DIVISION 1 - GENERAL REQUIREMENTS

GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 LOCATION OF WORK
The work to be accomplished under all projects is at the Minot Air Force Base (MAFB) in North Dakota. The work to be executed could be at an uncontrolled or controlled area.
1.2 DESCRIPTION OF WORK
1.2.1 The project consists of furnishing all labor, materials and equipment required for a broad range of maintenance, repair, and minor construction work on various real property facilities at Minot Air Force base.

1.5 USE OF PREMISES
1.5.1 Area Designation
The project site can be located within an uncontrolled/controlled area.
Areas adjacent to the site will remain occupied by the Government for the duration of the contract. The contractor shall limit the use of premises for work and construction operations to allow for Government occupancy.
1.5.2 Coordination
Coordinate use of premises under direction of the Contracting Officer.
1.6 EQUIPMENT PARKING
Space for the contractor's equipment will be allotted on MAFB. The exact location will be chosen during the preconstruction conference and shall be approved by the Contracting Officer at that time. The Government shall not be liable for the security of any of the contractor's equipment or material while on MAFB.
1.7 WORK SCHEDULE
Working hours for the contractor will normally be between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, and federal holidays.
Access to work may be restricted to these hours and days. All other hours shall be considered non-standard time price. If the contractor desires to work during periods other than above, additional Government inspection forces may be required. The contractor shall make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.
If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their standard duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.
1.8 CONSTRUCTION PROGRESS SCHEDULE
The contractor shall prepare and submit to the Contracting Officer for approval prior to construction beginning a Construction Progress Schedule, AF IMT 3064, showing the order in which the contractor proposes to perform the work. The schedule shall separate the work into phases developed in cooperation with the Government. The schedule shall include the dates on which the contractor contemplates starting and completing the salient elements of the work. The contractor shall also specifically identify on each Contract Progress Report, AF IMT 3065, any apparent, anticipated or proposed deviation from the previously approved schedule.

1.9 REFERENCE STANDARDS
1.9.1 Products
For products specified by association or trade standards, comply with requirements of the standard.
1.9.2 Standard Date
The date of the standard is that in effect as of the Request for Proposal date.
1.10 SAFETY
The Contractor shall organize and maintain a safety program. The Contractor's management organization shall include administrative, liaison, and technical functions to implement, direct, monitor, control, and allocate resources for these tasks and allied safety efforts within other tasks of the project. As a minimum, the safety tasks herein shall be accomplished by the Contractor to assure that the safety requirements are satisfied.
a. The Contractor shall document the approach used to satisfy safety requirements. The Contractor's files containing safety and safety related data shall be available for review by the Government as deemed necessary by the Contracting Officer.
b. The Contractor shall be responsible for ensuring subcontractors provide necessary support to satisfy requirements. The Contractor shall include a stipulation in all subcontracts to require subcontractors to comply with the safety provision as applicable.
c. The Contractor shall comply with all applicable Air Force Command, and installation/facility mishap prevention requirements while operating through or at such an installation/facility.
1.10.1 SYSTEM SAFETY:
The Contractor shall ensure integration of system safety into the overall contractual effort which satisfies the requirements of MIL-STD-882.
1.10.2 GROUND SAFETY:
a. The Contractor shall conduct a mishap prevention program in accordance with applicable OSHA standards.
b. No welding shall be permitted before the Contractor has obtained an approved AF Form 592 from the base fire marshal/chief. If approval is granted, welding shall be accomplished in accordance with applicable safety standards.
c. The Contractor shall develop and be prepared to implement procedures for evacuation and/or protection of people and facilities in the event of severe weather. These procedures will include provisions for securing or repositioning of equipment. The Contractor shall notify the Contracting Officer of any evacuation operations.

