1.5 The repair and overlay effort shall comply with the latest Vandenberg SFB Facilities Excellence Standards requirement which can be found at https://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs/vandenberg-afb-ifs.
2.0 BASIS OF DESIGN:
2.1 Provide an overlay in the areas indicated on the attached Site Plan. Herbicide shall be applied in accordance with the Statement of Work in all areas requiring an overlay. Seal all cracks greater than 1/4 inch and provide repairs to failed areas with pavement sections shown on the attached Site Plan. Prior to placing asphalt and base course in failed areas 12 inches below finished subgrade shall be recompacted to 95 percent of maximum density. The main entrance road, running between the parking areas, as well as the roundabout, is underbuilt for the trucks that bring food to the facility. This section shall be reconstructed with 8” of base course and 4” asphalt. Along with the paving effort, existing planters and walkways in the parking lot will be removed to add more parking space. The lines need to be restriped IAW Site Map.
3.0 SCOPE OF WORK / GENERAL DESCRIPTION OF PROJECT:
3.1 The contractor shall provide shop drawings before mobilization.
3.2 The Contractor shall herbicide (with both a pre-emergent and post-emergent herbicide) one foot beyond the edges of pavement and cracks prior to any asphalt repairs. Parking Lot #1 (UM) is roughly 81,630 square feet (9,070 square yards) plus the plant and curb area of 3630 square yards for a total of 12,700 square yards; the roadway and turnaround (UM) are roughly 14,400 square feet (1600 square yards). The Contractor shall validate all measurements. After two weeks all weeds and plant debris shall be cleared and removed. Pavement cracks shall be routed and cleaned out and filled with hot asphalt crack sealant prior to overlaying.
3.3 The existing planters/curbs and walkways in the parking lot will be removed to add more parking space. The contractor shall not remove the curb where the electrical equipment is located.
3.4 Repair failed areas by saw cutting and removal of existing AC(Asphalt concrete – a standard Type A asphalt concrete mixed, spread, and compacted. Scarify and compact 12 inches below finished subgrade to 95%. Install 6 inches of base course, compact and install 2 inches of Caltrans type A asphalt.
3.5 Cold Plan all edges of existing asphalt which adjoins to existing curb and gutter or other ancillary structures.
3.6 Contractor shall properly rout and seal all cracks greater than ¼ inch wide throughout the entire parking lot. Once all cracks have been sealed with hot asphalt sealant, power sweeping and cleaning of pavement surface is imperative to remove all dirt and debris prior to asphalt repairs and overlaying.
3.7 The contractor shall place a tac coat before overlaying the parking lot.
3.8 Overlay entire parking areas and entrances with 1 ½ Caltrans type A asphalt overlay. Prior to overlaying with asphalt, the surface shall be properly prepared and cleaned. Vegetation on the surfaces and along the edge of pavement shall be removed. An appropriate tack coat shall be applied to the existing surfaces prior to starting the overlay.
3.9 Parking Lot: Asphalt repairs shall consist of removing deteriorated asphalt and base course materials and provide 2 inches with Caltrans Type-A hot asphalt ½” inch mix over 6 inches of Class-II aggregate base course compacted to 95% relative density and compact 12 inches below finished subgrade soils to 95% maximum density. Prior to providing overlaying government personnel shall inspect the entire parking lot.
3.10 Roadway and turnaround: Asphalt repairs shall consist of removing deteriorated asphalt and base course materials and provide 4 inches with Caltrans Type-A hot asphalt ½” inch mix over 8 inches of Class-II aggregate base course compacted to 95% relative density and compact 12 inches below finished subgrade soils to 95% maximum density.
3.11 Relocate handicap parking so that it can be all in the front of the parking lot and stipe for handicap parking meeting all codes including the signs. (See attached design “Breakers_cars_outline.pdf” and “Breakers_cars_aerial.pdf”)
3.12 The Contractor shall add a leveling course in all low spots.
3.13 There are two areas on the road going from the roundabout to the facility. The contractor shall patch these two areas with 4 inches of Caltrans type A Asphalt over 8 inches of base course.
(dips in road that go all the way across). The contractor shall clean out the drainage pipe under the road in this area and ensure proper drainage.
3.14 Once overlaying had been properly dried and cured; the Contractor shall then perform new striping for handicap stall(s), parking stalls and directional markings per approved parking lot layout plan by the base Civil Traffic Engineer.
The current/existing parking spaces for this the Parking Lot is 202 (6 are handicapped) and 9 motorcycle parking spaces. After the parking lot repairs and double slurry seal are completed, the Contractor shall re-stripe the parking lot to accommodate more parking lot spaces. (See attached design “Breakers_cars_outline.pdf” and “Breakers_cars_aerial.pdf”)
3.15 The contractor shall paint white lines approximately 18 inches from the street light pole bases and paint white diagonal lines inside the area.
3.16 The roundabout will not require inside circle lines with diagonal line stripping.
The Government shall provide a map of the new layout of the entire parking lot with consideration of the removal and pavement of existing planters’ spaces.
(See attached design “Breakers_cars_outline.pdf” and “Breakers_cars_areial.pdf”)
3.17 Contractor will be responsible for all signage, traffic control and/or notifications of parking lot closure.
3.18 The irrigation source for the parking lot is located to the north of the parking lot toward Utah Av. (See attached “irrigating source labeled.pdf” and “irrigation source distance labeled.pdf”) The water has been turned off to the parking lot planters/curb and grass area for about 2 years due to the previous drought. The timers for the irrigation have seen been disabled.
3.19 Immediately upon repair and construction completion, the project site shall be properly cleaned and demobilized prior to opening access to the parking lot for vehicle and pedestrian access.
3.20 The contractor shall divide the project into two phases as the parking lot is currently heavily used during dinning hours.
3.21 The contractor shall keep the concrete for the road in the exit area of the parking lot.
