Statement of Work (SOW) Rev 3 Project # / Title: XUMU 16-1149A, Repair/Upgrade Driveway and Parking Lot at Breakers Fac# / Project Location: 85240 Revised Date: 4 Feb 2024
1.0 INTRODUCTION:
1.1 This project is located off Oregon Avenue on L Street, Breakers Parking Lot, Vandenberg SFB, California.
1.2 The Contractor shall furnish all materials, equipment, labor, and personnel necessary to plan, design, manage, and perform service as required, in accomplishing the task order in accordance with the contract requirements as defined below. A complete and usable product shall be provided to the Government upon completion.
1.3 Under the scope of this requirement, the service of a registered architect or engineer will not be required. However, in accordance with contractual documents, the offeror shall provide detailed documentation to substantiate the proposed approach for the task required. Proposal documentation shall provide enough detail to verify the line-item quantities in the offeror cost proposal are accurate and reasonable detail to clearly convey what the Government will be receiving. All construction approaches shall clearly illustrate compliance with the latest local, state, and federal building guides and construction codes.
1.4 After completion of the initial project site visit or project effort validation; the offeror shall continue to conduct further research and field investigation prior to preparing a complete and usable construction approach for the effort described in this document and all attachments.
1.5 The repair and overlay effort shall comply with the latest Vandenberg SFB Facilities Excellence Standards requirement which can be found at https://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs/vandenberg-afb-ifs.
2.0 BASIS OF DESIGN:
2.1 Provide a double seal coat or overlay in the areas indicated on the attached Site Plan. Herbicide shall be applied in accordance with the Statement of Work in all areas requiring a double seal coat or overlay. Seal all cracks greater than 1/4 inch and provide repairs to failed areas with pavement sections shown on the attached Site Plan. Prior to placing asphalt and base course in failed areas 12 inches below finished subgrade shall be recompacted to 95 percent of maximum density. The main entrance road, running between the parking areas, as well as the roundabout, is underbuilt for the trucks that bring food to the facility. This section shall be reconstructed with 8” of base course and 4” asphalt. Along with the paving effort, existing planters and walkways in the parking lot will be removed to add more parking space. The lines need to be restriped IAW Site Map.
3.0 SCOPE OF WORK / GENERAL DESCRIPTION OF PROJECT:
3.1 The contractor shall provide shop drawings before mobilization.
3.2 The Contractor shall herbicide (with both a pre-emergent and post-emergent herbicide) one foot beyond the edges of pavement and cracks prior to any asphalt repairs. Parking Lot #1 (UM) is roughly 81,630 square feet (9,070 square yards) plus the plant and curb area of 3630 square yards for a total of 12,700 square yards; the roadway and turnaround (UM) are roughly 14,400 https://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs/vandenberg-afb-ifs.
https://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs/vandenberg-afb-ifs.
square feet (1600 square yards). The Contractor shall validate all measurements. After two weeks all weeds and plant debris shall be cleared and removed. Pavement cracks shall be routed and cleaned out and filled with hot asphalt crack sealant prior to application of the double seal coat.
3.3 The existing planters/curbs and walkways in the parking lot will be removed to add more parking space.
3.4 Contractor shall properly rout, and seal all cracks greater than ¼ inch wide throughout the entire parking lot. Once all cracks have been sealed with hot asphalt sealant, power sweeping and cleaning of pavement surface is imperative to remove all dirt and debris prior to asphalt repairs and double seal coating application. The following are required product and specification (or equal):
1) Proposed Double (2) Seal Coat Product # Product Specification Specification # 1002 Ace Seal Parking / Storage Areas Seal Coat 37-4
2) Description: Ace Seal is an asphalt product combining selected fillers and suitable additives with emulsified asphalt. Ace Seal contains no coal tar and is therefore, acceptable on school playgrounds and tennis courts as well as any off highway asphalt surface.
3) Surface Preparation: The surface to be sealed should be properly repaired before being sealed. Any places where the asphalt does not have good structural integrity should be saw-cut out and replaced before it is sealed. Sealer is not designed to increase the structural characteristics of the asphalt. New asphalt surfaces should be allowed to cure a minimum of seven days before application, three to six months is recommended. Surface must be clean and free from all loose material, so that the sealer can adhere to the asphalt surface.
4) Mixing: Normally 20 to 30 percent water is needed in the first coat and 20 to 25 percent in the second coat. A good mixer is required to mix the sealer thoroughly after water is added to ensure a consistent concentration before applying. The amount of water needed will vary depending on the temperature of the pavement and the temperature and humidity of the air. There should be enough water added so that the sealer will flow into the pavement and give good adhesion. Dilute the concentrated Ace Seal with water as required to achieve ease of application. Ace Seal already contains 3 pounds per gallon of ground slate aggregate to achieve a non-skid surface. Up to three pounds of additional aggregate per gallon of undiluted sealer can be added; (Refer to Technical Bulletin #1243 for mixing instructions).
5) Suggested Mixing:
Coat Sealer Water Aggregate* Polymer Modifier 1st Coat 100 gallons 20-30 gallons 100-300 lbs. 1-3 gallons 2nd Coat 100 gallons 20-25 gallons None None
*#30 Manufactured Silica Sand Recommended
6) Application: Two coats applied evenly over the entire surface are recommended. Apply by squeegee, brush, or mechanical spray. Apply second coat in cross direction of the first coat if this is practical. Allow two to four hours drying time between the first and second coats making sure the first coat is dry to the touch or will support equipment without tracking before the second coat is applied. It is recommended that coated surface be allowed to dry
24 hours before opening to traffic. Painting and striping can be applied as soon as the sealer is dry.
a. For ease of application in hot weather, air temperatures exceeding 95 degrees Fahrenheit, the surface should be fogged with water immediately prior to sealer application. Ambient temperatures should be at least 60 degrees and rising and below 110 degrees for Ace Seal application. Ace Seal should not be applied in temperatures below 60 degrees, or when ambient temperatures are forecast to be 37 degrees Fahrenheit or lower during the next 48 hours. Ace Seal should not be applied when rain is imminent or forecast within the next 48 hours. Ace Seal that is applied in temperatures below 70 degrees will take longer to cure and will be more sensitive to water until cured.
