Questions and Answers 25 July 2016 Question 1: Block 9 of the SF33 indicates a proposal due date of 02 August 2016, but Section L paragraph L2.6 indicates a proposal due date of 01 August 2016. Please clarify the proposal due date.
Answer 1: The due date is extended until 4 August 2016 per the answer to Question 6 below. RFP Section L, paragraph L2.6 is amended to correct the ambiguity.
Question 2: The solicitation suggests that the contract includes a CPFF CLIN for future labor. However, it seems that the Government has removed the CPFF CLIN from the cost volume and the price model. Please confirm there is not requirement to provide pricing for a CPFF CLIN. In addition, please verify it is the government's intent to remove the associated clauses.
Answer 2: Offerors are not required to submit the CPFF information within the Cost/Price Model; however, the CPFF type may be used on task orders after award. All clauses applicable to the CPFF contract type remain in place.
Question 3: In Table L3, the solicitation includes "Skill Sets" in the first column, rather than KSA. Please reconcile.
Answer 3: Reconciled. RFP Amendment 01 is posted with the administrative correction.
Question 4: The cover letter suggests the offeror is bidding on a Cost Plus Incentive Fee contract. Please revise this to a Firm Fixed Price (FFP) and Firm Fixed Price - Level of Effort (FFP-LOE).
Answer 3: The letter is updated.
Offerors are reminded that this letter is sent by you on your company letterhead asking your customers to submit past performance information. Each offeror has the responsibility for tailoring the letter to their specific company.
Question 5: The NAICS code is listed in Section M6.3 as 541712, but Section K 52.204-8 has the NAICS Code of 541519 with a Size Standard (SS) <500 People. What is the correct NAICS code for this acquisition?
Answer 5: The correct NAICS is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). As of the latest SBA update on 26 February 2016, the size standard is 1,000 people.
The size standard for 52.204-8(a)(3) is 500 empoyees regardless of NAICS.
Question 6: The Final RFP was released after many personnel had left for the 4th of July weekend. Additionally, there is limited access to the Library (on SIPR). In order that the Government receive competitive proposals, request the Govt extend the proposal due date to 8 August 2016.
Answer 6: The technical repository notice was posted to FedBizOpps on 19 May 2016 for potential offerors to begin reviewing. The draft RFP posted to FedBizOpps on 20 May 2016, including all Exhibits and Attachments, closely resembled the final RFP.
Considering the availability of these documents and the offeror’s request, the due date is extended to 4 August 2016.