1.10.3 MISHAP/HAZARD INVESTIGATION:
a. The Contractor shall report promptly (within one hour), by telephone to the Contracting Officer ext. 4186, all available data relating to each instance of a mishap involving Government property. During weekends, holidays or after normal Air Force Contracting Office duty hours, notify the Security Police Desk Sergeant (3096).
b. The Contractor shall secure and impound, immediately the mishap scene, wreckage, and the mishap documentation until released by the investigation safety officer. Such release will be accomplished through the Contracting Officer.
c. The Contractor, and all related subcontractors within his control, shall support the Government, as it requires, in any mishap or hazard investigation. This support shall include, but not be limited to, technical assistance as well as access to undelivered internal Contractor data.
1.10.4 APPLICABLE DOCUMENTS:
The following documents form a part of this annex at the extent specified herein. In the event of conflict between these documents and this section, the contents of this section shall take precedence.

Note: These requirements and source references are examples and may be added to, deleted, or altered to satisfy specific needs.
1.11 TRAFFIC CONTROL
The contractor shall provide all traffic control devices for pedestrian and vehicular traffic, and will be responsible for maintaining these devices until notified by the Contracting Officer. The contractor's traffic control devices shall comply with MAFB safety requirements.
1.12 HAULING MATERIALS

The use of base streets for hauling materials will be permitted if the vehicles are equipped with pneumatic tires. The haul route the contractor will take will be determined at the preconstruction conference.
1.13 DRAWINGS AND SPECIFICATIONS
At least one set of specifications and drawings shall be kept at the job site by the contractor's job supervisor or foreman.
1.14 AS-BUILT DRAWINGS
As-Built Drawings shall be prepared and submitted to the Contracting Officer as indicated on the AF Form 66. As-built drawings reflect work performed by the Contractor that differs from the contract drawings. It is therefore the Contractor's responsibility to maintain the drawings in the most current status. Copies of the existing as-built drawings, showing the general arrangement of equipment, electrical, and so forth, will be available to the Contractor upon request to be used for additional information that may be required in performing his work. The Contractor shall be aware, however, that existing as-builts show approximate locations of equipment only, and actual site conditions may vary from those as shown on existing as-builts.
1.14.1 Marked Up Drawings
The Contractor shall maintain a set of redlined full-size, as-built construction drawings marked-up to fully indicate as-built conditions.
These drawings shall be maintained in a current condition at all times until completion of the work and shall be available for review by Government personnel at all times. The location as dimensioned from permanent features, general description, type of material, and approximate depth below finished grade of all new and existing exterior underground utilities encountered shall be indicated. All variations from the contract drawings for the required coordination between trades shall be indicated. These variations shall be shown in the same general detail utilized in the initial contract drawings. As-built construction drawing shall be furnished to the Contracting Officer for use during the final inspection.
1.15 WORK CONDUCT, CORRELATION, EXECUTION, ETC.
1.15.1 Work Performance
Contractor shall conduct all work, including materials distribution in an orderly manner, and shall notify Contracting Officer within two (2) workdays of mobilizing at the job site. Contractor shall confine and limit his personnel to only those areas required for work performance. All work shall be performed in a neat, orderly fashion, with extreme care exercised to avoid damage to all property in and around project areas. Any damage caused by the contractor shall be replaced, repaired, or restored to the Contracting Officer's satisfaction at no cost to the Government. Upon completion, all work and storage areas shall be cleaned of all evidence of contractor's debris accumulations. Contractor's proposed work schedule shall be coordinated with the Contracting Officer or his/her designated representative two (2) weeks prior to the start of any work. All work areas shall be barricaded properly for day and nighttime safety warning.

