XUMU 16-1149A Repair/Upgrade Driveway and Parking Lot at Breakers

Pre-Bid RFI’s

*Please respond in RED*

Q1 In the SOW - 3.1 states The contractor shall provide shop drawings before mobilization.

Do you just want the contractor to create initial existing drawings before the project starts?

A1. Yes, before construction starts and shall be in a submittal.

Q2 In the SOW - 3.8 states we are doing a complete overlay 1.5", but then in section 3.14 it states repair and double slurry seal. This does not sound correct. Can you explain the intention ?

A2. Line 3.14 is incorrect and should state overlay 1.5” and not double slurry seal.

Q3 The SOW states we are not to widen the exit road (concrete road) on the far west side end of the lot. Is that correct ?

A3. Yes, the contractor shall not widen the exit road, it will remain the same.

Q4 Roadway & Turnaround area (yellow area?) of 1600 sy is to be removed and 8” of rock & 4” of asphalt installed?

A4. Yes, remove asphalt and base course and install 8’ of Class-II aggregate base & 4” of asphalt.

(See line 3.10)

Q5 Parking lot 1 9070 sy (red area) is to be seal coated?

A5. 1.5-inch overlay shall be provided in the red area

Q6 Parking lot 1 (is this the area shown in blue?) plant & curb area 3630 sy is to be removed and 8” of rock & 4” of asphalt installed? The totals for parking lot 1 are 12,700 sy, yet they are comprised of 2 types of work, sealing and paving.

A6. The yellow area and only the blue area within the yellow area shall be sawcut and removed and provided with 4 inches of asphalt over 8 inches of base course and12 inches below finished subgrade shall be compacted to 95 percent maximum density. All other blue areas shall be provided with a total of 2 inches of asphalt over 6 inches of base course and 12 inches below finished subgrade shall be compacted to 95 percent maximum density.

Q7 Per below why is this area being patched when the entire area (yellow area) is being removed and replaced? “There are two areas on the road going from the roundabout to the facility. The contractor shall patch these two areas with 4 inches of Caltrans type A Asphalt over 8 inches of base course. (dips in road that go all the way across). The contractor shall clean out the drainage pipe under the road in this area and ensure proper drainage”.

The two areas on the road going from the roundabout to the facility shall be sawcut and removed and provided with 4 inches of asphalt over 8 inches of base course and12 inches below finished subgrade shall be compacted to 95 percent maximum density.

Q8 Per the following statement where are these areas and what are their quantities? “existing planters/curbs and walkways in the parking lot will be removed to add more parking space”?

A8. This is the blue area, 3630 Sy, see line 3.3

Q9 Please provide a quantity of patching required? It would make sense that any patching required would be in the Yellow area that is to be sealed since all other areas are being removed and replaced?

A9. See attached drawing for quantities of patching “Attach 7_XUMU161149A_Site Map - Locations of Repair Areas plus.pdf”. The two areas from the turnabout to the building have the same requirements as the yellow area, as they are used by heavy vehicles.

Q10 Can an equal or better than asphalt sealer other than “ACE” be used?

A10. There will be no seal coat a 1.5-inch overlay will be provided.

Q11 How many phases will be required to complete the work?

A11. Two (2)

Q12 Will a standard state specification for asphalt be acceptable?

A12. Yes, Caltrans type A asphalt.

Q13 To ensure that the price proposals are comparable, we would like to know if there is a specific quantity for the overlay repairs that need to be performed. Can the repair quantity be approximately 1100 SF (including the two repairs on the access road) so that there is uniform pricing for all bidders? The planter removal areas will remain as per the Statement of Work (SOW) at 3630 SY for the AC RPRs.

A13. The two repairs on the access road are not to be overlayed but being removed and provided with 4 inches of asphalt over 8 inches of base course and 12 inches below finished subgrade shall b compacted to 95 percent maximum density. This is a requirement since this is used by heavy trucks.

Q14 The SOW mentions the need to relocate the handicap parking to the front of the parking lot and re-stripe it according to ADA codes. After the project site visit, we have some questions regarding ADA Parking compliance:

Q14A. The HC Van and Car Parking Ramps currently have a slope of approximately 4 %, which exceeds the maximum requirement of 2% slope. Should the ramps be left as they are, or do they need to be made compliant with the ADA code?

A14A. They are required to be compliant with the ADA code.

Q14B. The two planned HC Van Parking areas near the roundabout do not have direct curb ramp access after exiting the vehicle, which is not compliant with the ADA code. Should this be left as it is, or will a curb ramp need to be added to be compliant with the ADA code?

A14B. A curb ramp will be required.

Q14C. There is an existing curb ramp at the sidewalk that does not meet the current ADA

Code near the planned five Car Handicap Parking. Should this be left as it is or does it need to be made compliant with the ADA code?

A14C. It is required to be ADA compliant.

Q15 Regarding the planter paving, after the demolition of the curb and dig out, is the section to be 2" AC over 6" class II base to be installed prior to the overlay. The question is: is the finished section of AC in this area to be 3 ½" of AC or a 2" thickness after completion?

A15. 2 inches of asphalt total.

Q16 We have a question regarding the two phases of work. Can the exit nearest the BLDG 13022 site be used as an entrance during construction?

