This Statement of Work from the 436th Civil Engineer Squadron at Dover AFB outlines requirements for airfield striping and rubber removal services to be performed in Spring and Fall 2025. The contractor must provide all labor, materials, and equipment to repaint up to 290,000 SF of striping (225,000 SF reflective, 65,000 SF non-reflective) and remove rubber from three runway areas totaling approximately 7,600 LF x 70 LF (Runway 32: 2800 LF, Runway 01: 2600 LF, Runway 19: 2200 LF).

Key requirements include: removing 85% of rubber buildup without damaging pavement surfaces, performing friction tests before and after rubber removal, using either Type I or Type III reflective beads, and maintaining strict airfield security protocols. Work must be coordinated with base operations one week in advance and performed between 7:30 AM - 4:30 PM. The contractor must provide an airfield-trained badge holder for escort duties and perform the work in two separate mobilizations of up to 2 weeks each. Additional striping locations include taxiways, aprons, and various base roads/streets based on a government-provided priority list. The site map shows the Dover AFB airfield layout with runways, taxiways and surrounding facilities.

REVISION 1

Project FJXT210073/FJXT210024

27 Feb 2025

DESCRIPTION

The project consists of providing all labor, materials, equipment, tools, appliances, and materials necessary to remove paint and rubber and to stripe Dover AFB Airfield as well as other heavy-duty pavement striping applications.

1. Repaint existing and paint new pavement markings in accordance with the statement of work and the applicable drawings. A maximum of 290,000 SF of striping (225,000 SF-

Reflective, 65,000 SF-non-reflective) shall be accomplished by the Contractor based on a priority list to be provided prior to the Contractor performing the work. The Contractor shall remove built up and flaking markings as required up to a maximum of 10,000 SF.

The contractor may propose to use either Type I or Type III beads in the reflective markings.

2. Prior to initiation of rubber removal, the contractor shall conduct friction tests on the runway surfaces to be cleaned. The contractor shall also conduct friction tests after rubber removal is complete. Friction tests shall be conducted in accordance with

TSPWG 3-270-01.04-10 to enable before and after comparison. The results of the friction tests shall be presented to the Government inspector to verify adequate cleaning.

3. Adequate cleaning shall consist of removal of 85% of the rubber build up of the rubber covered within a designated area of runway:

Runway 32 (2800 LF x 70 LF)

Runway 01 (2600 LF x 70 LF)

Runway 19 (2200 LF x 70 LF)

The rubber removal is to be completed without damage to the pavement surface, joints, and joint and crack seals, or any other government property. The determination of the

85% removal shall be accomplished by the test described in Paragraph 1.

4. Markings to be removed shall be obliterated to 95% removal. A small amount of paint remaining is not only acceptable but, desirable to ensure pavement is not damaged by the removal process.

5. Provide layout for all new pavement markings.

6. Repaint all existing lines to the same width (typically 6” wide). The center of the new line shall match the center of the existing line.

7. All repainted taxi lines on concrete pavement surfaces including the North Ramp, concrete pavement of Runway 01/19 and concrete portions of Runway 14/32, concrete portions of

Taxiways “A”, “B”, “C” , “D”, “E”, “F”, “G” AND “H” shall consist of a 6” wide reflective yellow line and a 6” black border on each side.

8. Instrument and hold position markings have preference over other taxiway markings.

Interrupt the taxiway stripe 3 feet from other side of these markings.

9. Where a taxiway crosses a runway, interrupt the taxiway stripe at all runway markings 3 feet from other side of runway markings. Where taxiway centerline markings meet threshold markings or numbers, interrupt the taxiway stripe 5 feet short of the higher priority marking.

10. Where taxiways cross, interrupt the taxiway stripes.

11. Where a taxiway radius extends onto the runway, extend the taxilane radius line an additional distance of 200 feet beyond the point of tangency of the radius and parallel with the runway centerline. Maintain a separation distance of 3 feet from the near side of the runway centerline marking.

12. All taxiways (except Taxiway D, which is 150’ wide in spots) are 75’ wide across the taxiway and include 25’ shoulder widths on each side. Total width equals 125 FEET. All taxiway lead-in lines to hold lines are to be enhanced IAW FAA requirements.

13. All airfield markings are in the contract in accordance with provided priority list. The contractor shall keep a running total of SF of striping based on the priority list. Striping shall be considered complete when the limits in Paragraph 1 are reached.

14. The following road and street markings are also in the contract and shall be striped as long as there is SF available within the striping SF allotment. A prioritized list will be provided by the Government after contract award.

15. Minor road and street markings (crosswalks and stop bars) are not to be painted /not in contract (NIC).

16. Shoulders wider than 25 feet and shoulders where there is no clear distinction between the structural pavement and the shoulder shall be marked with deceptive shoulder markings.

17. VFR hold lines and taxiway centerlines adjacent to them shall be repainted as they exist with enhanced VFR and lead-in lines in accordance with FAA Circular 150/53401J, 6/6/2008.

18. Glass beads shall be provided and used by the contractor for any application calling for reflective paint. Contractor may propose either Type1 or Type 3 beads.

19. The contractor shall have the ability to perform heavy-duty striping and paint removal.

Due to the nature of the work on an operational runway, the contractor will be asked to perform quickly and expertly. This will require large self-propelled vehicles designed for rapid professional airfield striping. Previous airfield striping work is required to ensure the contractor will be able to perform within the short periods of performance.

20. All work shall be accomplished between the hours of 7:30 a.m. and 4:30 p.m. The contractor needs to provide two weeks notification of road or parking lot closures prior to commencing work to provide occupants time to adjust parking locations during repair work. Contractor shall provide construction schedule showing phasing of work. All airfield work shall be coordinated with base operations at least one week in advance and approved by airfield management for start prior to commencement.

21. The contractor shall perform work to remove paint and rubber and striping as defined in this statement of work and plans in two phases two (2) times, once in the spring of 2025 and once in the fall of 2025. Exact dates for the work will be set by

24. The contractor shall be responsible for all field measurements to accomplish work.

Quantity and sizes of materials shall be determined from drawings and verified as the work is being performed. The contractor shall carefully examine the entire site and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents.

25. The priority of striping is not constant. It depends on the need at the time of striping. In general, the priorities are as follows:

a. Any new work requiring layout

b. Runways

c. Taxiways

d. Aprons

e. Restricted area aprons

f. Other (i.e. Perimeter Road, Ramp Road)

26. Normally, very little to no work is required prior to restriping. The areas must be generally clean and dust free. However, no special cleaning is required.

LIMITATIONS

The Contractor must work with Security Forces, Civil Engineering Program

Management and Airfield Operations to coordinate work at this site. The contractor should assume the airfield will remain active during the striping process. Contact with Ground Control will be necessary for most of the work. Please contact 436

CES Security Officer for the latest security requirements. Since this process is time consuming, the contractor is advised to start as soon as possible to ensure escorts are properly badged prior to airfield striping.