1.15.2 Storage
At close of each day's operations, all materials and equipment shall be moved to the storage area designated by Contracting Officer or his/her designated representative. If contractor should have a storage structure or equipment located on base, it shall be removed, and storage area restored to its original condition within seven days after final acceptance of this project.
1.16 QUALITY CONTROL
The contractor shall provide a Quality Control Inspector who is familiar with all phases of operation. This individual may be the same person as the job supervisor or foreman. The quality control inspector's responsibility shall be to make constant quality control inspections of all phases of the operation, in order to assure constant compliance with the contract specifications.
1.17 UTILITIES
Water and electricity required will be furnished by the Government.
1.18 PERMITS
1.18.1 Clearance Work Request
1.18.1.1 AF Form 103
Contractor shall coordinate with appropriate utility locating agencies, including base communications cable maintenance (Item 1 through 15) of AF Form 103, Base Civil Engineering Work Clearance Request. AF Form 103 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instructions will be available to the contractor during the pre-construction meeting.
1.18.1.2 Processing
Before any excavation, alteration, or other construction work is begun, the contractor shall obtain and fully process an AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information, and sketches regarding any proposed excavation(s).
Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase. The AF Form 103 shall be prominently displayed on the job site at all times for review by the Contracting Officer and/or his or her designated representative. A copy of the signed form shall be submitted to the Contracting Officer and a copy to the project inspector.
1.18.1.3 Scheduling
Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.

1.18.1.4 Maintenance
Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the Approving Officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of each agency. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him. Off-base utility locates agencies might request additional cost for repeat locates.
1.18.1.5 Request Approval
Clearance request is not valid until signed by the Approving Officer, block 17 of the AF Form 103. Approving Officer will not sign until all locates are marked and all utility locating agencies signatures are on the form.
Excavation work shall commence within 30 days after the Approving Officer's signature; otherwise, clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
1.18.1.6 Utility Protection
The contractor shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling.
1.19 GOVERNMENT-CAUSED DELAYS
1.19.1 Site Access Delays
The contractor shall allow a total of 30 minutes processing time to enter or leave MAFB or controlled/restricted areas. This cost shall have been factored into the contractor's bid price.
1.19.2 Unscheduled Work Stoppages
In the event of a military exercise or event, the contractor may be required to vacate the area of all personnel, equipment, and materials for a indefinite period.
1.19.3 Delay/Stoppage Unit Pricing
The Contractor shall bid a crew hourly rate for any site access delays beyond 30 minutes and Government-caused work stoppages when the entire work crew will be asked to evacuate the work area. All site access delays or Government-caused work stoppages must be reported by the Contractor, in writing, to the Contracting Officer within 24 hours of occurrence.
1.20 SECURITY REQUIREMENTS

1.20.1 Base Regulations
All activities of the contractor and his employees shall be conducted in strict accordance with MAFB Security Regulations. Copies of these regulations will be furnished to the contractor upon request.
1.20.2 Identification of Employees
The contractor will submit to the Contracting Officer a Personnel Listing in three copies with each employee's name, address, SSN, home and business phone numbers, date and place of birth, and name, address and telephone number of the firm that will be working at the construction site. This listing must be provided no-later-than the date of the preconstruction conference. Changes to the list will take place prior to employees arriving at the job site. Each employee shall have two forms of identification to be permitted entry into the job site. One form of identification shall have a picture.
1.21 SANITARY FACIITIES
The contractor shall provide a portable sanitary facility at no cost to the Government.
1.22 BUILDING INFORMATION CHECKLIST
The contractor shall provide the Contracting Officer with a completed Building Information Checklist meeting the requirements of UFC 1-300-08, Criteria For Transfer And Acceptance of DoD Real Property upon close out of the project that identifies all real property incorporated into the project construction. Real property is defined as land and improvements to land (i.e., facilities). It includes equipment affixed and built into the facility as an integral part of the facility (such as heating systems), but not movable equipment (e.g., plant equipment, industrial equipment, buoys).
In many instances this term is synonymous with real estate.

