 2026.

Q1.2: Will the Government accept more than one quote from a single offeror? How will Total Evaluated Price (TEP) be determined?

Government Response: No. Quoters may submit only one (1) quote in response to this solicitation. The Total Evaluated Price (TEP) is equal to the sum total of all Contract Line Item Numbers (CLINs) proposed in the quote.

Q1.3: Attachment 2 – RFQ Pricing Sheet appears to list both CLIN 0003 and CLIN 0004 as “End-User Training & Documentation.” Please clarify the intended scope/description for CLIN 0004.

Government Response: This clerical error has been corrected in the amended solicitation package.

Government Response: The applicable Department of Labor (DOL) Wage Determination has been incorporated into the amended solicitation package.

Q1.5: Is there a stated budget ceiling or Independent Government Cost Estimate (IGCE) for this project?

Government Response: An Independent Government Cost Estimate (IGCE) exists for this requirement; We have an anticipated maximum budget of $138,000.00 for this requirement.

Q1.6: Should sales tax be included in the proposed bid price, or is this project tax-exempt?

Government Response: All federal, state, or local taxes shall be excluded from the contract price in accordance with applicable federal tax exemptions.

Q1.7: If project delays are caused by the Government, how will labor and material cost increases be handled? Can overhead cost increases be passed on?

Government Response: FAR Clause 52.242-17 (Government Delay of Work) is incorporated into the solicitation to govern compensable Government-directed delays.

Q1.8: If a vendor cannot finish the project within the agreed schedule, will liquidated damages apply?

Government Response: No. Liquidated damages will not be assessed on this contract.

Section 2: Video Wall & Display Systems Q2.1: What is the required technology and size for the primary video wall display?

Government Response: The primary display shall be a permanently fixed Direct View LED (DVLED) / Micro LED seamless display. Sizing shall be approximately 132” W x 74.4” H in a 16:9 aspect ratio (or contractor-proposed ~163” diagonal equivalent) sized to fit within the available 8' 9" ceiling height while maintaining an active display area no smaller than the existing projector screen.

Q2.2: Is there an acceptable alternative display solution besides a video wall?

Government Response: No. A fixed Direct View LED video wall is mandatory.

Q2.3: What pixel pitch is required for the video wall?

Government Response: A 1.2 mm pixel pitch is requested. Contractors may propose a 0.9 mm pixel pitch or an alternative vendor-recommended pitch justified by room viewing distances, dimensions, and optimal image clarity.

Q2.4: How many independent video windows must the primary video wall support simultaneously?

Government Response: The primary video wall must support up to six (6) independent, simultaneous windows that are independently scalable, positioned, and routed.

Q2.5: What are the requirements and layout for the secondary (flanking) displays?

Q2.7: What is the requirement regarding launch pad video feeds and the multi-source video router?

Government Response: Descoped Requirement. The sentence “Provide and install multi-source video router to support launch pad video feeds from multiple launch pads, to be displayed on video wall and/or flanking screens” is deleted from the Statement of Objectives (SOO). The Government will connect its pad video distribution system into the A/V system at a future date. The room infrastructure should be capable of accommodating up to 20 incoming HD feeds in future phases.

Section 3: Audio, Microphones & Conferencing Systems Q3.1: What are the audio coverage and speaker requirements?
