Questions and Answers 26 July 2016 Question 1: Reference: RFP paragraphs L2.10, L3.2, and L3.5 (Tables L3 and L4). Do Tables L3 and L4 make up Attachment 1? If not, please advise what is required in Attachment 1.
Answer 1: The offeror’s completed KSA Listing (RFP Table L3) and KSA Matrix (RFP Table L4) make up Proposal Attachment 1.
Question 2: Reference: The Government provided a top level organizational chart of the JNWC organization in the Organization Chart from Library, PWS, and RFP Section L3.5. Can the Government please provide the current contracting staffing levels by sub organization?
Answer 2: Offerors were provided historical functional staffing levels and the JNWC Mission Brief in addition to the URL for the technical repository. The historical JNWC II staffing level provided data from Government Fiscal Year 2014 through the first half of Government Fiscal Year 2016. Additional data will not be provided.
Question 3: Reference: RFP paragraphs L2.10, L3.2, and L3.5.5. L3.5.5 states that the contractor “will continue to perform the essential contractor services identified as “mission essential” in Section J, Attachment 1, Performance Work Statement during periods of crisis.” However, Attachment 1 is the Quality Assurance Surveillance Plan (QASP) and does not have any mention of essential contractor services identified as “mission essential.”
What is the correct document that has the essential contractor services that are identified as “mission essential” listed?
Answer 3: The correct reference in RFP paragraph L3.5.5 should have been the Performance Work Statement in RFP Section C. Every Mission Essential task is marked within RFP Section C Performance Work Statement by the notation (ME).
Question 4: Are Subcontractors required to submit proprietary packages?
Answer 4: No. Subcontractors are not required to submit separate proprietary proposal documents.
