Statement of Objectives (SOO) 2 SLS, Bldg. 765 Conference Room Audio Visual Modernization

1. Objective: To modernize and install audio-visual (A/V) capabilities in the 2nd Space Launch Squadron (2 SLS) conference room located at Building 765, Vandenberg Space Force Base (VSFB), California. The upgraded system must enable hybrid communications, Microsoft Teams compatibility, and high-quality presentation capabilities consistent with mission launch team operational demands.

2. Requirement: The Contractor shall provide all supplies, transportation, equipment, tools, materials, labor, supervision, and management to design, procure, deliver, and install a fully integrated audio-visual system.

Any device, hardware, or software that connects directly or indirectly to the Air Force Information Network (AFIN/AFNET) or Department of Defense Information Network (DoDIN) must comply with the current Department of Defense cybersecurity and interoperability standards. In lieu of the sunsetted DoDIN Approved Products List (APL), the Contractor shall ensure all proposed solutions comply with applicable Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) or Security Requirements Guides (SRGs), and meet the interoperability requirements defined in the Unified Capabilities Requirements (UCR) CORE document. The Contractor is responsible for ensuring all equipment can be securely configured to meet these standards prior to installation and integration.

2.1. System Capabilities and Objectives:

The contractor shall design and implement an A/V solution that achieves the following performance objectives:

• Primary Display: A centrally located, securely mounted large-format video wall ~132” x 74.4” 4K Ultra HD Micro LED seamless display w/ 16:9 aspect ratio, TAA compliant, capable of multi-window processing and incorporating launch pad feeds.

Seismic mounting in compliance with current California Structural Performance Category (SPC) ratings. Contractor can propose a 163” diagonal or similar solution sized appropriately for the space and source content for best viewing intelligibility.

1.2mm Pixel Pitch is requested. Contractor is allowed to provide alternative solution of 0.9 Pixel Pitch or vendor recommended Pixel Pitch based on room size, monitor configuration and contractors experience.

• Secondary Displays: Quantity (2) 85" 4K displays flanking the primary video wall to expand visibility for the room.

• Audio Clarity: Exceptional audio transmission and reception suitable for a large room footprint (approx. 34’ L x 21’ 6” W x 8’ 9” H). The audio system shall include ceiling-mounted speakers ensuring full room coverage and integrated microphones.

• Wireless Audio: Quantity (2) wireless handheld microphone kits fully integrated into the room's audio system.

• Camera System: An integrated video conferencing camera system configured for comprehensive room coverage and Microsoft Teams compatibility.

• Control Systems: Intuitive A/V control system featuring touchscreen interfaces. This includes one remote touchscreen interface for the main conference table and a secondary primary control station located at the back of the room on a contractor-provided table.

• Routing and Connectivity: Provide and install multi-source video router to support launch pad video feeds from multiple launch pads, to be displayed on video wall and/or flanking screens. Additionally, provide multi-source video routing capabilities allowing users at the conference table to seamlessly broadcast to the video wall and flanking monitors via HDMI. All user-facing ports and connections must support USB-C compatibility (direct or via approved adapters).

• Cable Management: All cabling must be routed discreetly through walls, floors, or furniture to ensure a clean, professional finish with zero trip hazards.

2.2. De-installation and Site Restoration:

• The Contractor shall safely de-install and remove all legacy A/V equipment, including the existing temporary projector, projector screen, televisions, and any associated non-functional hardware.

• Clean-up of work area shall be performed daily. Contractors are responsible for disposal of refuse generated in the performance of their duties. Disposal is available onsite.

• The Contractor shall return all government-furnished laydown areas to their original condition upon completion.

2.3. Project Execution, Testing, and Spares:

• The contractor shall develop an installation schedule for all A/V tasks, which at a minimum identify material procurement and receipt (clearly identify long lead material items), installation of A/V systems and infrastructure, functional testing, and final acceptance testing. A preliminary schedule shall be provided with the contractor’s proposal. The final schedule shall be provided no later than 14 calendar days after the contract award.

• The Contractor shall conduct 100% system testing and validation, demonstrating full functionality and Microsoft Teams capability, prior to government acceptance (AFTO Form 747). The Contractor shall schedule a final project walk-through 5 calendar days prior to acceptance. The contractor shall sign the AFTO 747 after the base has signed the test report and the walk-through and any punch list items have been completed.

• The Contractor shall provide system test results and as-built documentation (including installation redlines) in a digital format.

• The Contractor shall recommend and provide an agreed-upon package of critical spares to ensure continuous operational readiness.

2.4. Training:

• The Contractor shall provide in-person, comprehensive end-user training for government personnel upon system turnover, including live demonstrations and operational documentation.

2.5. Warranty:

• The Contractor shall provide a minimum of one (1)-year system warranty, or the standard warranty provided by the Original Equipment Manufacturer (OEM), whichever is longer, covering all hardware and installation workmanship.

2.6. Security and Base Access:

• All contractor personnel must comply with VSFB security procedures, obtain necessary badges for controlled areas, and adhere strictly to OSHA safety regulations during installation. The contractor shall designate a site Provisioning Project Owner (PPO) to serve as the primary point of contact from award to site acceptance.
