Questions Regarding Power Plant Generator Mx, Building 518, Offutt AFB, NE Sol No FA460019RA019
1. What equipment, if any, in Building 518 was negatively impacted by the floods that occurred at Offutt AFB? What equipment has been replaced as a result of the floods. What equipment needs to be replaced?
ANS: Very little damage was caused by the flood, mostly just water in the cable troughs.
Two of the Cooper Bessemer generators where they dip a little deeper into the troughs had about 6 inches of water on the lower part of the alternator. Alternators were dried and tested with a megohmmeter and load tested with full B500 Island Run. B518 is 100% recovered from the flood.
2. In reviewing the Statement of Work [SOW], we find no Equipment List [Real Property Installed Equipment [RPIE). Please provide a List of Equipment [RPIE] that the Contractor is required to operate, maintain, and repair including quantity, type of equipment, manufacturer, model number, serial number, etc.
ANS: Equipment type, quantity, and condition shall be verified in the site visit. Below is a list for reference of the five (5) generators located in the facility. Please note that this is not a complete list of all equipment located in the facility.

3. In reviewing the SOW, we find no work order [WO] history for scheduled or unscheduled WOs. Please provide WO history for schedules and unscheduled work by equipment name and type.
ANS: A maintenance log will be provided to the awarded contractor.
4. Page 6 of 53, Paragraph 1.3.2. EPMI Schedule. Please provide current approved EPMI Schedule.
ANS: The EPMI Schedule will be created by the contractor and approved by the COR.
5. Page 6 of 53, Paragraph 1.3.3.1. Calibration Checks. What has been the maintenance history of requested plant instrument, gauge, controls, and meters that the Government has requested to be calibrated or was sent to an independent laboratory.
ANS: The relays and medium voltage breakers are checked and calibrated bi-annually by the Air Force Civil Engineers Maintenance Inspection Repair Team (CEMIRT) from Tyndall AFB.
6. Page 6 of 53, Paragraph 1.4. Work Order Program. What has been the history of WOs less than 50 labor hours and $2,000 or less in materials?
ANS: This is a new requirement so history of the costs of work orders was not kept. The Government is looking into gathering WO history to provide potential contractors to aid in their proposal preparations.
7. Page 7 of 53, Paragraph 1.6. Records, Operating Reports, and Equipment Labeling and 1.6.6 Equipment Labeling. Are all systems and equipment properly labeled? If not which systems and equipment are not?
ANS: All generators are labeled with EMISSION CONTROL INFORMATION signs and they are to be left in place.
8. Page 7 of 53, Paragraphs, 1.6.1, EPMI Reports; Paragraph 1.6.2. EPMI Records; Paragraph
1.6.3 Calibration Records; Paragraph 1.6.4. Outage Reporting; and Paragraph 1.6.5 Equipment Tracking. What Computerized Maintenance Management System [CMMS] will the Government provide?
ANS: All reports will be created by the contractor.
9. Page 8 of 53, Paragraph 2. Service Delivery and Paragraph 4.4 Hours of Operation. This paragraph mentions “normal duty hours” as does several other paragraphs in the RFP.
Please clarify that the RFP requires 24/7/365 manning of the Power Plant, building 518.
Please clarify that normal duty hours are 24/7/365.
ANS: Paragraph 4.4 does not mentioned “normal duty hours”. This paragraph describes the manning requirement that the generator and electrical systems shall operate 24 hours per day, 7 days a week.
10. Page 10 of 53, Paragraph 4.7, Special Qualifications. This paragraph states: “The Contractor and contractor personnel are required to acquire and maintain a security clearance.” What is the level of security clearance that the Contractor and Contractor’s personnel are required to maintain?
ANS: Confidential Clearance
11. In reference to Page 52 of 53 (Subfactor 2 – Qualifications) is the Government requesting a list of qualifications of at least two [2] technicians who will perform the work on this contract, not resumes. Correct?
ANS: The requirement is for offerors to provide a list of qualifications. If offerors choice to provide resumes this would be acceptable as long as a list of qualifications are provided as well or with-in it. However, offerors are reminded that there is a page limitation as referenced in the Addendum 1 to clause 52.212-1.
12. Is this a new requirement or is there an incumbent? If there is please provide the original contract data.
ANS: This is a new requirement.
13. Please provide an overall synopsis or equipment list at Bldg 518 including overall MW production capability and requirements.
ANS: See Answer #2.
