About this file
This is a Section L (Instructions to Offerors) and Section M (Evaluation Factors) document for a Firm-Fixed-Price contract opportunity related to airfield striping and rubber removal at Dover AFB. The document outlines a best value source selection process where technical approach and past performance are weighted more heavily than price considerations.
The submission requirements include three volumes: Volume I requires the completed SF1442 form with authorized signatures, pricing for Contract Line Items using the provided Bid Schedule, and any additional contract clauses; Volume II requires the technical/management approach focusing on equipment and methodologies for rubber/stripe removal and typical project timelines; and Volume III requires past performance information including surveys from up to five previous customers within the past 5 years and narratives for at least two relevant projects on large DoD or civil airfields. Proposals must be submitted electronically in Microsoft Word, PDF, or Excel formats. Offerors must have active SAM registration prior to submission. The evaluation will consider price reasonableness, technical capability on an acceptable/unacceptable basis, and past performance ratings ranging from exceptional to unsatisfactory, with the government reserving the right to award without discussions.

EVALUATION FACTORS FOR AWARD (BEST VALUE)
EVALUATION AND SELECTION CRITERIA (Section M)
BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which competing offerors' technical approach and past performance will be evaluated greater than that of cost or price considerations. By submission of its’ of fer the offeror accedes to the terms of this model contract and all such offers shall be treated equally except f or their prices and performance records.
The Government will award one (1) firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the Government considering price, technical approach and past performance. The evaluation process shall proceed as follows:
A. PRICE: Initially offers shall be ranked according to price, including any option prices if applicable.
The price evaluation will document f or the offers evaluated for the completeness, and reasonableness of the proposed total evaluated price.
Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined, offerors may be required to submit costs data to the extent necessary for the Contracting Officer (CO) to determine the reasonableness and affordability of the price. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price.
Total Evaluated Price (TEP): The Government will utilize the following methodology to determine the TEP of each proposal. The TEP will be calculated for evaluation purposes only. The TEP will be calculated as follows:
i. Line Items will be calculated by multiplying the proposed unit price by the corresponding quantity.
ii. The sum of all the Line Items evaluated prices will represent the total evaluated price.
B. Technical Capability: Next, offerors proposals will be evaluated based on specific technical and/or management approach. The following technical capability will be evaluated on an acceptable/unacceptable basis. If all of the following technical capabilities are not submitted with the offer, the offer shall not be considered and shall be removed from consideration. Offerors proposals will be evaluated based on specific technical and/or management approach as outlined in their proposals for the following:
1. Description of equipment and methodologies used to remove rubber and remove & stripe airfield markings on a large Department of Defense or large civil airport.
2. Discussion of the typical timeline for rubber removal, striping removal and striping on a large Department of Defense or large civil airport.
C. Past Performance: The offeror shall send a copy of the Past and Present Performance Survey - Attachment 4 to no more than five (5) previous contracting agencies/ customers to complete that have been awarded, completed, or are ongoing within five (5) years from the date of this solicitation. A completed Past and Present Performance Survey shall be submitted by the contracting agency/customer directly to the POCs for this solicitation via email by the proposal due date. Questionnaires received from the offeror will not be considered/reviewed.
Using questionnaires, the contracting officer shall seek performance information based on (1) the Past and Present Performance Survey and (2) data independently obtained from other Government and commercial sources. The purpose of the past performance evaluation is to allow the Government to assess the offeror's ability to perform the effort described in this RFP, based on the offeror's demonstrated present and past performance. The assessment process will result in an overall risk rating of exceptional, very good, satisfactory, none, marginal, or unsatisfactory. Offerors with no relevant past or present performance history shall receive the rating "none," meaning the rating is treated neither favorably nor unfavorably.
In addition to the questionnaires, offerors are to provide past performance narrative showing a minimum of two past projects where the contractor performed satisfactorily on large Department of Defense or large civil airfields involving rubber removal, striping removal and striping.
D) If the lowest priced evaluated offer is judged to have an exceptional performance risk rating and that offer represents the best value for the Government, the evaluation process will stop at this point. Award shall be made to that offeror without further consideration of any other offers.
E) The Government reserves the right to award a contract to other than the lowest priced offer if that offeror is judged to have a performance risk rating of "very good" or lower. In that event, the contracting officer shall make an integrated assessment best value award decision.
F) Offerors are cautioned to submit sufficient information for evaluation. Offeror's may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond.
Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
G) The Government intends to award a contract without discussions with respective offers. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
