QUESTIONS AND ANSWERS
FA4610-16-R-0001
Aerospace Support Services
Questions were due to the 30th Space Wing Contracting Squadron by 14 August 2015. The following questions were received and answers are provided below. Here are the responses to those respective questions.
Question 1: Schedule B indicates a FFP contract, yet there is still incentive fee wording within the Unconventional Fuels O&M CLINS. Please clarify the type of contract.
Response 1: The Unconventional Fuels O&M CLIN was renamed Launch Support CLIN and was changed from FPIF to FFP. References to incentive fees will be removed from Schedule B prior to release of the final RFP.
Question 2: Page 4 – CLIN 1002 Description references PWS paragraph as 3.3. Believe this should be 3.2.7. This applies to all future year CLINs as well.
Response 2: This reference has been corrected and the change will be reflected in the release of the final RFP.
Question 3: Page 4 – CLIN 1003 Description references PWS paragraph 3.3. Believe this should be 3.2.8. This applies to all future year CLINs as well.
Response 3: This reference has been corrected and the change will be reflected in the release of the final RFP.
Question 4: Can you please specify the Government Furnished Property that will be provided to perform the Patrick AFB TAM/AGE?
Response 4: This will be posted in the near future.
Question 5: In order to convey an adequate knowledge and understanding of the PWS requirements, and to also include past performance information, a 50 page limit to Volume II - Technical Capability is insufficient, even with a font size at 10 pitch. We request the page limit for Volume II be increased to 75 pages?
Response 5: The page limit for Volume II will be increased to 75 pages.
Question 6: In addition to the Property Plan not being included in the page count, we also request the Quality Plan be omitted from the page count.
Response 6: The Quality Plan will be excluded from the page count.
Question 7: PWS paragraphs 3.1.3 and 3.1.4 are left over from a time when the previous contract was cost reimbursable. IBR and IMS requirements are not applicable to a FFP contract. It is unclear what is being requested.
Response 7: IBR and IMS requirements are applicable to this contract. This is a hybrid contract consisting of cost and cost-plus-fixed-fee CLINs (material CLINs & Work Requests) which require monitoring to ensure adequacy of funding to meet mission requirements.
Question 8: PWS paragraph 3.1.5.1 – The time frames stipulated for submission of JOCAS is not conducive for actual payroll dates. Suggest making submission requirements certain number of days after biweekly payroll end dates (e.g. 5 business days after date of the invoice).
Response 8: PWS has been revised. Submission shall be transmitted to the government monthly at a minimum.
Question 9: PWS paragraph 3.2.2.4 needs to include issuance to “Government contractor personnel”.
Response 9: Government contractor personnel are permitted issuance of EBA as long they meet the necessary training which shall be documented in the contractor’s internal operating procedures. The purpose and intent is not to mandate that contractor personnel must use the Government developed training requirements. Each authorized contractor must establish their training requirements and provide the documentation in order to receive the equipment.
Question 10: PWS Paragraph 3.2.4 references “Directorate of Aerospace Fuels Management’s Highway Emergency Response Plan”. This document is no longer valid, or in existence.
Response 10: The reference to “Directorate of Aerospace Fuels Management’s Highway Emergency Response Plan” has been deleted.
Question 11: PWS Appendix 2 on page 54, paragraphs 2.2 and 2.3 do not list any facilities at Patrick AFB in Florida.
Response 11: The Patrick AFB and Cape Canaveral Air Force Station facilities have been added to the PWS for AGE *30th SW & 45 SW.
Question 12: Paragraph L.4.5.1.4 Section 3 paragraph “c.” on page 5 states “The costs associated with the Offeror’s labor approach as proposed in Volume II – Technical Capability shall be cross-referenced to Price/Cost section including chapter, page, paragraph, etc. and identify the labor categories with their associated hours/rate and the Offeror’s established work breakdown structure (WBS) code. All cost and price information shall be traceable by WBS code at the CLIN level for the base and all options years.”
It is unclear what format is desired to provide the information requested in L.4.5.1.4.c. Request you provide a recommended format in the RFP, or possibly revise Table 2 (sub paragraph f) to include the desired information.
Response 12: Table 2 has a column, Proposal Para Ref”, to enter the data. The requirement is to cross-reference the labor approach in Volume II to Section 3, Price/Cost. Table 2 or another format can be used. Whatever format is used, there must be a reference provided in Section 3, Price/Cost to the labor approach in Volume II.
Question 13: While section F.1 Period of Performance correctly identifies FY17 though FY21, section B CLINS indicate FY16 through FY20. Please clarify.
Response 13: This will be corrected in the final release of the RFP. The Phase-in Period is in FY16 (1 Sep thru 30 Sep 2016) and the first Option Year is FY17 (1 Oct thru 30 Sep 2017).
Question 14: Will a technical reference library be made available for this procurement? If yes, will it provide sufficient work volume information to allow for thorough BOE assessment.
Response 14: Yes, data will be provided.
Question 15: Will the Government provide redacted contract information from the current ASSC contract?
Response 15: The government will make applicable contract information available.
Question 16: Will the Government provide contract work volume information that would permit bidders to make evaluations of necessary labor resources?
Response 16: Yes, data will be provided in the Bidder’s Library.
Question 17: Will the Government provide quantity and frequency information of transient aircraft support for both program and transient aircraft, as well as history and level of repair requirements?
Response 17: Yes, data will be provided.
Question 18: Are there CBA employees on the ASSC, and if so will the Government please provide a copy of the current CBA?
Response 18: There will be two (2) CBAs available for review in the Bidder’s Library.
Question 19: Professional compensation that is unrealistically low or not in reasonable relationship to the various job categories, since it may impair the Contractor’s ability to attract and retain competent professional service employees, may be viewed as evidence of failure to comprehend the complexity of the contract requirements. It is in the Government’s best interest that professional employees, as defined in 29 CFR 541, be properly and fairly compensated. Therefore, as part of their proposal, Contractors should be required to submit a Total Compensation Plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. Supporting information in the plan should include data, such as recognized national and regional compensation surveys and studies of professional, public and private organization, used in establishing the total compensation structure.
Response 19: The government will not review the Contractor’s Total Compensation Plan. It will not be included in the evaluation criteria.
Question 20: Recommend that downward pricing be removed from the solicitation.
Response 20: The downward pricing requirement will not be removed from the solicitation. AFSPC has mandated a downward trend in costs for all service requirements due to budget constraints. Although, there is no mandate as to the amount or percentage of downward pricing required.