FIELD ENGINEERING
1. GENERAL: The purpose of this section is to identify the field engineering tasks the Contractor may be required to perform.
2. SCOPE: Provide field engineering services, establish grades, lines, and levels by the use of recognized engineering practices. This may consist of locating as-built conditions, and or completing topographic surveys of the following:

3. DESIGN SPECIFICATIONS
3.1 Projects designed by the SABER Contractor shall be approved by a registered architect or licensed engineer. All drawings shall be stamped showing this approval. The Contractor shall perform all of the following:

3.1.1 Utilize Government designs, drawings, specifications and standards including any applicable TMs, DoD regulations manuals and uniform building codes, and design guide criteria, for buildings and other structures as necessary to meet the requirements of the approved layout of the proposed project.
3.1.2 Perform the various work features as described hereinafter, such work features being performed to the extent set forth, in the instructions and delivery orders.
3.1.3 Typical wall sections shall be shown at a scale of no less than 3/4 inch = 1 foot. Sections shall include material and thicknesses, methods of attachment, and type of windows, with relation thereof to supporting structural columns or walls.
3.1.4 For heating, air conditioning, mechanical ventilation and plumbing, and special features such as kitchen equipment, etc., indicate the location, capacity and space requirement of all major items of mechanical equipment. Single line indication and riser diagrams of ducts, pipes and equipment and their approximate location shall also be shown. Indication shall be made as to whether piping and duct work is exposed or concealed.
Function areas where pipes are exposed shall be delineated. Approximate operating range or capacity for heating, ventilation, air conditioning and refrigeration equipment shall be clearly stated.
3.1.5 For electrical systems, indicate lighting arrangements, types of fixtures proposed, general light intensities, special electrical requirements of the Using Service, including communications and electronic facilities where applicable, light and power service entrance and distribution arrangement. Conduits, including those to be wired by others, shall be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits shall be delineated. Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits shall be shown.
Cable sizes, current demand factors, and the switch and panelboard descriptions of equipment shall be shown including interior substations service equipment and panels. Power, communication and electronic features will be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements.
3.1.6 Separate lists of all Contractor-furnished equipment, all Government-furnished equipment to be installed by the Contractor, and equipment furnished and installed by the Government.
3.1.7 Forced Air Heating Systems and Air Conditioning Systems:
Designs for this type of construction shall be prepared in accordance with the requirements set forth above and as follows:

