SECTION 4 — EVALUATION FACTORS FOR AWARD
Addendum to RFO 52.212-2, Evaluation — Commercial Products and Commercial Services (Nov 2021)
The Government intends to award a Firm-Fixed-Price (FFP) purchase order to the responsible quoter whose quote, conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, score quotations, or have evaluation plans before communicating with quoters or soliciting revised quotations. The evaluation procedures are not subject to RFO Part 15 or RFO Part 14. The following factors shall be used to evaluate quotes in the order listed:
Factor 1 — Price
The Government will evaluate all quotes for price, ranking them from lowest to highest Total Evaluated Price (TEP). The Total Evaluated Price is the sum of all Contract Line-Item Numbers (CLINs) in Attachment 2 – RFQ Pricing Sheet. Quoted prices must be all-inclusive, incorporating all shipping and handling, delivery fees, applicable tariffs, transaction fees, and any other costs associated with complete delivery of the required items. The Government will not be responsible for any costs not included in the quoted TEP. The Government will determine the reasonableness of the lowest priced technically acceptable offer based on price competition received in response to this solicitation.
VANDENBERG SFB, CA 93437
Factor 2 — Technical Capability
The Government will evaluate the quote of the lowest priced quoter to determine whether the offered product(s) and services meet or exceed all requirements set forth in Attachment 1 – Statement of Objectives (SOO). Technical acceptability will be determined on a pass/fail basis, to be considered technically acceptable, the offeror's quote must clearly demonstrate the ability to fulfill the A/V equipment, installation, and integration requirements detailed in the SOO, including necessary compliance with DoD APLITS and NDAA standards. If the lowest priced quoter's offer is determined to be technically unacceptable, the Government will proceed to evaluate the next lowest priced quote. This process will continue in order of price ranking until a quote is determined to be technically acceptable in all respects, or until all quotes have been evaluated.
Factor 3 — Past Performance
The Government will evaluate past performance on an Acceptable/Unacceptable basis to determine the offeror’s likelihood of successfully performing the AV upgrade. Offerors are not required to submit past performance references or volumes. The Government will evaluate past performance relying solely on data available in Government databases, including the Supplier Performance Risk System (SPRS) and the Contractor Performance Assessment Reporting System (CPARS). In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably and will receive an 'Acceptable' rating.
(End of Addendum)
Responsibility Determination
Prior to award, the Contracting Officer will determine that the selected quoter is a source in accordance with RFO 9.103 and RFO 9.104-1. A quote determined to be technically acceptable will not result in award if the quoter is determined to be non-responsible. In such case, the Government will proceed to the next lowest priced technically acceptable quote.
(End of Provision)