7. Coverage: Depending on the porosity and roughness of the surface and the method of application, coverage for a two-coat application will vary between 25 and 45 square feet per gallon.
8. General: Concentrated Ace Seal must be kept from freezing. Wash tools in water after use. Use mineral spirits to clean tools if material has dried. Containers should be kept tightly closed when not in use.
a. Before placing the double seal coat, the pavement surface shall be cleaned by sweeping, flushing or by other means necessary to remove all loose particles of paving, all dirt and all other extraneous material. Forty-eight (48) hours prior to the double seal coat operations, the contractor shall notify all residents, businesses and agencies with an approved written notice detailing the streets and limits of work to be done along with the hours of work. The contractor shall also post on all streets with temporary "No Parking - Tow Away" signs at 75-foot staggered intervals. These signs shall also state the day of the week and hours of no parking.
b. Immediately before commencing the double seal coat operations, all surface metal utility covers (including survey monuments) shall be protected by thoroughly covering the surface with an appropriate adhesive and paper or plastic. No adhesive material shall be permitted to cover, seal, or fill the joint between the frame and cover of the structure.
Covers are to be uncovered and cleaned of double seal coat material by the end of the same workday.
c. Hand tools shall be available in order to remove spillage. Ridges or bumps in the finished surface will not be permitted. The mixture shall be uniform and homogeneous after spreading on the existing surface and shall not show separation of the emulsion and aggregate after setting.
d. Adequate means shall be provided to protect the double seal coat from damage from traffic until such time that the mixture has cured sufficiently so that the double seal coat will not adhere to and be picked up by the tires of the vehicles.
e. For the purpose of this project, the construction zone is defined to include all stockpile staging areas and travel routes to/from streets where the double seal coat is to be applied. The Contractor shall abide, at all times, to the State of California, Department of Transportation's "Manual of Traffic Controls for Construction and
Maintenance Work Zones" as applicable to this project.
3.5 Parking Lot: Asphalt repairs shall consist of removing deteriorated asphalt and base course materials and provide 2 inches with Caltrans Type-A hot asphalt ½” inch mix over 6 inches of Class-II aggregate base course compacted to 95% relative density and compact 12 inches below finished subgrade soils to 95% maximum density. Prior to providing the double seal coat government personnel shall inspect the entire parking lot.
3.6 Roadway and turnaround: Asphalt repairs shall consist of removing deteriorated asphalt and base course materials and provide 4 inches with Caltrans Type-A hot asphalt ½” inch mix over 8 inches of Class-II aggregate base course compacted to 95% relative density and compact 12 inches below finished subgrade soils to 95% maximum density.
3.65 Relocate handicap parking so that it can be all in the front of the parking lot and stipe for handicap parking meeting all codes including the signs.
3.7 There are two areas on the road going from the roundabout to the facility. The contractor shall patch these two areas with 4 inches of Caltrans type A Asphalt over 8 inches of base course. (dips in road that go all the way across). The contractor shall clean out the drainage pipe under the road in this area and ensure proper drainage.
3.8 Contractor shall provide a double seal coat (the first coat shall contain an additional 1 to 3 percent liquid latex binder, in addition 2% of #30 mesh silica sand shall be added to each coat) throughout the parking lot using ace seal or approved equal.
3.9 After all asphalt deep lift repairs and skim patches have been accomplished a double seal coating application shall be performed, see double seal coat specification.
3.10 Once the double seal coating had been properly dried and cured; the Contractor shall then perform new striping for handicap stall(s), parking stalls and directional markings per approved parking lot layout plan by the base Civil Traffic Engineer.
3.11 The current/existing parking spaces for this the Parking Lot is 202 (6 are handicapped) and 9 motorcycle parking spaces. After the parking lot repairs and double slurry seal are completed, the Contractor shall re-stripe the parking lot to accommodate more parking lot spaces.
3.12 The contractor is to re-map the entire parking lot with consideration of the removal and pavement of existing planters’ spaces and submit to the Government as part of their proposal the new plan.
3.13 Immediately upon repair and construction completion, the project site shall be properly cleaned and demobilized prior to opening access to the parking lot for vehicle and pedestrian access.
3.14 The contractor shall divide the project into two phases as the parking lot is currently heavily used during dinning hours.
3.15 The contractor shall keep the concrete for the road in the exit area of the parking lot.
3.16 The contractor shall change the road with an exit only to an entrance and exit. The entrance/exit will road addition shall be added in the area opposite side of the exit of the parking lot light. The parking lot already is wide enough for two-way traffic except near the exit only area.
The contractor shall match the existing cement on the exit and change to entrance/exit with Class II aggregate 6-inch concrete on 4-inch type 2 portland cement 4000 psi. The contractor shall use #4 rebar, grade 60, 18 inches on center each way. The contractor shall use ¾ inch diameter, dowels 18 inches long, grade 60 steel, every 12 inches on center between new and old concrete. The road shall be at least 26 feet across.
4.0 GENERAL GUIDANCE:
4.1 Historical drawings: if provided, shall not be construed as complete or accurate records of existing conditions. The Contractor shall perform research into the historical records located at the 30th Civil Engineer Squadron, Engineering Flight, Execution Support section, Bldg. 11433, Drawing Vault as well as performing an actual on-site investigation is required for the Contractor to prepare a complete and accurate design.