3.1.7.1 Site Plans: Location of all distribution lines, conflicting utilities and manholes shall be shown.
3.1.7.2 Building and Structure Drawings:
3.1.7.2.1 Individual treatment shall be given to
items of complex design.
3.1.7.2.2 Elevations and section shall show
equipment clearances and heights, piping arrangements, support details, etc., necessary for proper installation.
3.1.7.2.3 Detail drawings shall be prepared showing
proper capacities of all major items of equipment and necessary accessories, water flows, temperatures and pressures, flow and control diagrams, fuel-handling and storage equipment, distribution-line and expansion-loop details, manhole details, water-treatment and storage facilities, etc. The drawings will be of such detail that few, if any additions will be required for acceptance as completed working drawings.
3.2 DESIGN:
3.2.1 Accomplish the final detail design of the project complete with all component parts and appurtenances. The final designs shall be based upon the project criteria and where furnished or required, upon approved preliminary design. The final designs shall be within the approved control estimate or within the target construction cost or initiated within the target construction cost and completed within the approved preliminary cost estimate, as applicable to the project involved.
3.2.2 For structures involving site adaptation of plans, the final design shall be for all modifications, additions and appurtenances required to adapt the design of structures as shown on the plans to local site conditions.
3.3 FINAL DESIGN ANALYSES: Prepare and submit design analysis for all original designs prepared by the Contractor, comprising statements of all criteria, loads, factors, assumptions and codes used in the final design, diagrams and charts developed in connection with designs, and the computations made thereon. Design analyses shall be submitted in five copies.
3.4 CONTRACT DRAWINGS: Prepare complete detailed drawings for use in the contract construction of the project. Final drawings shall be based on approved designs and layouts and shall be developed on 24" x 36" sheets. The scales shall be as approved by the Contracting Officer. The coordinates or ties to base lines of at least two adjacent corners of each building and structure and of principal points on utility lines, roads, railroads, pavements and similar construction features shall be shown on the drawings.
All drawings shall be of an approved quality except that, where feasible, 01050-4 contract drawings shall incorporate applicable sheets of construction drawings being site adapted with necessary modifications being made on reproducible sheets of construction drawings where required for modification. Modification of reproducible tracings shall include the heavying up and/or clarification of lines and lettering as necessary to allow the marking of satisfactory work, the number of such prints being the minimum required for the proper coordination and supervision of the work. After final project inspection corrections for each delivery order, as-built drawings shall be submitted on ACAD-Release 14, 3-1/2" disks or CD rom disk and 24" x 36" mylar. These drawings shall meet "5 CES/CECND Drafting Standards."
3.5 COST ESTIMATES:
3.5.1 General: Cost estimates shall be based upon the completed contract drawings and specifications as submitted for Government review.
3.5.2 Construction Costs: The estimates shall be accurate and realistic, reflecting current prices for work and materials, and taking into account probable labor shortages that may occur because of other known proposed projects in the area. The estimates shall be broken down into major items of construction, as approved by the Contracting Officer. Each major item shall be further broken down into component units of labor and materials with the quantity and cost of each unit shown. Lump sum amounts for major items which cannot be readily analyzed will not be accepted.
3.5.3 Contractor shall submit two (2) copies of the final contract cost proposal for government review.
3.6 CONTRACTOR STATEMENT OF WORK:
3.6.1 Upon establishing the scope of the individual requirement, the Contractor shall then prepare his proposal for accomplishment of the task.
Contractor shall provide a scope of work consisting of a Statement of Work in such detail that Government will be able to lay out the work using the SABER Specification Book. Statement of Work may also include sketches or drawings depending on the complexity of the particular project.
3.6.2 The Technical Provisions shall comprise a master technical specification covering all items of work common to all line items included under the delivery order, and shall be prepared with separate sections covering the various trades and work classification.
3.6.3 Final specifications (five (5)) copies, including complete technical provisions, shall be submitted typed on 8-1/2" x 11" good grade bond paper along with Contractors proposal. Updates shall be accomplished and submitted within five (5) working days after Government approval of contract modification and a final as-built copy shall be completed as part of the final submittal.

3.6.4 Contractor's Approval and Test Schedule: A schedule of
construction Contractor's approvals and tests shall be prepared listing all shop drawings, samples, materials, fixtures, equipment, plant materials and color schedules to be submitted and all tests to be performed by the construction Contractor in accordance with the contract specifications. Each item listed shall be referenced to the paragraph in the contract specifications which requires the Contractor's action thereon. The schedule shall be submitted in quintuplicate at the time of submission of final contract specifications.
3.7 ENGINEERING ADVICE DURING CONSTRUCTION PERIOD: Furnish, during the project construction period, such engineering advice in connection with the design as may be requested by the Contracting Officer.
3.8 GENERAL TECHNICAL DEFINITIONS AND INSTRUCTIONS: The following technical definitions and instructions are applicable to individual delivery orders involving delineated work unless otherwise provided in specific work orders.
3.8.1 Utilities:
3.8.1.1 Definition: The term "utilities" shall be construed
to mean all interior and exterior utilities, such as water, gas, sewer, drainage, electricity, telephone and other similar systems.
3.8.1.2 Limitations:
3.8.1.2.1 Electrical Systems: Design of electrical
systems shall include all portions within structures, cable TV connections, telephone, underground electrical service, including service entrance and weather head, or the source of power for each structure involved, as provided in specific project criteria.
3.8.1.2.2 Equipment and Appurtenances: Design of
all utility systems shall include all equipment, accessories and appurtenances required for the proper functioning of the system involved.
3.8.1.2.3 Connections to Existing Utility Systems:
The Contracting Officer will designate the points at which connections are to be made to any existing utility system. Where alternate sources are designated for any single utility, the Contractor shall make an engineering determination of the most feasible and economical source to be utilized and design the connection thereto. Contractor shall coordinate removal and installation of telephone services with the on-base provider. Contractor shall not disconnect/reconnect or install phone systems as part of this contract. Contractor is authorized to install conduit and outlet box as part of this contract.

