Draft RFP FA4610-16-R-0001 Aerospace Support Services Contract Contractor Questions with Government Responses
Question 1: Does the Government intend to provide their Problem Reporting System currently in use?
Government Response: This requirement is not currently using the Problem Reporting System. For this requirement, the Air Force will utilize PCARS; the Loss, Theft and Damage tool is part of PCARS.
Question 2: Does the Government intend to provide a comprehensive GFP/GFI list?
Government Response: Yes, a comprehensive GFP/GFE list will be provided by the Government. A comprehensive Draft GFP/GFI list will be uploaded before release of the final RFP in the Bidder’s Library under FA4610-16-R-0001 on FedBizOpps.gov. Please refer to Section J – List of Documents, Exhibits and Other Attachments which shows a final comprehensive GFP list will be released with the final RFP.
Question 3: What type of cryogenic system(s) is at the PEMO facility? Is liquid air mixed at the PEMO or is it mixed at the cryogenic storage facility and provided to the PEMO facility?
Government Response: Mixing is not done at the PEMO facility. It is done at another facility at Vandenberg AFB. Once mixed, it can be transported, as necessary. Please refer to PWS §3.2.1.9 – §3.2.9.4.
Question 4: Are vendor deliveries liquid, gaseous or both? Is there a compressor/convertor system to convert liquid helium to high pressure gas or is this primarily a storage and distribution operation?
Government Response: Helium is generally delivered in a gaseous state. There are compressors to transfer gas up to 6,000 PSI, as needed. The storage tanks at Vandenberg AFB have been placed into “care-taker” status as the tanks are currently not being used for bulk storage. However, government owned trailer(s) are periodically kept as a means of storage, as needed. Please refer to PWS §3.2.1.9.1.
Question 5: L5.4.1.d requests we discuss our performance history with fueling spacecraft in payload processing facilities at Vandenberg AFB. We can find no direct PWS reference that includes ASSC contractor responsibility to actually fuel spacecraft. Please clarify the intent of L5.4.1.d as it relates to specific contractor requirement under the scope of the ASSC. If there is no specific contractual requirement other than support to the spacecraft owner, we request this requirement be removed from Section L. If there is a requirement, please add it to the PWS and make the response requirement more global rather than specific to Vandenberg AFB.
Government Response: There have been revisions made to the PWS and the RFP. Please see the revised Draft PWS for all revisions including PWS §3.2.5.4, Engineering Support, to incorporate the payload fueling support. The revised Draft PWS along with a revised Draft RFP was posted on 9 Mar 2016 under FA4610-16-R-0001 on FedBizOpps.gov.
Question 6: We are unclear what equipment necessary for operations under PWS §3.2.7 - §3.2.10 is government provided.
Government Response: All equipment necessary for operations under PWS §3.2.7 - §3.2.10 are Government provided and/or available via GSA leasing.
Question 7: Please specify font size in points.
Government Response: Please see L.6.2.1, 3. (iv) which states font size shall not be less than 10 pitch. The Government will not determine conversion from points to pitch.
Question 8: Do PAFB and CCAFS employees fall under a CBA?
Government Response: Yes, CBA’s for all locations will be posted in the Bidder’s Library under FA4610-16-R-0001 on FedBizOpps.gov.
Question 9: In order to level the playing field, the RFP should include sufficient detail for offerors to establish realistic estimates upon which to develop pricing detail. Will the government provide appropriate data as a Basis of Estimate for pricing?
Government Response: In order to promote competition, the Government intends to provide Draft Workload Data in the Bidder’s Library under FA4610-16-R-0001 on FedBizOpps.gov. Final Workload Data will be released with the final RFP.
