Power Plant Generator Mx, Building 518, Offutt AFB, NE Sol No FA460019RA019

Questions Received After Site Visit

1. Please verify that the government’s anticipated contract start date is 30 September 2019?

ANS: Anticipated start date is 30 September 2019.

2. Please confirm per Q&A, question 6, that there will be no transition period?

a. If confirmed, please be aware that it will be virtually impossible for a contractor to recruit and complete their hiring process to be fully staffed in 9 working days.

ANS: A 60 day transition period will be considered.

3. Given the extremely tight labor market in the Omaha area, would the government consider a 60-day phase in period? This would allow sufficient time for offerors to complete their hiring processes as well as obtaining the required base accesses.

ANS: Yes.

4. The government stated that CLINs X0002 are pre-priced but the schedule B in the solicitation has no price attached. Please provide the pre-priced amounts for CLINs X0002.

ANS: CLIN0002= $50,000.00 ; CLIN1002 = $50,000.00 ; CLIN2002 =

$50,000.00 ; CLIN3002 = $25,000.00 (see below)

5. The government stated in the Q&A question 6 that they were “looking into gathering WO history to provide potential contractors to aid in their proposal preparations.” Will the government be providing work order history?

ANS: Yes. A WO history will be provided.

6. It is crucial that the government provide an equipment list so that offerors can develop their pricing.

ANS: A rough equipment list is provided.

7. Will the government provide a list of the equipment that requires calibration?

ANS: A list is provided to include main lugs, safety switches, switchgears, main circuit breakers, and motor control centers. The list is not finalized.

8. Will the government provide training for the successful offeror on the operation of the plant given the age and lack of automation in the plant?

ANS: The Government will provide 1 week of training and familiarization on the operation of the plant to include running the generators on facility load.

9. Will the government provide any OJT for generators, and if so when will the OJT occur?

ANS: The Government will provide 1 week of training and familiarization on the operation of the plant to include running the generators on facility load.

10. Will the contractor be allowed to install commercial internet services in Bldg. 518?

ANS: The Government will allow the contractor to install commercial internet services.

11. Will government continue current contract for used oil disposal or will contractor be responsible for used oil disposal?

ANS: The Contractor will be responsible to dispose of used oil.