3.8.1.3 Field Reconnaissance: The Contracting Officer will
furnish all available data pertaining to all utility lines known to exist at and in the immediate vicinity of the project site. The Contractor shall verify by field reconnaissance the current location of all such utility lines and of any additional utility lines. In the event that field reconnaissance reveals any conditions differing from the Government-furnished data, the Contractor shall advise the Contracting Officer in writing at the earliest practicable date. The Contracting Officer will review, in respect to such report, the designated utility connections for possible redesignation thereof.
3.8.2 Site Improvements:
3.8.2.1 Definition: The term "site improvements" shall be
construed to mean all grading, top-soiling, seeding, planting, roads, walks, access drives, parking areas, fencing, and similar features.
3.8.2.2 Work Under This Contract:
3.8.2.2.1 Work shall include the design of all site
improvements required to develop the site or sites for the intended use thereof. Site improvements shall blend with and properly join with existing improvements in adjacent areas.
3.8.2.2.2 In the event that construction designed
will effect any existing site improvements, design shall also provide for any required protection, repair or replacement of such existing improvements that will result from the construction.
3.8.3 Color Schedule:
3.8.3.1 Basic Schedule: A basic schedule of colors to be
used in interior and exterior color schemes will be furnished by the Contractor and submitted for approval, as directed by the Contracting Officer.
3.8.3.2 Detail Schedule: The Contractor shall develop a
detail schedule of all colors for all surfaces and finishes, i.e., painted surfaces, floor covering, tile, counter tops, etc. The detail schedule shall be based on the basic schedule and shall be incorporated in the contract drawings and specifications.
3.8.4 Equipment Installation Layouts: Contract drawing shall
include scale line plans showing the layout and arrangement of all mechanical equipment rooms and spaces in which building service equipment (heating, ventilating, plumbing, electrical, air conditioning, etc.) is to be installed.
Plans shall be drawn at scales of 1/4 or 3/8 inch equals 1 foot, and shall show all equipment at true size and location together with all utility lines and connections, and the relationship of such equipment and utility lines and
01050-7 connections with walls, ceilings, floors, doors and windows. Sections shall also be included as necessary to properly delineate the equipment arrangement and the accessibility thereof for operation and maintenance.
3.8.5 Fire Protection: Fire protection features conforming to requirements contained in current Air Force Regulations. Installation Engineer Criteria Memoranda and Engineering Manuals for Military Construction shall be included in final drawings and/or outline specifications. The information furnished shall include, but not necessarily be limited to, the following:
3.8.5.1 Class of construction as defined by NFPA (i.e., Protected noncombustible, unprotected noncombustible, etc.).
3.8.5.2 Identification of occupancy of rooms or areas to be
used for storage of materials either combustible or noncombustible or for hazardous operations.
3.8.5.3 Type and scope of automatic sprinklers, special
extinguishing systems and fire alarm or evacuation alarm systems, when repaired.
3.8.5.4 Location, size and fire rating of required stair or
shaft enclosures, door classification and type of operation.
3.8.5.5 Location and fire resistance rating of fire walls, partitions, fire doors and type of door operation.
3.8.5.6 Schedule of fire resistance rating of major elements.
3.8.5.7 For operations involving use or storage of flammable
liquids, gases or dusts, the type of electrical equipment including fixtures, ventilation and other related fire protection features.
3.8.5.8 Statement or notation concerning outside fire
protection hydrant systems.
3.8.5.9 Coordination And Prosecution of Work:
3.9 During the prosecution of the work the Contractor shall keep in close liaison with the Base Engineer's Office, who will coordinate the work with the Using Service and other agencies. All requests made by the Using Service and other agencies shall be referred to the Project Engineer for action by the Contracting Officer.
3.10 All work shall be in accordance with the engineering instructions, directives, guide specifications, drawings, technical manuals and other instructions furnished by the Contracting Officer.