A16. Yes, follow all road safety rules.

Islands in Crossings

501 General

501.1 Scope. The provisions of Chapter 5 shall apply where required by Chapter 2 or where referenced by a requirement in this document.

502 Parking Spaces

502.1 General. Car and van parking spaces shall comply with 502. Where parking spaces are marked with lines, width measurements of parking spaces and access aisles shall be made from the centerline of the markings.

EXCEPTION: Where parking spaces or access aisles are not adjacent to another parking space or access aisle, measurements shall be permitted to include the full width of the line defining the parking space or access aisle.

502.2 Vehicle Spaces. Car parking spaces shall be 96 inches (2440 mm) wide minimum and van parking spaces shall be 132 inches (3350 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 502.3.

EXCEPTION: Van parking spaces shall be permitted to be 96 inches (2440 mm) wide minimum where the access aisle is 96 inches (2440 mm) wide minimum.

Figure 502.2

Vehicle Parking Spaces

502.3 Access Aisle. Access aisles serving parking spaces shall comply with 502.3. Access aisles shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle.

Advisory 502.3 Access Aisle.

Figure 502.3

Parking Space Access Aisle

502.3.1 Width. Access aisles serving car and van parking spaces shall be 60 inches (1525 mm) wide minimum.

502.3.2 Length. Access aisles shall extend the full length of the parking spaces they serve.

502.3.3 Marking. Access aisles shall be marked so as to discourage parking in them.

Advisory 502.3.3 Marking.

The method and color of marking are not specified by these requirements but may be addressed by State or local laws or regulations. Because these requirements permit the van access aisle to be as wide as a parking space, it is important that the aisle be clearly marked.

502.3.4 Location. Access aisles shall not overlap the vehicular way. Access aisles shall be permitted to be placed on either side of the parking space except for angled van parking spaces which shall have access aisles located on the passenger side of the parking spaces.

Advisory 502.3.4 Location.

Wheelchair lifts typically are installed on the passenger side of vans. Many drivers, especially those who operate vans, find it more difficult to back into parking spaces than to back out into comparatively unrestricted vehicular lanes. For this reason, where a van and car share an access aisle, consider locating the van space so that the access aisle is on the passenger side of the van space.

502.4 Floor or Ground Surfaces. Parking spaces and access aisles serving them shall comply with 302. Access aisles shall be at the same level as the parking spaces they serve. Changes in level are not permitted.

EXCEPTION: Slopes not steeper than 1:48 shall be permitted.

Advisory 502.4 Floor or Ground Surfaces.

Access aisles are required to be nearly level in all directions to provide a surface for wheelchair transfer to and from vehicles. The exception allows sufficient slope for drainage. Built-up curb ramps are not permitted to project into access aisles and parking spaces because they would create slopes greater than 1:48.

502.5 Vertical Clearance. Parking spaces for vans and access aisles and vehicular routes serving them shall provide a vertical clearance of 98 inches (2490 mm) minimum.

Advisory 502.5 Vertical Clearance.

Signs provided at entrances to parking facilities informing drivers of clearances and the location of van accessible parking spaces can provide useful customer assistance.

502.6 Identification. Parking space identification signs shall include the International Symbol of Accessibility complying with 703.7.2.1. Signs identifying van parking spaces shall contain the designation “van accessible.” Signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.

Advisory 502.6 Identification.

The required “van accessible” designation is intended to be informative, not restrictive, in identifying those spaces that are better suited for van use. Enforcement of motor vehicle laws, including parking privileges, is a local matter.

502.7 Relationship to Accessible Routes. Parking spaces and access aisles shall be designed so that cars and vans, when parked, cannot obstruct the required clear width of adjacent accessible routes.

Advisory 502.7 Relationship to Accessible Routes.

Wheel stops are an effective way to prevent vehicle overhangs from reducing the clear width of accessible routes.

503 Passenger Loading Zones

503.1 General. Passenger loading zones shall comply with 503.

503.2 Vehicle Pull-Up Space. Passenger loading zones shall provide a vehicular pull-up space 96 inches (2440 mm) wide minimum and 20 feet (6100 mm) long minimum.

503.3 Access Aisle. Passenger loading zones shall provide access aisles complying with 503 adjacent to the vehicle pull-up space. Access aisles shall adjoin an accessible route and shall not overlap the vehicular way.

503.3.1 Width. Access aisles serving vehicle pull-up spaces shall be 60 inches (1525 mm) wide minimum.

503.3.2 Length. Access aisles shall extend the full length of the vehicle pull-up spaces they serve.

503.3.3 Marking. Access aisles shall be marked so as to discourage parking in them.

Figure 503.3

Passenger Loading Zone Access Aisle

503.4 Floor and Ground Surfaces. Vehicle pull-up spaces and access aisles serving them shall comply with 302. Access aisles shall be at the same level as the vehicle pull-up space they serve.

Changes in level are not permitted.

EXCEPTION: Slopes not steeper than 1:48 shall be permitted.

503.5 Vertical Clearance. Vehicle pull-up spaces, access aisles serving them, and a vehicular route from an entrance to the passenger loading zone, and from the passenger loading zone to a vehicular exit shall provide a vertical clearance of 114 inches (2895 mm) minimum.
