UNITED STATES SPACE FORCE

SPACE LAUNCH DELTA 30

MEMORANDUM FOR 30 CONS/PKA

FROM: 30 CES/CENMP (Project Execution, SABER)

SUBJECT: Recovered Material Determination, XUMU16-1149A, Fac# 85240, Repair/Upgrade Driveway and Parking Lot of Breakers

1. In accordance with the sustainable procurement policies, also known as GreenProcurement, the Environmental Protection Agency web site resources have been researched and products have been incorporated into the government’s Statement of Objectives (SOO) or Statement of Work (SOW) where they meet the technical requirements of the project and are economically feasible to incorporate. Where possible, Green products listed in the SOO or SOW are called out by specific manufacturer and model and shall be complied with by the Contractor unless an alternate product meeting the same standards is proposed by the Contractor and approved by the Contracting Officer (CO).

2. The SOO or SOW is a concept design approach and it is not the final plan. The Contractor, in completing a concept design approach and prior to submission of a final plan, shall research the applicable EPA website resources to determine if the products specified in the SOO or SOW still meet the technical and economic standards. Where changes are required, the Contractor’s final plan shall reflect the changes with adequate justification to support the need to change. In addition to the changes, the Contractor shall include any additional Green products that, as a result of the final plan, meet the technical and economic standards and it can be incorporated into the project.

3. The attached Recovered Materials Determination Form (RMDF) checklist has also been included to identify those EPA “designated products” that will be used in the execution of the project if noted. The RMDF checklist shall be utilized as a checklist in developing the final plan and submitting any waivers for use of green products. If the RMDF checklist is used, it shall be completed and submitted to the CO as part of the proposal package submission.