3.11 The design of each project shall be the most economical with necessary consideration being given to the most efficient utilization of all materials consistent with the design criteria.
3.12 The use of critical and strategic materials not otherwise restricted shall be limited to the minimum amounts required consistent with Air Force Conservation of Materials Policies and full consideration shall be given to the use of substitute materials as permitted by the Engineering Manual and the Air Force Guide Specifications. Any such substitutions shall be reported.
3.13 Where not expressly specified, drawing scales shall be as approved by the Contracting Officer.
3.14 After submission of the construct plans and statement of work and cost estimates, the Contractor shall make any corrections thereto as may be necessary because of errors or omission, including the preparation of addenda during the negotiation period that may be required as a result of such deficiencies.
3.15 The Contractor shall make all visits to the sites of work as may be required to accomplish the work under the delivery orders except as may be otherwise specifically provided in the delivery orders.
3.16 The target construction cost set forth in a delivery order is the amount of funds estimated for the construction of the project involved.
3.16.1 Every effort is to be exerted to develop a design within the project criteria and instructions so that the project may be constructed within the target cost.
3.16.2 If, as the work progresses, it is determined that the
project cannot be constructed within the target construction cost or subsequently approved preliminary cost estimates, the Contracting Officer shall be so advised, and the Contractor will be instructed as to the action to be taken.
3.17 The Contractor shall advise the Contracting Officer of any discrepancies, ambiguities and lack of clarity noted in plans and specification furnished for use in connection with this project.
3.18 All buildings and facilities to be designed under this contract shall be tied-in, as directed by the Contracting Officer, to the coordinate system or to the base lines established at the sites of work.

SECTION 01051
SPECIAL PROVISIONS FOR WORKING ON OR NEAR THE AIRFIELD
1. GENERAL
The following provisions apply when work is required to take place on the active airfield, or within the clear zones or primary surfaces, as defined by
AFR 86-14.
2. AIRFIELD REQUIREMENTS
Clause entitled “Airfield Safety Precautions”, of the solicitation applies to this contract.
3. CLOSURES
All runway or taxiway closures will require the coordination of Base Operations (5 BMW/DOB) through the Contracting Officer not less than 14 calendar days prior to the requested closure, unless otherwise provided for in these specifications. The Contractor will make the maximum utilization of time during the requested closure period. The Contractor will notify the Contracting Officer when he is finished with the work requiring the closure.
The Contractor will schedule his operations in phases if necessary so as to minimize the effect of his construction closures on normal base operations.
4. COORDINATION OF WORK
The Contractor shall coordinate with the Contracting Officer before initiating any work and will notify him of proposed location of work and time of operation.
5. PERSONNEL SAFETY PRECAUTIONS
Jet aircraft operating on the runways, taxiways and aprons make the area of construction a zone of high level noise. The Contractor is advised to take the necessary precautions, such as the use of ear plugs or muffs to prevent injury to the auditory system of all personnel working in the area.
6. SECURITY REQUIREMENTS
6.1 RESTRICTIONS
No Contractor vehicles, equipment, or personnel shall be on or shall cross any active runway or taxiway, except during construction period closures as outlined herein or when clearance is requested form and granted by the control tower. All Contractor vehicles operating on the landing areas (1,000 feet on either side of the runway centerline) during the period from dawn to dusk will be identified by mounted electric battery operated low intensity, red or amber flashing lights. When Contractor operations required him to cross an active runway or other
01051-2 controlled area on a regular basis, he will be furnished a two-way radio by the Government in order to maintain contact with the control tower.
Use of the radio for other purposes will be strictly prohibited. The radio will be returned to military custody at the end of each work day and picked up when operations requiring its use again commence.
6.2 ESCORT AND ENTRY REQUIREMENTS
All work within restricted areas shall be accomplished under escort.
